Weekly Police Blotter – Lacey Township Police Department – January 31st through February 6th, 2020
Arrest- On Thursday, January 30, 2020, at 8:17 p.m., Officer Michael Hein was dispatched to the Lacey Mall parking lot in reference to several suspicious males. During his response, Officer Hein identified one of the actors as Charles Maulbeck. Dispatch advised that Maulbeck was wanted for outstanding warrants issued by two jurisdictions. Maulbeck was arrested and transported to the Ocean County Correctional Facility in lieu of $2,882 cash bail.
Arrest- On Friday, January 31, 2020, at 6:30 a.m., three officers were dispatched to Montauk Drive for a disturbance. During the investigation, Daniel Gaboff, 35, was placed under arrest after officers discovered marijuana in his vehicle. Gaboff was charged with Possession of Over 50 Grams of Marijuana and Possession of CDS in a Motor Vehicle. He was ultimately lodged in the Ocean County Correctional Facility in accordance with bail reform.
Arrest- On Friday, January 31, 2020, at 2:00 p.m., Officer Jesse Dalziel witnessed two vehicles driving recklessly during a road rage incident. Both vehicles were stopped on Lacey Road and both drivers issued summonses for Reckless Driving and Improper Passing. While speaking with one driver, Shawn Bannon, 38, Officer Dalziel discovered an amount of marijuana and prescription medication. Bannon was arrested and charged with Possession of a Controlled Dangerous Substance, Possession of Drug Paraphernalia and Possession of CDS in a Motor Vehicle. He was released pending a Court appearance.
Burglary- On Saturday, February 1, 2020, at 10:10 a.m., Officer Randolph Plis responded to Asian Nail, 1 Lacey Road for a reported theft. The complainant stated that during overnight hours while the business was closed, an unknown suspect entered stealing an amount of cash. Detectives responded and are investigating the matter.
DWI- On Sunday, February 2, 2020, at 1:29 a.m., Officer Bruce Carver and Brian Holt responded to 815 Route 9 for a suspicious vehicle. Once there, officers discovered that the vehicle, which was driven by Holly Reagan, had struck the railing on the front of the building. Reagan, 36, was placed under arrest after officers determined that she was under the influence. Reagan was charged with DWI, Reckless Driving, Using a Cell Phone While Driving, and Failure to Report an Accident.
Arrest- On Sunday, February 2, 2020, at 2:09 a.m., Officer Anthony Ravallo was on patrol when he discovered two suspicious vehicles at Clune Park. While speaking with the drivers, one was placed under arrest after Officer Ravallo discovered marijuana. Samantha Barden, 20, was charged with Possession of Marijuana and Possession of CDS in a Motor Vehicle.
MV Theft- On Monday, February 3, 2020, at 11:26 a.m., officers responded to Medicine to Go, 528 Lacey Road, in reference to a stolen vehicle. A delivery person reported that while unloading supplies at the business, an unknown adult male drove away in his vehicle. The suspect was described as a white, middle-aged man, wearing a hooded sweatshirt, jeans, and a baseball cap. Anyone with information should contact Detective Keith Pearce or Detective Kymberly Gudgeon.
Arrest- On Tuesday, February 4, 2020, at 3:54 p.m., Officer Scott Anderson took custody of a wanted person from Cape May County Department of Corrections. Edward Bates, 35, of Maple Shade, was processed at Headquarters for an outstanding Lacey Township Municipal Court warrant and transferred to the Ocean County Correctional Facility in accordance with bail reform.
Arrest- On Wednesday, February 5, 2020, at 8:56 a.m., officers arrested a 39 year-old Forked River man for an outstanding child support warrant. David Ferrante was arrested at his home and transported to the Ocean County Correctional Facility in default of $58,423.
Weekly Police Blotter – Lacey Township Police Department – January 24th through January 30th, 2020
Arrest- On Friday, January 24, 2020, at 10:13 p.m., Officers Bruce Carver and Brian Holt arrested John Panagakos, 37, for an outstanding warrant. The warrant was issued by the Little Egg Harbor Municipal Court after he failed to appear for a Driving While Suspended summons. Panagakos was released after the $750 bail was satisfied.
Fraud- On Sunday, January 26, 2020, at 11:07 a.m., Officer Jesse Dalziel met with a Township resident who reported fraud. The resident stated that he received an email from Amazon.com confirming a computer order. Not having ordered a computer, the victim contacted the attached phone number to dispute the charge. The alleged call taker urged the victim to purchase gift cards from various locations to correct the fraudulent activity. The website and email was deemed fraudulent.
Suspicious Incident- On Sunday, January 26, 2020, at 10:10 a.m., Officer John Simonson met with a Windsor Street resident who reported a suspicious male on his property. The homeowner stated that at 1:30 a.m., he was alerted by his Ring Camera of motion. The caller stated that he observed a male subject standing near his vehicle that was parked in his driveway. Two other males, which were standing in the road, alerted the third male of the camera and all three fled.
Burglary- On Sunday, January 26, 2020, at 5:00 p.m., Officers Michael Baldasari and Brian Holt responded to the ARS Treatment Center, Lanoka Harbor, for an open front door. Officers were able to determine that the business had been forcibly entered although nothing was reported stolen. Detectives are further investigating.
DWI- On Monday, January 27, 2020, at 2:29 a.m., Officer Anthony Ravallo encountered a suspicious vehicle while conducting a park check at Clune Park. During an inquiry, the driver, 22 year-old Richard Hurley was placed under arrest. Hurley was issued summonses for DWI, Reckless Driving, and Open Container.
Arrest- On Wednesday, January 29, 2020, at 4:56 p.m., Police Dispatch received a hit confirmation from the Ocean County Sheriff’s Department in reference to an outstanding warrant. Officer Jason Lee issued the warrant on Tuesday, January 14, 2020, after officers responded to a shoplifting incident at Home Depot. During the investigation, one actor was arrested but a second, later identified as Robert Stevenson, was not taken into custody. At that time, a warrant for Conspiracy was issued for Robert Stevenson, 45, of Toms River. Stevenson was lodged in the Ocean County Correctional Facility after being arrested by Sheriff’s Officers.
Weekly Police Blotter – Lacey Township Police Department – January 17th through January 23rd, 2020
Theft- On Saturday, January 18, 2020, at 2:24 p.m., Officer Michael Hutman responded to Kohls in reference to the theft of cash. The caller reported exiting the store and accidently leaving her wallet in her shopping cart. Once realizing the misplacement of the wallet she returned to customer service where someone had located and returned the wallet. The caller reported that the wallet contained approximately $600 cash which was missing when the wallet was returned to her.
Arrest- On Saturday, January 18, 2020, at 10:01 p.m., Officers Randolph Plis and Brian Holt responded to the parking lot of 403 Route 9 in reference to an adult female sleeping inside a vehicle parked in the lot. Once arrived, officers found 34 year-old Jamie Urban asleep in the car with drug paraphernalia in her possession. Urban was placed under arrest and an amount of heroin was discovered. Urban was charged with Possession of Heroin, Possession of Drug Paraphernalia, and Possession of a Hypodermic Syringe. She was also issued a motor vehicle summons for possessing a controlled substance in a vehicle. Urban was lodged in the Ocean County Correctional Facility in accordance with bail reform.
Shoplifting- On Sunday, January 19, 2020, at 6:27 p.m., Officer Dan Ricciardella was dispatched to Walmart for a theft. Loss Prevention reported that an adult female concealed an undetermined amount of items while inside the store. As Loss Prevention Officers approached her, the suspect ran to her vehicle and drove from the lot. Surveillance footage is being used to identify the actor and the vehicle.
DWI- On Monday, January 20, 2020, at 5:50 p.m., Officer Michael Hein stopped a motor vehicle for a red light violation. During the stop, Officer Hein arrested the driver for being under the influence. Dan Backhaus, 64, was charged with DWI and Reckless Driving prior to being released on his own recognizance.
Arrest- On Monday, January 20, 2020, at 11:05 p.m., Officer Anthony Sarno conducted a motor vehicle stop on Route 9 for speeding. During the stop, a passenger in the vehicle, William Jeffers, Jr., 29, was arrested for possessing marijuana. Jeffers was charged with the same and released pending a Court appearance.
Shoplifting- On Tuesday, January 21, 2020, at 11:23 a.m., Officer Dan Ricciardella was dispatched to The Beauty Store for a theft. A sales associate reported that on January 20, 2020, an adult female had concealed merchandise in her purse. The female then left the store without paying for the merchandise. Surveillance footage is being used to identify the actor.
Arrest- On Tuesday, January 21, 2020, at 10:56 p.m., Officer Michael Hein responded to the Beachwood Police Department where he took custody of Brendan Coyle. Coyle, 26, was arrested by a Beachwood officer for an outstanding Lacey Township Municipal Court warrant. The $750 warrant was issued for failure to appear. He was transferred to the Ocean County Correctional Facility.
News Release: Lacey Township Police Department-Friday, January 17, 2020
On December 15, 2019, at 1741 hours, the Lacey Township Police Department responded to the area of Lacey Road and Holmes Avenue for a vehicle that struck a pedestrian. The ensuing investigation revealed Mariam Manukyan, 67, Forked River, was attempting to cross Lacey Road from south to north when she was struck in the eastbound lane by a 2011 Jeep Patriot operated by David Winkle, 40, Forked River. M. Manukyan was flown to Jersey Shore University Medical Center for treatment of serious bodily injury sustained in the crash. On the night of the crash David Winkle was arrested for DWI and was transported to Community Medical Center in Toms River where a Blood Draw Search Warrant was later executed.
On Friday, January 17, 2020, David Winkle, 40, of Constitution Drive, Forked River, was arrested and charged with third degree Assault by Auto by operating his vehicle while under the influence, causing serious bodily injury to M. Manukyan. He was also charged with three counts of second degree Endangering the Welfare of a Child; one count for each minor child present in David Winkle’s vehicle at the time of the crash. D. Winkle was also issued motor vehicle summonses for Driving While Impaired, Driving While Impaired with Child Passenger, Reckless Driving, Unsafe Tires, and Operating an Uninsured Vehicle. David Winkle was processed at police headquarters and transferred to the custody of the Ocean County Jail in accordance with Bail Reform.
Sergeant Robert Flynn of the Lacey Township Police Department, and Detective Anthony Carrington III of the Ocean County Prosecutor’s Office Vehicular Homicide Unit are investigating the crash.

Weekly Police Blotter – Lacey Township Police Department – January 3rd through January 9th, 2020
Overdose- During a 20-hour period beginning Thursday, January 2, 2020, at 8:00 p.m., Lacey officers responded to three separate first aid calls that appear to be drug-related. During each call, the victims survived after officers or first aid members administered Narcan. Each incident appears to have been caused by heroin use.
Arrest- On Thursday, January 2, 2020, at 8:40 p.m., Officer Anthony Sarno took custody of Monica Merry, 30, from Beachwood Police. Merry was arrested by Beachwood officers for an outstanding Lacey Township warrant. Merry was unable to post the $1,000 bail and was transported to the Ocean County Correctional Facility.
Fraud- On Friday, January 3, 2020, at 2:48 a.m., Officer Scott Keefe met with a Toms River resident who reported a fraudulent transaction. The victim stated that he had received a text message from his credit card company that indicated a suspicious transaction. The transaction was completed earlier in the night at the Lanoka Harbor Walmart. Officer Keefe was able to determine that an unknown male suspect made two gift card purchases totaling $608 with the victim’s credit card information. The store’s surveillance video is being used in an attempt to identify the actor.
Fraud- On Friday, January 3, 2020, at 9:30 a.m., Officer Noah Schaffer took a fraud report from a Forked River resident. The resident reported that she purchased two Rottweiler puppies from a Texas breeder. The dogs were to be shipped by airplane to the Atlantic City Airport in temperature controlled crates but the dogs never arrived. An inquiry of the breeder’s address comes back to a Texas Post Office. The theft was valued at $3,500.
DWI- On Saturday, January 4, 2020, at 9:14 p.m., Officer Martin Julian conducted a motor vehicle stop on Olds Street. During the stop, it was determined that the driver, Alexander Petyo, 31, had suspended driving privileges. Further interaction led to the arrest of Petyo for DWI. Petyo was issued summonses for DWI, Reckless Driving, and Driving While Suspended.
Theft- On Sunday, January 5, 2020, at 12:49 p.m., Officer Alan Abrecht responded to a Woodbine Place residence in reference to a theft. The homeowner reported that within the past several days an unknown actor stole his utility trailer from the property. The trailer was valued at $1,000.
Arrest- On Monday, January 6, 2020, at 12:40 p.m., Officers Michael Verwey and Andrew Slota responded to Walmart in reference to a shoplifter. Once there, officers arrested Melanie Lane, 46, of Barnegat. She was charged with Shoplifting and released pending a Court appearance.
Fraud- On January 6, 2020, at 12:14 p.m., Officer Scott Anderson met with a Lacey Township resident who reported fraudulent activity. The resident stated that he was contacted by a representative of Microsoft who reported that his computer had been compromised. To correct the issue, the caller urged the resident to purchase gift cards as payment for the repairs. Being aware of the scam, police were contacted.
Arrest- On Tuesday, January 7, 2020, at 9:30 a.m., Officer John Simonson took custody of Paul Clifton, Jr. from the Jackson Township Police Department. Clifton was arrested by Jackson officers for an outstanding warrant issued by the Lacey Township Municipal Court. Clifton was lodged in the Ocean County Correctional Facility in lieu of bail.
Arrest- On Wednesday, January 8, 2020, at 7:55 p.m., Officer Anthony Ravallo observed a suspicious person while on a traffic detail. During an interaction with the subject, Officer Ravallo discovered an outstanding Manchester Township arrest warrant. Joseph Donelan, 42, was placed under arrest and transported to the Ocean County Correctional Facility in default of bail.
