UPDATE: Burglary Arrest – Lacey Township Police Department – Sunday, July 28, 2013

Very Small PatchBurglary Arrest – At approximately 4:45 a.m. on March 10, 2012, (17 months ago) officers responded to an alarm call at the Forked River Pharmacy.  Upon their arrival, officers discovered a rear door ajar and determined that it had been pried open. Detectives from the Lacey Township Police Department and the Ocean County Sheriff’s Department processed the scene recovering physical evidence including latent fingerprints. The pharmacy determined that prescription medications were stolen during the burglary.

On the morning of Friday, July 26, 2013, detectives were able to further the investigation by arresting 24-year-old Daniel Costantini of Forked River after fingerprints recovered at the original scene in 2012 were matched to fingerprints in the criminal record database. Lacey detectives arrested Daniel Costantini at his Forked River home and charged him with burglary, theft of a controlled substance, possession of a controlled substance, and criminal mischief.  Costantini was transported to the Ocean County Correctional Facility after being unable to post $50,000 bail.

  • Drug Possession (Arrest) – On Tuesday, July 16, 2013, at 2:35 a.m., Officers George Resetar and Andrew Slota responded to the 700 block of Princeton Avenue for a suspicious vehicle. Investigation at the scene led to the arrest of a 17 year-old juvenile male (driver) from Forked River. He was charged on a juvenile complaint with Possession of Marijuana in an amount of 50 grams or less and Possession of Drug Paraphernalia. He also received a traffic summons for possession of CDS in a motor vehicle and was released to a parent.
  • Theft from an Auto – On Tuesday, July 16, 2013, at 7:20 a.m., Officer Frederick Anderson responded to Walmart for a theft report. The victim reported that sometime between 10:00 p.m. on July 15, 2013, and 7:00 a.m. on July 16, 2013, an unknown person stole her son’s bicycle from the bed of her pickup truck. The bicycle was valued at $150.
  • Warrant Arrest – On Tuesday, July 16, 2013, at 2:29 p.m., Special Officer Kenneth Martin was investigating a parking violation at the Wawa, 444 Route 9 South.  Special Officer Martin located an arrest warrant for the driver, identified as 37-year-old Anthony Cournoyer of Pine Beach. The warrant was issued out of Atlantic City for $750. Anthony Cournoyer was arrested and transported to Lacey Police Headquarters where he posted bail and was released.
  • Warrant Arrest – On Tuesday, July 16, 2013, at 4:23 p.m., Special Officer Travis Horton responded to the Lacey Township Municipal Building Court Office for a report of a male subject with an outstanding warrant. Upon arrival, 18-year-old Eric Anderson of Forked River was arrested on an outstanding Lacey Township Warrant in the amount of $500. He was transported to the Ocean County Correctional Facility in lieu of his bail.
  • Theft (residence) – On Wednesday, July 17, 2013, at 4:19 p.m., Officer Alan Abrecht responded to the 900 block of Clifton Street for a theft report. The victim reported that sometime between Sunday, July 14, 2013 and Monday, July 15, 2013, an unknown person stole his solar light valued at $5.00 from his front yard.
  • DUI with Accident & Drug Possession (Arrest) – On Wednesday, July 17, 2013, at 10:36 p.m., Officers Evan Androcy and George Resetar responded to the 800 block of Brown Street for a traffic accident (vehicle struck residence). Investigation at the scene led to the arrest of the driver, 65-year-old Michael J. Kalucki of Lanoka Harbor for DUI, Possession of Marijuana, and Possession of Drug Paraphernalia. M. Kalucki was transported to headquarters and later released after receiving several criminal and motor vehicle charges. The criminal charges included: Possession of Marijuana 50 Grams or Less and Possession of Drug Paraphernalia. The motor vehicle charges included: DUI, Reckless Driving, Failure to Maintain Lane, and CDS in a motor vehicle. The vehicle M. Kalucki was driving was impounded pursuant to John’s Law.
  • Criminal Mischief (Residence) – On Wednesday, July 17, 2013, at 11:04 p.m., Officer Noah Schaffer responded to the 100 block of Bay Way in Lanoka Harbor for criminal mischief. The victim reported that sometime between 12:00 p.m. and 11:00 p.m., on July 17, 2013, an unknown person damaged his mailbox. Total damage was $50.
  • Shoplifter (Arrest) – On Wednesday, July 17, 2013, at 11:32 p.m., Officer Noah Schaffer responded to the Lacey Walmart for a shoplifter. Upon his arrival, 45-year-old Tracy Lobb of Forked River was arrested for shoplifting merchandise valued at $77.  Tracy Lobb was transported to headquarters, processed, and later released after receiving a criminal summons.
  • Warrant Arrest and Suspicious Person – On Thursday, July 18, 2013, at 9:27 a.m., Officer John Simonson responded to the 100 block of Seabright Road for a report of a suspicious male walking around a vacant residence. Investigation at the scene led to the arrest of 48-year-old Olen Shiflett of Forked River on an outstanding Ocean County Sheriff’s Department Child Support Warrant in the amount of $2,125. Olen Shiflett was transported to the Ocean County Correctional Facility in lieu of his bail.
  • Drug Possession & Intent to Distribute CDS (Arrest) – On Thursday, July 18, 2013, at 6:21 p.m., Officer Robert Flynn responded to Ocean Residential, 1 Game Farm Road, for a male subject with CDS. Investigation at the scene led to the arrest of 18-year-old Dante Allen of Asbury Park for bringing Marijauna into the facility. D. Allen was transported to headquarters. He was charged with Possession of Marijuana and Possession of CDS (Marijuana) with Intent to Distribute. D. Allen was transported to the Ocean County Correctional Facility in lieu of $2,500.00 bail.
  • Warrant Arrest – On Thursday, July 18, 2013, at 7:43 p.m., Officers John McKee and Charles May responded to the 100 block of Walnut Drive on an attempt to serve a warrant. Upon their arrival, 43-year-old Lance T. Romano of Lanoka Harbor was arrested on an outstanding Howell Township Warrant in the amount of $600. Lance Romano was later turned over to the Howell Township Police Department.
  • Criminal Mischief (Business) – On Friday, July 19, 2013, at 9:36 a.m., Officer Peter Donahue responded to McDonald’s for criminal mischief. The complainant reported that sometime during the overnight hours, an unknown person damaged the business signs located on the Musket Drive entrance. The damage is estimated at $1,800.
  • Burglary and Theft (Auto) – On Friday, July 19, 2013, at 10:12 a.m., Officer Peter Donahue responded to headquarters for a report of a theft that occurred at the Home Depot. The victim reported that at approximately 10:00 a.m., he parked his unsecured vehicle in the Home Depot parking lot and entered the store. When he returned to his vehicle, he observed that his laptop computer and computer carrying bag were missing. The total theft is valued at $521.
  • Warrant Arrest – On Friday, July 19, 2013, Officer Kymberly Gudgeon and Special Officer Travis Horton responded to the 800 block of Tappan Street for an unrelated police matter. Investigation at the scene led to the arrest of 24-year-old Christopher N. Cosentino of Toms River on an outstanding Ocean County Sheriff’s Department Child Support warrant in the amount of $6,993. Christopher Cosentino was later transported to the Ocean County Correctional Facility in lieu of his bail.
  • DUI (Arrest) – On Friday, July 19, 2013, at 9:34 p.m., Officer Julie Barcalow conducted a traffic stop on Lakeside Drive North. Officer Robert Flynn and Special Officer Russell Moller responded to assist. Investigation at the scene led to the arrest of the driver identified as 38-year-old Michael P. Werner of Forked River for DUI. He was transported to headquarters. He was processed and later released after receiving summonses for DUI, Reckless Driving, and Failure to Stop. The vehicle M. Werner was operating was impounded pursuant to John’s Law.
  • Drug Possession & Intent to Distribute CDS (Arrest) – On Saturday, July 20, 2013, at 12:09 a.m., Officer Robert Flynn and Special Officer Russell Moller observed a female passed out in a vehicle in the parking lot of Walmart. Investigation at the scene led to the arrest of the female, identified as 31-year-old Christine A. Davis of Beachwood for several counts of Possession of CDS and Possession of CDS with the Intent to Distribute, including but not limited to Oxycodone. C. Davis was transported to headquarters where she was charged with Possession of CDS and Possession of CDS with Intent to Distribute. Bail was set at $100,000 with no 10 percent option. C. Davis was lodged in the Ocean County Correctional Facility.
  • Burglary and Theft (Auto) – On Saturday, July 20, 2013, at 9:00 a.m., Officer Peter Donahue responded to headquarters for a report of a theft. The victim reported that sometime between Monday, July 15, 2013, and Saturday, July 20, 2013, an unknown person entered her vehicle that was parked behind a Route 9, Forked River business. Once the vehicle was entered, approximately $318 of personal property was taken.
  • Hindering Apprehension – On Saturday, July 20, 2013, at 6:01 p.m., Officer Peter Donahue conducted a traffic stop on Lacey Road. The driver, later identified as 41-year-old Wayne K. Pawlowski, provided a false name in an attempt to conceal the fact that he had an outstanding Barnegat Township warrant in the amount of $500 for his arrest as well as a suspended New Jersey driver’s license. Wayne Pawlowski was arrested and transported to Lacey Police Headquarters. He was charged with Hindering his own Apprehension and bail was set at $1,500 no ten percent. Wayne Pawlowski was later released after posting bail.
  • Underage Consumption of Alcohol – On Sunday, July 21, 2013, at 7:37 a.m., Officer Peter Donahue, while assisting the New Jersey State Police with a DWI investigation, charged 19-year-old Joshua D. Lodi and 18 year-old Michael J. Nowin, both of Freehold, with Underage Consumption of Alcohol on a Criminal Summons. The NJSP continued their DWI investigation.
  • Burglary and Theft (Residence) – On Sunday, July 21, 2013, at 11:30 a.m., Officer Peter Donahue responded to the 100 block of Walnut Drive for a theft. The victim reported that sometime over the past six weeks, an unknown person entered his residence and stole approximately $1,000 in fishing equipment.
  • Criminal Mischief (Residence) – On Sunday, July 21, 2013, at 8:38 p.m., Officer Michael Eden responded to the 400 block of Penn Avenue North for criminal mischief. The victim reported that sometime between 10:00 p.m. on Saturday, July 20, 2013 and 5:00 p.m., on Sunday, July 21, 2013, someone damaged his mailbox post. Total damage is estimated at $20.
  • DUI (Arrest) – On Sunday, July 21, 2013, at 9:34 p.m., Officer Julie Barcalow and Special Officer Jesse Urban responded to the 600 block of Drew Avenue for an unrelated incident. Investigation at the scene led to the arrest of 45-year-old Brian R. Snow of East Brunswick for DUI. He was transported to headquarters, processed, and later released after receiving traffic summonses for DUI and Reckless Driving. The vehicle B. Snow was operating was impounded pursuant to John’s Law.
  • Burglary and Theft (Business) – On Monday, July 22, 2013, at 1:30 a.m., an unknown subject smashed a glass window along the entrance of the Kohl’s Department Store on Route 9 in Forked River and made entry to commit a theft of jewelry. The subject was wearing dark clothing, a dark ski mask, and was carrying a back pack. The unknown subject was within the closed store for less than one minute, but was able to gain entry to a jewelry case by smashing the glass. A yet to be determined quantity of lower-valued, gold-plated, Sterling silver is known to be stolen at this point. A K-9 search of the area yielded no results. The matter is currently under investigation.
  • Theft (Residence) – On Monday, July 22, 2013, Officer Jeffrey Slota responded to the 600 block of Franklin Court for a theft. The victim reported that sometime on Sunday, July 21, 2013, an unknown person stole a 10 ft patio umbrella valued at $150 from the backyard.
  • Theft (Business) – On Monday, July 22, 2013, at 7:24 p.m., Officer Noah Schaffer responded to Conca Dora, 776 Lacey Road in Forked River for a report of a theft. The complainant reported that sometime between 1:00 p.m. and 5:00 p.m. an unknown person stole a commercial sink that was set outside the rear of the building against the wall. The total value of the theft is estimated at $500.

  • Burglary and Theft (Arrest) – On Tuesday, July 9, 2013, at 12:03 a.m., Officers George Resetar and Andrew Slota responded to Shoprite for a report of theft. The complainant reported that a male subject illegally entered the business after hours, took merchandise, and attempted to leave. Investigation at the scene led to the arrest of 45-year-old Chad M. Williams of Manchester for Burglary (entering Shoprite after hours) and committing a theft in the amount of $69.30. C. Williams was processed and transported to the Ocean County Correctional Facility in lieu of $10,000 bail.
  • Theft (Business) – On Tuesday, July 9, 2013, at 8:46 p.m., Officer George Resetar took a report of a theft from the Walmart. The victim reported that sometime between 11:00 a.m. and 8:00 p.m. that day, an unknown person stole his bicycle that was left outside unsecure. The bicycle is valued at $250.
  • Criminal Mischief (Business) – On Thursday, July 11, 2013, at 10:38 a.m., Officer Keith Pearce responded to Lacey Used Auto for a report of criminal mischief. The complainant stated that sometime during the evening of Wednesday, July 10, 2013, and early morning hours of Thursday, July 11, 2013, an unknown person smashed out several vehicle windows totaling $1,200 in damage. The vehicles were parked in the rear of the business.
  • Drug Paraphernalia Possession (Arrest) – On Thursday, July 11, 2013, detectives conducted a motor vehicle stop on Elwood Street in Forked River of a suspicious vehicle containing two occupants. Upon the detectives’ approach of the vehicle, the driver, 32-year-old Nicole Sandella of Lanoka Harbor, began attempting to conceal cash. The investigation led to the discovery that Nicole Sandella was in possession of drug paraphernalia consistent with heroin packaging and usage. She was arrested, processed, and released pending a court appearance.
  • Shoplifting – On Thursday, July 11, 2013, at 10:49 p.m., Special Officer Jesse Urban responded to the Walmart for a theft. Loss Prevention employees reported that earlier in the evening, a male subject left the store without paying for merchandise totaling approximately $1,200. The male subject is described as a white male, approximately 25 to 30 years old, 6 foot tall, medium build, dark hair, wearing dark clothing and glasses. He was seen leaving in a newer model, dark-colored sedan.
  • DUI (Arrest) – On Friday, July 12, 2013, at 12:48 a.m., Officer Charles May conducted a traffic stop on Eagleswood Place in Forked River. Investigation at the scene led to the arrest of the driver, 30-year-old Alissa M. Grisard of Forked River for DUI. She was processed and later released after receiving a summons. The vehicle A. Grisard was operating was impounded pursuant to John’s Law.
  • Assault (Formal Charge) – On Friday, July 12, 2013, at 8:38 a.m., Officer Peter Donahue responded to the 400 block of Atlantic City Court in Lanoka Harbor for a report of an assault. The victim, a 24-year-old male from Forked River, stated that he was assaulted outside in a vehicle during a verbal dispute with the accused. The victim suffered a minor injury. Investigation at the scene led to the formal charging of 36-year-old David Kaiser of Toms River. He was issued a Special Form of Complaint and Summons for Simple Assault at the scene.
  • Burglary and Theft (Residence) – On Friday, July 12, 2013, at 10:21 p.m., Officer Charles May responded to the 600 block of Devon Street for a report of a theft. The victim reported that sometime between 4:00 p.m. and 9:00 p.m. that day, an unknown person stole his cell phone valued at $400 from his bedroom. There were no signs of forced entry.
  • Burglary and Theft (Business) – On Saturday, July 13, 2013, at 10:56 a.m., Sergeant Paul Sullivan, Jr. responded to a storage garage located in the rear of a Route 9 business (400 block of Route 9 South). The victim reported that sometime between Wednesday, July 10, 2013 and Saturday, July 13, 2013, an unknown person entered his storage garage and stole various tools with a total value of $2,000. There were no signs of forced entry.
  • Theft (Residence) – On Saturday, July 13, 2013, at 2:47 p.m., Special Officer Jesse Urban responded to the 800 block of Dolan Street for a report of a theft. The victim reported that sometime between Friday, July 5, 2013 and Saturday, July 13, 2013, an unknown person stole lawn ornaments with a total value of $70. On the evening of July 13, 2013, two of the stolen items were recovered.
  • DUI (Arrest) – On Saturday, July 13, 2013, at 9:13 p.m., Officer Michael Eden conducted a traffic stop on West Lacey Road. Officer Noah Schaffer and Special Officer Russell Moller responded to assist. Investigation at the scene led to the arrest of the driver, 63-year-old John J. Ryan of Whiting for DUI. He was processed and later released after receiving the appropriate summonses. The vehicle J. Ryan was operating was impounded pursuant to John’s Law.
  • Possession of a Weapon & Criminal Mischief – On Saturday, July 13, 2013, at 10:40 p.m., Officers Charles May, Noah Schaffer, and John McKee responded to the Lacey Elks for a report of an assault and criminal mischief. Investigation at the scene led to the arrest of 24-year-old Jason Leo of Waretown for purposely breaking a spindle off of a wooden banister and causing damage under $500. Once J. Leo broke the spindle, he reportedly threw it, subsequently striking two juveniles (no injuries). J. Leo was charged with Possession of a Weapon for an Unlawful Purpose and Criminal Mischief. He was processed and later released after receiving a criminal summons.
  • Burglary and Theft (Residence) – On Sunday, July 14, 2013, at 6:18 p.m., Special Officer Travis Horton responded to the 700 block of Joseph Avenue for a report of theft. The victim reported that sometime between 8:00 a.m. on Friday, July 12, 2013 and 5:00 p.m. on Sunday, July 14, 2013, an unknown person or persons entered the residence and stole jewelry in the amount of $3,000. There was no indication of forced entry.
  • DUI with Accident (Arrest) – On Sunday, July 14, 2013, at 9:58 p.m., Officers Noah Schaffer and Alan Abrecht responded to Applebee’s Restaurant for a hit and run motor vehicle accident. Investigation led to the arrest of the suspect vehicle’s driver, 21-year-old Taylor Savage of Forked River, for DUI. He was processed and later released after receiving summonses for DUI, Reckless Driving, Leaving the Scene of an Accident, Failure to Report an Accident, Unregistered Vehicle, Uninsured Vehicle, and Fictitious License Plates. Upon the arrest of T. Savage, the vehicle he was operating was impounded.
  • Criminal Mischief (Township Property) – On Monday, July 15, 2013, at 1:10 a.m., Special Officer Travis Horton completed a report of damage inside the women’s restroom at Clune Park. The damage consisted of profanity carved into a bathroom stall door. The damage is estimated at $50.
  • Theft from a Residence – On Monday, July 15, 2013, Officer Jeffrey Slota responded to the 800 block of Arlington Avenue for a theft. The victim reported that sometime between the evening of Sunday, July 14, 2013, and the morning of Monday, July 15, 2013, an unknown person stole a solar light valued at $15.
  • Possession of Hypodermic Needle, Hindering Apprehension, Obstructing, and Warrant Arrest – On Monday, July 15, 2013, at 2:18 p.m., Officer Frederick Anderson and Special Officer Travis Horton responded to the Taylor Lane Wawa for a male causing a disturbance. Upon arrival, the accused was located and provided a false name to police officers. Investigation at the scene led to the arrest of 23-year-old Joseph Caputo, 4th of Forked River. He was charged with Hindering his Own Apprehension, Obstructing the Administration of Law, and Possession of a Hypodermic Syringe. He was charged with the above offenses, processed, and later transported to the Ocean County Correctional Facility in lieu of $1,500 bail. J. Caputo also had two outstanding warrants for his arrest. Warrant number one (1) was issued out of Manchester Township and was in the amount of $750 and warrant number two (2) was issued out of Seaside Heights and was in the amount of $300.

  • Heroin Distribution (Arrest) – On Tuesday, July 2, 2013 at 6:00 p.m., Officer Robert Flynn arrested 18-year-old Roger Krinic, Jr. of Forked River at Bud Mezzara Park on Lakeside Drive South in Forked River and charged him with Possession of CDS (Heroin), Possession of the CDS with the Intent to Distribute, and the 2nd Degree Crime of Distributing CDS in a Park. Roger Krinic, Jr. was processed and transported to the Ocean County Correctional Facility in default of $100,000 bail. On Wednesday, July 3, 2013, Detective Robert Surtees continued this investigation with the arrest of 24-year-old Shannon Augustino of Forked River. Shannon Augustino was charged with Loitering to Obtain CDS.
  • Shoplifting (Arrest) – On Tuesday, July 2, 2013 at 10:01 p.m., Officers Kymberly Gudgeon and Michael Eden responded to the Lacey Walmart for a shoplifter. Upon their arrival, 56-year-old Deborah Parente of South Toms River was arrested for shoplifting merchandise valued at $83.52. Deborah Parente was processed and later released after receiving a criminal summons.
  • Fireworks (Formal Charge) – On Wednesday, July, 3, 2013 at 9:36 p.m., Officer Robert Flynn observed fireworks being ignited on Penn Place. As a result of his investigation, Officer R. Flynn issued 24-year-old Joshua Tafuri of Forked River a Complaint Summons charging him with N.J.S.A. 21:3-2 (Use of Fireworks).
  • Fireworks (Formal Charge) – On Wednesday, July, 3, 2013 at 9:54 p.m., Officer Robert Flynn observed fireworks being ignited on the 500 block of Crosswick Avenue in Forked River.  As a result of his investigation, Officer R. Flynn issued 56-year-old Daniel Epps of Forked River a Complaint Summons charging him with N.J.S.A. 21:3-2 (Use of Fireworks).
  • Drug Possession (Arrest) – On Wednesday, July 3, 2013 at 11:49 p.m., Special Officer Jesse Urban conducted a traffic stop on the 300 block of Route 9 N, Forked River. Investigation at the scene led to the arrest of the driver, 18-year-old Francis Brancatt, Jr. of Holmdel for Possession of Marijuana (50 Grams or Less). He was charged and later released after receiving a criminal summons.
  •  Fireworks (Formal Charge) – On Wednesday, July 3, 2013 at 11:50 p.m., Special Officer Travis Horton observed fireworks being ignited on the 1400 block of Daytona Road. As a result of his investigation, Officer T. Horton issued 26-year-old Timothy G. Philipps of Jackson a Complaint Summons charging him with N.J.S.A. 21:3-2 (Use of Fireworks).
  • Burglary and Theft from Residence – On Thursday, July 4, 2013, at 12:13 p.m., Officer John Cernek took a report of a theft from a victim who resides on Saltspray Dr. The victim reported that approximately $4000 in cash and jewelry was taken from her residence. There were no signs of forced entry.
  • Shoplifting (Arrest) – On Thursday, July 4, 2013 at 2:44 p.m., Special Officer Travis Horton responded to the Lacey Walmart for a shoplifter who fled the store on foot. Upon arrival, Special Officer Horton observed the accused, 27-year-old Nicholas J. Salvatore, run onto the rail-trail located behind the Walmart. N. Salvatore was arrested for shoplifting merchandise valued at $58.  He was processed and later released after receiving a criminal summons.
  • Drug Possession (Arrest), Criminal Mischief (graffiti), and Warrant Arrest – On Thursday, July 4, 2013 at 2:58 p.m., Officer John Simonson responded to Gille Park for a report of a male subject writing on the concrete walls adjacent to the tennis courts. During the investigation, the accused, 20 year-old James DeCarlo of Forked River, was arrested on a Lacey Township Warrant in the amount of $500.00. J. Decarlo was found to be in possession of Marijuana and drug paraphernalia. He was charged with Criminal Mischief, Possession of Marijuana (50 Grams or Less), and Possession of Drug Paraphernalia. J. DeCarlo was lodged in the Ocean County Jail in default of $2000 bail.
  • Fireworks (Formal Charge) and Warrant Arrest – On Thursday July 4, 2013 at 6:32 p.m., Officer Robert Flynn observed fireworks being ignited on the 300 block of Laurel Boulevard. During his investigation, Officer R. Flynn learned that the accused, 21-year-old Quincy Zabroski of Forked River, had a Lacey Township Warrant in the amount of $700. Q.   • Fireworks (Formal Charge) – On Thursday, July 4, 2013 at 7:48 p.m., Officer Michael Eden responded to the 400 block of Drew Avenue for a report of illegal fireworks. As a result of his investigation, 47-year-old Richard Santos of Lanoka Harbor was issued Complaint Summons charging him with N.J.S.A. 21:3-2 (Use of Fireworks).
  • Fireworks (Formal Charge) – On Thursday, July 4, 2013 at 8:57 p.m., Special Officer James Perotti responded to the 1400 block of Island View Drive with a report of illegal fireworks. As a result of his investigation, 49-year-old Michael C. Turek of Pennsylvania, was issued a Complaint Summons charging him with N.J.S.A. 21:3-2 (Use of Fireworks).
  • Fireworks (Formal Charge) – On Thursday, July 4, 2013 at 9:01 p.m., Officer Kymberly Gudgeon responded to the 900 block of Seagull Drive for a report of illegal fireworks. As a result of her investigation, 32-year-old Trevor Erk of Bergenfield, was issued a Complaint Summons charging him with N.J.S.A. 21:3-2 (Use of Fireworks).
  • Fireworks (Formal Charge)– On Thursday, July 4, 2013 at 9:08 p.m., Special Officer Jesse Urban responded to the 700 block of Western Boulevard for a report of illegal fireworks. As a result of his investigation, 46-year-old Damian Morrone of Lanoka Harbor, was issued a Complaint Summons charging him with N.J.S.A. 21:3-2 (Use of Fireworks).
  • Fireworks (Formal Charge)– On Thursday, July 4, 2013, at 9:15 p.m., Special Officer Jesse Urban responded to the 600 block of Clairmore Avenue for a report of illegal fireworks. As a result of his investigation, 51-year-old Raymond Fesco, of Lanoka Harbor, was issued a Complaint Summons charging him with N.J.S.A. 21:3-2 (Use of Fireworks).
  • Fireworks (Formal Charge)– On Thursday, July 4, 2013 at 9:17 p.m., Officer Michael Eden observed fireworks being ignited on the 500 block of Lakeside Dr N. As a result of his investigation, Officer Eden issued 51-year-old Richard StClair, of Forked River, a Complaint Summons charging him with N.J.S.A. 21:3-2 (Use of Fireworks).
  • Fireworks (Formal Charge)– On Thursday, July 4, 2013 at 10:44 p.m., Special Officer James Perotti responded to the 1700 block of Binnacle Road for a report of illegal fireworks. As a result of his investigation, Special Officer Perotti issued 31-year-old Patrick Bilancione of Toms River a Complaint Summons charging him with N.J.S.A. 21:3-2 (Use of Fireworks).
  • Noise Disturbance – On Thursday, July 4, 2013 at 11:25 p.m., Officers Kymberly Gudgeon and Michael Eden responded to a Brick Avenue address for a noise (loud party) complaint. The resident, 21-year-old Christopher Therien of Lanoka Harbor, was issued a Complaint Summons charging him with the Township Ordinance for the noise disturbance.
  • Underage Possession of Alcohol (Formal Charge) – On Friday, July 5, 2013 at 2:29 p.m., Officer Paul Sullivan, Jr., and Special Officer Jesse Urban responded to the Trestle on Cedar Avenue for a report of underage drinking. Upon their arrival, they observed the accused, 20-year-old Andrew Uvegas, in possession of alcohol. He was charged with Underage Possession/Consumption of Alcohol on a Complaint Summons.
  • Fireworks (Formal Charge)– On Friday, July 5, 2013 at 9:18 p.m., Special Officer Travis Horton responded to the 400 block of Center Street for a report of illegal fireworks. As a result of his investigation, 28-year-old Keith Staples of Forked River, was issued a Complaint Summons charging him with N.J.S.A. 21:3-2 (Use of Fireworks).
  • Fireworks (Formal Charge) – On Friday, July 5, 2013 at 11:08 p.m., Special Officer Travis Horton observed fireworks being ignited on the 1800 block of Allwood Place. As a result of his investigation, Special Officer Horton issued 37-year-old Matthew Skalski of Forked River, a Complaint Summons charging him with N.J.S.A. 21:3-2 (Use of Fireworks).
  • Fireworks (Formal Charge) – On Saturday July 6, 2013 at 12:23 a.m., Special Officer Jesse Urban observed fireworks being ignited on South Street near Route 9. As a result of his investigation, Special Officer Urban issued 36-year-old David Cacoilo of Lanoka Harbor, a Complaint Summons charging him with N.J.S.A. 21:3-2 (Use of Fireworks).
  • Criminal Mischief – On Saturday, July 6, 2013 at 2:09 a.m., Officer Kymberly Gudgeon responded to East Hickory Drive in Lanoka Harbor for a report of unidentified teenagers purposely destroying residential property along East Hickory Drive, Bowsprit Point, and Pine Street in Lanoka Harbor. At approximately 1:00 a.m., a resident observed a group of juveniles throwing garbage cans at a house on East Hickory Drive. It was further learned that another resident came out of her home to find what she described as a tall, white, thin, teenage male smashing her landscaping lights on Pine Street. Other damage, including damaged mailboxes, was located in the area as well. Total damage is estimated under $500.00.
  • DUI with Accident (Arrest) – On Saturday, July 6, 2013 at 8:17 a.m., Officers Ronald Buxton, Darrell Nick, and Jeffrey Slota responded to Route 9 North near Laurel Boulevard for a traffic accident involving two cars and a telephone pole. Investigation at the scene led to the arrest of one of the drivers identified as 48-year-old William Boutilette of Lanoka Harbor. W. Boutilette was charged with Driving Under the Influence. He was later released after receiving a summons. An adult female occupant of the other vehicle received minor injuries as a result of the crash. She was treated by the Lanoka Harbor First Aid Squad and released at the scene. The vehicle William Boutilette was operating was impounded pursuant to John’s Law.
  • Theft – On Saturday, July 6, 2013 at 12:21 p.m., Officer Fred Anderson took a report of a theft from a Lakeside Drive East Marina. The victim reported that sometime between July 2, 2013 and July 6, 2013, an unknown person stole a 50-foot, yellow, shore power cord valued at $200 that was connected from his boat to the dock.
  • DUI (Arrest) – On Saturday, July 6, 2013 at 7:33 p.m., Special Officer Jesse Urban conducted a traffic stop on Route 9 South and Oak Street. Officer Alan Abrecht responded to assist. Investigation at the scene led to the arrest of the driver, 47-year-old Thomas Dwyer of Columbus, New Jersey, with DUI. He was processed and later released after receiving a summons. The vehicle T. Dwyer was operating was impounded pursuant to John’s Law.
  • Drug Possession (Arrest) – On Saturday, July 6, 2013 at 11:42 p.m., Officer Robert Flynn conducted a traffic stop on Lacey Road. Investigation at the scene led to the arrest of an occupant, 22-year-old Randy Rozell of Lanoka Harbor, for Possession of Marijuana. He was processed and later released after receiving a criminal summons. R. Rozell was also issued a traffic summons for having an open container of alcohol in a motor vehicle.
  • DUI (Arrest) – On Sunday, July 7, 2013 at 1:07 a.m., Sergeant James Tranz and Officer Dimitrios Tsarnas responded to the 500 block of Ash Road for a trespassing complaint. Upon their arrival, they met with the accused, 47-year-old Dawn Giordano of Whiting, New Jersey, outside the residence. Investigation at the scene led to her arrest for DUI. She was processed and later released after receiving a summons. The vehicle D. Giordano was operating was impounded pursuant to John’s Law.
  • Shoplifting (Arrest) – On Sunday, July 7, 2013, at 11:34 a.m., Officers Darrell Nick and Jeffrey Slota responded to the Lacey Walmart for a female shoplifter who had left the store. A vehicle description was provided and an officer responded to the vehicle owner’s address. Upon arrival, the officer met the accused, 33-year-old Rachel Guzikowski, of Lanoka Harbor. She was arrested for shoplifting merchandise from Walmart valued at $54.88.  R. Guzikowski was processed and later released after receiving a criminal summons.
  • Fireworks (Formal Charge)– On Sunday, July 7, 2013 at 4:42 p.m., Officer Alan Abrecht responded to the 800 block of East Hickory Drive for fireworks. During his investigation, 33-year-old Brian Kurtz of Lanoka Harbor, was issued a Complaint Summons charging him with N.J.S.A. 21:3-2 (Use of Fireworks).
  • Burglary and Theft – On Sunday, July 7, 2013 at 5:27 p.m., Officers Alan Abrecht and Fred Anderson responded to a vacant residence on the 500 block of Lake Barnegat Drive North for an open window. Investigation at the scene revealed that an unknown person removed a basement window and made entry into the home. An undetermined amount of copper pipe and wire were stolen from the residence.
  • Structure Fire – On Sunday, July 7, 2013 at 10:35 p.m., officers responded to an Arborridge Drive address for a report of a structure fire. Upon their arrival, the residence was fully engulfed. The residents of the home were able to exit without injury. The houses next to the residence also suffered damage as a result of the fire. The Forked River, Lanoka Harbor, Bamber Lake, Bayville, and Waretown Fire Departments responded. During the course of extinguishing the fire, a Forked River Fire Department Firefighter sustained an injury. He was transported to the Community Medical Center where he was treated and released.
  • Burglary and Theft – On Monday, July 8, 2013 at 8:24 p.m., Officer George Resetar responded to a Lakewood Avenue address for a report of a theft. The victim reported that sometime between 4:30 p.m. and 7:15 p.m. that day, an unknown person entered her residence and stole a large sum of cash from a bedroom. There were no signs of forced entry.

  • Burglary in Progress (Arrests) – On Monday, July 1, 2013, at 8:12 p.m., Officers Robert Duffy and George Resetar responded to a residence located on the 1200 block of Olds Street in Forked River concerning the home being burglarized. The resident returned home and witnessed two males exiting the residence. The homeowner was able to supply a description of the suspects who were quickly located in the area by the responding officers. It was discovered that a wallet containing personal identification and a debit card were stolen from a bedroom in the residence. Several additional items had been strewn about the same bedroom.The two suspects were identified as 20-year-old Joseph Ferenc of Forked River and 21-year-old Shawn C. Kaliske of Forked River. Both were arrested and charged with Burglary and Theft and transported to the Ocean County Correctional Facility in default of their bail which was set at $10,000 each.
  • Burglary (Arrest) – On Monday, July 1, 2013, Detective Robert Surtees concluded a burglary investigation from January 18, 2013, with the formal charging of 22-year-old Trevor May of Forked River. The commercial burglary occurred on Warren Avenue in Lanoka Harbor and involved the theft of over $1,300 worth of tools. Trevor May is currently incarcerated on unrelated charges.
  • Shoplifting (Arrest) – On Monday, July 1, 2013, at 4:26 p.m., Officer Noah Schaffer responded to Walmart due to a female customer being detained on suspicion of shoplifting. Upon further investigation, 45-year-old Valerie Coehlo of Bayville was arrested for shoplifting $124.62 in merchandise. She was transported to police headquarters where she was processed and released.
  • Theft – On Monday, July 1, 2013, at 10:42 a.m., a homeowner from the 1500 block of Beach Boulevard in Forked River reported that an unknown person or persons stole his central air conditioning condenser unit from outside his home sometime between Friday, June 28, 2013 and Monday, July 1, 2013. The repair and replacement cost is estimated at $1,500.
  • DUI Arrest (Motor Vehicle Accident) – On Sunday, June 30, 2013, at 11:03 p.m., Officer Dimitrios Tsarnas  responded to the intersection of Middle Branch Road and Seabright Road in Forked River for a vehicle that struck a street sign. After the collision, the involved driver fled the accident scene on foot. Officer Tsarnas located and arrested the driver, 41-year-old Lamar Porras of Forked River. He received the following summonses: DUI, Reckless Driving, Failure to Maintain Lane, Suspended Driver, Leaving the scene of an accident, Failure to report an accident, and Open container in a motor vehicle. The vehicle in which Lamar Porras was operating was impounded in accordance with John’s Law.
  • Shoplifting (Arrest) – On Sunday, June 30, 2013, at 3:49 p.m., Officer Evan Androcy responded to Walmart for an adult female shoplifter. Upon arrival and further investigation, 29-year-old Jessica Urteaga of Waretown was arrested for shoplifting $198.50 worth of merchandise. Jessica Urteaga was transported to police headquarters where she was processed and released on a criminal summons.
  • Noise Disturbance (Summons Issued) – On Sunday morning at 1:15 a.m., on June 30, 2013, officers responded to an Olds Street residence in Forked River with a repeat noise complaint for a loud party. After verbal warnings failed to decrease the noise, a summons for the Township Ordinance prohibiting unreasonable noise was issued to the resident, Bryan Shaw of Forked River.
  • DUI Arrest – On Saturday, June 29, 2013, at 11:16 p.m., Officer Dimitrios Tsarnas responded to East Lacey Road due to a report of an erratic driver. A concerned citizen contacted police and supplied the vehicle’s description and partial license plate. The described vehicle was located turning off of Lacey Road onto Rt. 9. Investigation led to the arrest of a 54-year-old Steven Barcy of Beachwood for DUI. He also received summonses for Reckless Driving and Failure to maintain lane. The vehicle Steven Barcy was operating was impounded in accordance with John’s Law.

The Lacey Township Police Department received two formal complaints from residents regarding the illegal use of fireworks over the weekend. In both instances, officers responded, investigated, and issued summonses to the responsible persons.

    • Fireworks (Summons Issued) – On Saturday, June 29, 2013, at 9:27 p.m., Officer Dimitrios Tsarnas responded to a report of fireworks in the vicinity Skiffway Drive, Forked River. Upon the officer’s arrival fireworks were actively being ignited and 39-year-old Martin Czerepusko of Waretown was issued a Special Form of Complaint and Summons charging him with N.J.S.A. 21:3-2 (Use of Fireworks).
    • Fireworks (Summons Issued) – On Saturday, June 29, 2013, at 9:26 p.m., Special Officer Travis Horton and Officer Paul Sullivan responded to a report of fireworks in the vicinity of the 2200 block of Brookdale Park Drive, Forked River. When the officers arrived, they observed fireworks in the area of Brookdale Park Drive and Parkside Drive. The officers located 51-year-old Robert Keene, Jr. with a tube used for setting off fireworks. He was issued a Special Form of Complaint and Summons charging Robert Keene, Jr. with N.J.S.A. 21:3-2 (Use of Fireworks).

  • Theft from Residence – On Saturday, June 29, 2013 at 3:00 p.m. a resident of the 400 block of Hickory Lane, Forked River reported that an unknown actor or actors stole $240 from the residence. There were no signs of a forced entry into the residence.
  • DUI Arrest – On Friday, June 28, 2013, at 11:09 p.m., Officer Dimitrios Tsarnas stopped a vehicle on Bay Avenue in Forked River for speeding and erratic driving. Investigation led to 23-year-old David Matthews of Forked River being arrested for DUI. He also received the summonses for Reckless Driving, Speeding, and Failure to maintain lane. The vehicle David Matthews was operating at the time of her arrest was impounded in accordance with John’s Law.
  • DUI Arrest – On Friday, June 28, 2013, at 7:13 p.m., Officer Robert Duffy responded to the Lanoka Harbor Wawa to investigative a report of a possible intoxicated driver. Upon investigation, 49-year-old Linda Inglis of Lanoka Harbor was observed driving and was arrested for DUI. She also received the following summonses: DUI, Careless Driving, No Seatbelt, Reckless Driving, and Possession of an Open Container. The vehicle she was operating at the time of her arrest was impounded in accordance with John’s Law.
  • Shoplifting & Warrants (Arrest) – On Friday, June 28, 2013, at 5:00 p.m., Special Officer Russell Moller and Officer Darrell Nick responded to the Lacey Walmart where they arrested 34-year-old Heather O’Neill-Deller of Barnegat for Shoplifting and two outstanding Ocean County Sheriff’s Department warrants. An additional warrant was issued for the Shoplifting charge in the amount of $500 with no ten percent option. The alleged theft involved merchandise in the amount of $127.85. The outstanding warrants totaled $10,000. Heather O’Neill-Deller was transported to the Ocean County Correctional Facility in default of the bail.
  • Shoplifter (Arrest) – On Friday, June 28, 2013, at 3:27 p.m., Special Officer Travis Horton responded to the Lacey Township Home Depot for a male customer being detained for shoplifting. Upon further investigation, 50-year-old Robert Delicio of Forked River was arrested for shoplifting. He allegedly attempted to steal two Rigid 3-1/2″ multi-tool blades, value totaling $39.94, by taking them out of their packaging and placing them in his pocket. Robert Delicio was transported to police headquarters where he was processed and later released on a criminal summons.
  • Drug-related Arrest – On Thursday, June 27, 2013, Detective Robert Surtees arrested and charged 22-year-old Alex Edgeworth of Lanoka Harbor with Loitering to Obtain CDS for his actions on June 23, 2013, related to an incident in which he reported being the victim of a robbery on Lake Barnegat Drive North near Ernest Drive in Lanoka Harbor. The robbery which he reported on June 23, 2013 remains under active investigation.
  • DUI Arrest – On Thursday, June 27, 2013, at 12:05 a.m., Officer Julie Barcalow responded to Elwood Street in Forked River concerning a report of a possibly intoxicated driver. The described vehicle stooped at a residence on Elwood Street. Investigation of the identified vehicle’s driver led to the arrest of 35-year-old Sean Cassidy of Forked River for DUI. He additionally received a summons for Reckless Driving. The vehicle Sean Cassidy was operating at the time of his arrest was impounded in accordance with John’s Law.
  • Underage Consumption of Alcoholic Beverages (Juvenile Complaints) – On Wednesday, June 26, 2013, at 1:26 a.m., Officer Charles May responded to the area of Route 9 and Clearwater Drive in Forked River for a report of an intoxicated male walking south on the east side of Route 9. The described male was located in the parking lot of the Forked River Pharmacy. The male was identified as a 17-year-old from Forked River. The male was transported home and released to the care of a parent. The male was formally charged with consumption of alcoholic beverages by persons under legal age.
  • Criminal Mischief (Vehicle) – On Tuesday, June 25, 2013, at 1:26 p.m., Officer Peter Donahue took a report at a residence located on the 300 block of Independence Drive. It was reported that a vehicle parked in the residence’s driveway was spray painted during the overnight hours. The estimated repair cost to the vehicle is $350.
