2013 Drug Overdose Information – The concern regarding illegal drug use and the prescription opioid pill and heroin epidemic striking Ocean County has been well documented and publicized through 2013. Throughout 2013, the Lacey Township governing body, police department, local organizations, and the school system have engaged in a very concerted and cooperative effort to raise public awareness regarding the issue and implement multifaceted strategies to most effectively deal with the very complex problem that is not only plaguing Ocean County, but the entire State of New Jersey. Those cooperative efforts continue and are being expanded as we move forward into 2014.
On February 27, 2013, over 800 residents of Lacey Township attended an informational event at the Lacey Township High School during which it was revealed that the Lacey Township Police Department investigated 43 drug overdose incidents in 2012 which involved 8 accidental drug and/or alcohol overdose deaths. The staggering numbers brought to light the rising opioid drug epidemic which has been closely linked to prescription pill abuse throughout the country. Furthermore, the 2012 home or business burglary statistics reached 119 separate burglaries within Lacey Township in 2012. Investigation has consistently revealed that the burglaries committed in Lacey Township are invariably linked to the use of illegal drugs.
In 2013, the Lacey Township Police Department engaged in a multifaceted approach to the very complex societal problem of drug abuse and the associated criminal conduct that negatively impacts a residential community. First and foremost, enforcement efforts were increased, as the limited resources and staffing of the police department were redirected toward drug and alcohol enforcement. The personnel in the detective bureau and the uniformed patrol personnel most notably focused on drugs, underage consumption of alcohol, as well as burglaries. The efforts were directed toward reducing victimization within Lacey Township and reducing the number of accidental deaths due to overdoses. The dedicated members of the police department, with the help of the community, effected 126 arrests for illegal drug possession in 2013. These arrests included 30 charges for the distribution of illegal drugs in Lacey Township. The drug dealing charges came as a result of extensive investigations which often included lengthy surveillance operations, controlled buys, and search warrants. The detective bureau personnel and uniformed patrol officers worked tirelessly to complete the investigations.
The enforcement efforts were one part of the overall approach. Public awareness and the involvement of parents throughout the community was seen as a key component in mitigating the negative impact of illegal drugs and alcohol abuse in our community. The police department stands firm on the belief that parents and family are the essential component is decreasing drug abuse and addiction. Likewise, keeping the public informed through weekly police blotter releases has raised public awareness and allowed the residents of Lacey to be more engaged in dealing with the illegal activities occurring in their neighborhoods. The public information released through the police department’s website and through the available social media outlets has resulted in over 200 substantive, anonymous “crime tips” in 2013 from residents throughout the township. Furthermore, the prescription drug drop box, installed within the lobby of police headquarters in February of 2013, has provided residents with a mechanism for disposing of unwanted medications. Well over 700 pounds of medications were collected in the box and properly destroyed in 2013, thereby lessening the availability for misuse of the prescription drugs within the township.
While 2012 was very difficult, as it produced very staggering statistics for Lacey Township, Ocean County as a whole has seen the problem actually expand greatly. In 2013, county-wide accidental, drug overdose deaths more than doubled from 2012 through 2013. It is clear that communities throughout Ocean County are struggling with this epidemic. Based on the drastic increase in drug overdoses and overdose deaths in Ocean County, the fear was that Lacey Township would follow the disturbing trend and experience twice as many overdoses and overdose deaths in 2013 as the township experienced in 2012. Those are hypothetical numbers that would be devastating for any community.
With 2013 now behind us, the results of the effort put forth by Lacey Township as a community appears to have helped mitigate the negative results of drug abuse in Lacey Township. The number of drug overdoses investigated in Lacey Township reduced from 43 incidents in 2012 down to 32 incidents in 2013. The number of accidental drug and/or alcohol overdose deaths decreased from 8 in 2012 down to 7 in 2013. These decreases occurred at a time when the remainder of the county as a whole was experiencing a more than 100% increase. Likewise, the number of residential and commercial burglaries in Lacey Township decreased from 119 burglaries in 2012 down to 62 burglaries in 2013.
The reduction in drug overdoses is a very positive trend in Lacey Township; a positive trend for which we are committed to making every effort to continue. Continuing the positive trend will require the community’s commitment to engaging the issue as we move forward in 2014. The significant reduction in burglaries from 2012 through 2013 and the close correlation with illegal drug abuse, means that 59 less families experienced the victimization of their residence being entered by a drug user while they were not home. The police department’s goal in dealing with the illegal drug epidemic plaguing our state is not only geared toward saving lives through reducing drug overdoses, but also deals squarely with reducing the victimization of Lacey Township residents that results from the crimes commonly committed by illegal drug users.
All residents are encouraged to read the weekly police blotter posted on the Lacey Township Police Department website at www.LaceyPD.org. By staying informed about what is occurring in the neighborhoods, residents are better prepared to recognize illegal activity and report the activity in a timely manner.
Since assuming command of the Lacey Township Police Department in January of 2013, I have greatly appreciated the overwhelming support of the community. Continuing the progress this community has made in such a short time will require a concerted effort by all. We, as a community, have no shortage of work and challenges ahead of us, but this past year has shown me that Lacey Township is most certainly up to the task.

• Warrants (Arrest) – On Wednesday, December 25, 2013, at 3:25 a.m., Officers George Resetar and Alan Abrecht, responded to the 400 block of Sinclair Avenue, in Lanoka Harbor, to assist Berkeley Township Police Department with a separate investigation. While assisting Berkeley Police at the residence, several warrants were located for 29-year-old Anthony Fattaruso, of Lanoka Harbor who was present at the residence. The outstanding failure-to-appear warrants were as follows: (1) Manchester Municipal Court in the amount of $408; (2) Manchester Municipal Court in the amount of $519; (3) Lacey Township Municipal Court for $500; and (4) Barnegat Township Municipal Court for $500. Anthony Fattaruso was arrested on all four warrants and lodged at the Ocean County Correctional Facility in lieu of $1,927 bail.
• Theft from a Residence (Garage) – On Thursday, December 26, 2013, at 7:29 a.m., a resident of Arborridge Drive in Forked River reported a theft of alcoholic beverages from the garage of the residence. The complainant reported that between 10:00 p.m. and 11:00 p.m. on Wednesday, December 25, 2013, an unknown person or persons entered the unlocked garage and stole several bottles of alcoholic beverages that were in the refrigerator within the garage. The theft is estimated at $570.
• Theft from a Vehicle and Bank Card Fraud – On Thursday, December 26, 2013, at 12:05 p.m., a resident of Lanoka Harbor contacted the Lacey Township Police Department from the TD Bank, 106 Route 9 North in Forked River, to report a theft and fraud incident. The victim reported that between Friday, December 13, 2013 and Monday, December 16, 2013, an unknown person or persons entered his vehicle while it was parked on the 600 block of Predmore Avenue in Lanoka Harbor and stole his wallet containing items including but not limited to a TD Bank debit card. The victim learned of the theft when several fraudulent charges appeared on his debit card statement. The total theft is still under investigation.
• Warrants (Arrest) – On Thursday, December 26, 2013, at 6:38 p.m., Officers Julie Barcalow and Daniel Ricciardella conducted a traffic stop on Route 9 South near Beach Boulevard in Forked River. Investigation at the scene led to the arrest of the driver, 23-year-old Dina N. Kilani, of Toms River, NJ, for multiple arrest warrants. The failure-to-appear warrants out of the Ocean Township (Waretown) Municipal Court were as follows: (1) $500.00; (2) $250; and (3) $250.00. Dina Kilani was transported to police headquarters where she was processed and released after posting full bail. She was also issued a traffic summons for driving with a suspended driver’s license.
• Trespassing and Criminal Mischief (Township Property) – On Thursday, December 26, 2013, at 1:49 p.m., a Lacey Township Recreation Department employee reported criminal mischief within the Gille Park Skate-Park located at 56 Manchester Avenue, Forked River. Just prior to contacting the police department, the Lacey Township Recreation Department employee located several subjects inside the “closed” skate-park, however, most of them ran away when they observed the employee. In addition to the trespassing incident, the fence was found to be purposely cut resulting in $150 in damage. The incident is under investigation by Officer Adam Ewart and criminal charges are pending.
• Drug Possession (Arrest) – On Thursday, December 26, 2013, at 10:30 p.m., Officer Dimitri Tsarnas conducted a traffic stop on Lacey Road near Caldwell Avenue in Forked River. Investigation at the scene led to the arrest of the driver, 25-year-old Edwin Calva of Bradley Beach, NJ, for possession of Marijuana. Edwin Calva was transported to police headquarters and processed. He was later released after receiving a criminal summons for Possession of Marijuana. In addition, he received traffic summonses for Improper Maintenance of Lights and Possession of CDS in a motor vehicle.
• DUI and CDS (Arrest) – On Thursday, December 27, 2013 at 1:49 a.m., Officer Dimitri Tsarnas conducted a traffic stop on Route 9 near Murray Grove Lane in Lanoka Harbor. Investigation at the scene led to the arrest of the driver, 30-year-old Angelo Scalzo of Lanoka Harbor, for DUI and possession of Marijuana. He was transported to police headquarters and processed. Angelo Scalzo was later released after receiving a criminal summons for Possession of Marijuana and Possession of Drug Paraphernalia. In addition, Angelo Scalzo was issued traffic summonses for DUI, Reckless Driving, Speeding, and Possession of CDS in a Motor Vehicle. The vehicle Angelo Scalzo was operating was impounded pursuant to John’s Law.
• Criminal Mischief (Residence) – On Friday, December 27, 2013, at 7:37 p.m., Officer Scott Keefe was dispatched to the 1400 block of Jay Street in Forked River for a report of criminal mischief. The homeowner stated that between 7:20 p.m. and 7:30 p.m. on Friday, December 27, 2013, an unknown person or persons used fireworks to destroy the mailbox in front of the residence. Damage is estimated at $50.
• Criminal Mischief (Residence) – On Friday, December 27, 2013 at 7:35 p.m., a resident of the 1500 block of Claire Road in Forked River reported criminal mischief. The complainant reported that between 6:00 p.m. and 7:00 p.m. on Friday, December 27, 2013, an unknown person or persons slashed an 11 foot tall, blow up snowman decoration on the front lawn of the residence. Replacement is estimated at $50.
• Drug Possession (Arrest) – On Friday, December 27, 2013 at 8:36 p.m., Officer Michael Verwey responded to the 500 block of Hardwood Drive in Lanoka Harbor for a suspicious vehicle in the driveway of a residence. Investigation at the scene led to the arrest of 18-year-old Kyle Donnelly of Deerhead Lake Drive in Forked River and a 17-year-old juvenile male from Lanoka Harbor for smoking Marijuana in the vehicle. Both were transported to police headquarters, processed, and charged with Possession of Marijuana and Possession of Drug Paraphernalia. The juvenile was released to his mother on a juvenile complaint and Kyle Donnelly was released on a criminal summons.
• Drug Possession (Arrest) – On Friday, December 27, 2013, at 10:31 p.m., Officer Robert Flynn conducted a traffic stop on Lane Place near Lacey Road in Forked River. Investigation at the scene led to the arrest of a 17-year-old male juvenile driver for possession of Marijuana. He was transported to police headquarters and charged on a juvenile complaint with Possession of Marijuana. He was later released to his mother. In addition, the 17-year-old male driver received motor vehicle summonses for Failure to Yield and Possessing CDS in a Motor Vehicle. An additional pouch of suspect “synthetic” Marijuana was sent to the lab for further analysis.
• DUI and Underage Possession of Alcohol (Arrests) – On Saturday, December 28, 2013 at 12:50 a.m., Officer Michael Verwey conducted a traffic stop on Lacey Road in Forked River. Investigation at the scene led to the arrest of the driver, 18-year-old Steven Prezwodek of Forked River, for DUI. Steven Prezwodek was transported to police headquarters and processed. A 15-year-old male juvenile passenger from Forked River was also arrested for underage possession/consumption of alcohol. He was later released to his parents after being charged on a juvenile complaint with Underage Possession of Alcohol. Steven Prezwodek was later released on traffic summonses for DUI, Reckless Driving, Speeding, and Open Container of Alcohol in a Motor Vehicle. In addition, Steven Prezwodek was issued a complaint summons for Underage Possession of Alcohol and for DUI with a Minor Passenger.
• Criminal Mischief (Residence) – On Saturday, December 28, 2013, at 12:40 p.m., a resident of the 1700 block of Serpentine Drive in Forked River reported an incident of criminal mischief. The complainant reported that during the morning hours on Saturday, December 28, 2013, an unknown person or persons put superglue in his front door lock and garage door lock. The complainant was able to remove the glue. No permanent damage resulted from the incident.
• Criminal Mischief (Auto) – On Saturday, December 28, 2013, at 7:47 p.m., a resident of the 200 block of Richard Place in Forked River reported criminal mischief to a motor vehicle. The complainant reported that between approximately 1:00 a.m. and 2:00 a.m., on Saturday, December 28, 2013, an unknown person or persons utilized a crow bar in an attempt to pry open the truck to his vehicle which was parked in the driveway. The complainant reported that nothing appeared to be missing from the vehicle. Damage is estimated at $1,200. A neighbor observed a white mini-van in the area at approximately 6:00 a.m. When the neighbor approached the white mini-van, the vehicle reportedly sped off.
• Assault (Arrest) – On Sunday, December 29, 2013, at 11:23 p.m. Officers Andrew Slota and Robert Duffy responded to the 2500 block of W. Lacey Road in Forked River for an assault. Investigation at the scene led to the arrest of Charles R. Wolfe 3rd of South Toms River, NJ, for Assault. Charles R. Wolfe 3rd was located walking on West Lacey Road near the Bamber Lakes Fire Department when he was arrested. He was transported to police headquarters and processed. Charles R. Wolfe 3rd was charged on a complaint summons with Assault.
• Warrant (Arrest) – On Monday, December 30, 2013, at 7:49 p.m., Officer Dimitri Tsarnas conducted a motor vehicle stop of 30-year-old Joseph Witty Jr. of Toms River who had a suspended driver’s license and an active warrant. The warrant was from the Beachwood Municipal Court in the amount of $600. Officer Tsarnas conducted the traffic stop on Lacey Road near Lane Place. Joseph Witty Jr. was arrested and transported to police headquarters where he was processed and released on his own recognizance by the Beachwood Municipal Court Clerk. In addition, he was issued a traffic summons for driving with a suspended driver’s license.
• Municipal Ordinance Violation (formal charge) – On Monday, December 30, 2013, at 9:39 p.m., Officer Dimitri Tsarnas responded to the 300 block of Harbour View Drive in Forked River for a loud noise complaint. Upon further inquiry, Officer Tsarnas issued 42-year-old Shawn Schierloh of Forked River a summons for Excessive Noise in a residential area.

Residential Burglary (Arrest) – On Thursday, November 28, 2013, the Lacey Township Police Department received a report of a residential burglary on Bowline Drive in the Sunrise Beach section of Forked River. On Tuesday, December 17, 2013, after a three-week investigation, Detective Brian Flynn arrested 30-year-old Jeffrey Polyak of Forked River. The Bowline Drive home was forcibly entered by means of a bedroom window being pried open while the residents were not home. Jeffrey Polyak was charged with Burglary as well as Theft of Movable Property ($7,500 worth of jewelry). Jeffrey Polyak was transported to the Ocean County Correctional Facility with bail set at $25,000.

Shoplifting and Warrant (Arrest) – On Tuesday, December 17, 2013 at 12:14 a.m., Officers George Resetar and Alan Abrecht responded to the Lacey Walmart, 580 Route 9 N in Lanoka Harbor, for a female shoplifter. Officers arrested 42-year-old Jerri L. Cornine of South Toms River, NJ, for shoplifting merchandise valued at $570.99. In addition, three warrants were located for her arrest. The failure-to-appear warrants were as follows: (1) Robbinsville Municipal Court in the amount of $933.00; (2) East Brunswick Municipal Court in the amount of $273.00; and (3) Toms River Municipal Court in the amount of $750.00. Jerri Cornine was transported to headquarters and processed. She was charged with Shoplifting and bail was set at $10,000. Jerri Cornine was lodged in the Ocean County Correctional Facility.

Burglary, Theft, and Criminal Mischief (Auto) – On Tuesday, December 17, 2013, at 11:06 a.m., a resident of Andover Road (west of the GSP) in Forked River reported a car burglary. The complainant reported that just prior to contacting the police department, they heard a car alarm sounding. Upon checking, they observed that two of their vehicles and been damaged. In addition, property was stolen from both cars. An unknown person or persons forced their way into the first vehicle causing approximately $1,000 in damage. In addition, property valued at $2,000, including an iPad, GPS, and books, were stolen from inside the vehicle. The suspect attempted to force his way into a second vehicle, causing approximately $100 in damage. The second vehicle did not appear to be entered.

Criminal Mischief (Auto) – On Wednesday, December 18, 2013, at 7:01 a.m., a resident of the 400 block of Forrest Avenue in Lanoka Harbor reported criminal mischief to a vehicle. The complainant reported that between 10:00 p.m. on Tuesday, December 17, 2013, and 6:30 a.m. on Wednesday, December 18, 2013, an unknown person or persons damaged the convertible top on her vehicle, ultimately causing $2,000 in damage. At the time of the report, the complainant did not believe anything was stolen from inside the vehicle.

Shoplifting (Arrest) – On Wednesday, December 18, 2013 at 12:24 p.m., Officers John Simonson and Keith Pearce, responded to Advance Auto Parts, 218 Route 9 North, in Lanoka Harbor, for a male shoplifter. Investigation at the scene revealed that 42-year-old Dewann Mcallister entered the store, removed items from the packaging, then exited the store and began working on his vehicle in the parking lot. Dewann Mcallister of Forked River was arrested for shoplifting merchandise valued at $30.06. He was transported to headquarters and processed. He was later released after receiving a criminal summons for shoplifting.

Burglary and Theft (Auto) – On Wednesday, December 18, 2013, at 2:14 p.m., a resident of the 800 block of Clairmore Avenue in Lanoka Harbor reported a car burglary. The complainant reported that between Tuesday, December 17, 2013, and Wednesday, December 18, 2013, an unknown person or persons entered his unlocked vehicle and stole approximately $300 in cash and change.

Criminal Mischief (Auto) – On Thursday, December 19, 2013, at 1:14 p.m., a resident of the 1500 block of Sommerell Avenue in Forked River reported criminal mischief to construction vehicles and equipment. The complainant reported that between 4:00 p.m. on Wednesday, December 18, 2013, and 1:00 p.m. on Thursday, December 19, 2013, an unknown person or persons committed approximately $1,000 in damage to a backhoe and $750 to a vehicle while they were left at the construction site. The damage to the backhoe consisted of broken windows. The damage to the vehicle included electrical wiring that had been purposely cut.

Drug Possession & DUI (Arrest) – On Thursday, December 19, 2013, at approximately 10:31 p.m., Officer Dimitri Tsarnas arrested 19-year-old Nicholas Brembos of Lanoka Harbor for DUI and Possession of Marijuana after a motor vehicle violation was observed on Lacey Road. Nicholas Brembos was transported to headquarters and processed. He was released after receiving criminal summonses for Possession of Marijuana and Possession of Drug Paraphernalia. In addition, he received traffic summonses for DUI, Underage DUI, Reckless Driving, Speeding, and CDS in a Motor Vehicle. The vehicle he was operating was impounded pursuant to John’s Law.

Burglary and Theft (Residence) – On Friday, December 20, 2013, at 9:54 a.m., a property maintenance company contacted police headquarters regarding a burglary and theft from a home on the 100 block of Beach Boulevard in Forked River. The complainant reported that during the prior three weeks, an unknown person or persons forced entry into the unoccupied residence and stole approximately $6,000 worth of copper piping and wiring.

Criminal Mischief (Auto) – On Friday, December 20, 2013, at 11:29 a.m., a complainant called to report criminal mischief to vehicles parked in the area of JT’s Bagel Hut, 918 Lacey Road in Forked River. The complainant reported that between 11:00 a.m. and 11:30 a.m. on December 20, 2013, an unknown person or persons broke the rear window of a vehicle. Damage was estimated at $500. Further investigation revealed that a second vehicle was damaged at approximately 8:30 a.m. The damage consisted of a broken window which was estimated at $500.

Burglary and Theft (Auto) – On Friday, December 20, 2013, at 3:25 p.m., a resident of the 1400 block of Argonne in Forked River reported a car burglary. The complainant reported that during the three month period of September 23, 2013 through December 6, 2013, an unknown person or persons entered his unlocked work vehicle and stole a camera valued at $550.

DUI (Arrest) – On Friday, December 20, 2013, at 7:57 p.m., Officer Michael Verwey responded to the 400 block of Nautilus Boulevard in Forked River for a motor vehicle accident (moving vehicle struck an unoccupied parked vehicle). Investigation at the scene led to the arrest of the driver, 80-year-old Teresa Murray of Forked River, for DUI. Teresa Murray was transported to headquarters for processing then released after receiving traffic summonses for DUI. DUI Refusal, Reckless Driving, and Failure to Maintain Lane. The vehicle being operated was impounded pursuant to John’s Law.

DUI (Arrest) – On Friday, December 20, 2013, at 8:00 p.m., while dealing with a motor vehicle accident on the 400 Block of Nautilus Boulevard in Forked River, Officer Michael Verwey arrested 78-year-old Frederick Wright of Forked River for DUI after he was located in a second (uninvolved) vehicle at the accident scene. Frederick Wright was transported to headquarters and processed. Frederick Wright was released after receiving traffic summonses for DUI and Reckless Driving. The vehicle being operated was impounded pursuant to John’s Law.

Criminal Mischief (Residence) – On Friday, December 20, 2013, at 8:51 p.m., a resident of the 700 block of Amherst Road in Forked River reported criminal mischief. The complainant reported that between 8:00 p.m. and 8:50 p.m., an unknown person or persons damaged candy-cane lights that were in the ground in front of the residence. Damage is estimated at $20.

Improper Business Practice (Formal Charge) – On Friday, December 20, 2013, Stella Li, owner/operator of the Green Spa at 445 Lacey Road in Forked River, was charged with violating the Lacey Township ordinance governing massage parlors. The ordinance has a same-gender requirement for massages when operating a massage parlor not in the office of a licensed physician, chiropractor, or a physical therapist. Since the spa operates independent of an office of a licensed physician, chiropractor, or physical therapist, it is a violation if a female massages a male client or a male massages a female client. The charge was served and is pending a court date.

Burglary and Theft (Auto) – On Friday, December 20, 2013, at 9:32 p.m., Officer Michael Verwey responded to the 400 block of Barramore Avenue in Lanoka Harbor for a car burglary. The complainant reported that between 8:30 p.m. and 9:30 p.m. on Friday, December 20, 2013, an unknown person or persons entered his unlocked vehicle and stole property consisting of cash, a phone charger, and a knife. The total value of the property is estimated at $112.

Criminal Mischief (Auto) – On Friday, December 20, 2013, at 9:38 p.m., a resident of the 1400 block of Jay Street in Forked River reported criminal mischief to a vehicle. The complainant reported that between 9:00 p.m. and 9:30 p.m. on December 20, 2013, an unknown person or persons caused approximately $1,500 in damage to a vehicle at the residence. The damage, consisting of a broken window and a dent, appeared to have been done by a pellet-gun.

Possession of Heroin & Marijuana (Arrests) – On Friday, December 20, 2013, at approximately 11:29 p.m., Officer Robert Flynn conducted a traffic stop on Route 9 in Forked River. Investigation at the scene led to the arrest of a passenger, identified as 18-year-old Michael W. Guarini of Forked River, for Possession of Heroin. An additional passenger, a 17-year-old male juvenile from Lanoka Harbor, was arrested for Possession of Marijuana. They were both transported to headquarters and processed. Michael Guarini was later released after receiving a criminal summons for Possession of Heroin. The 17-year-old Juvenile was later released to his parent after being charged on a juvenile complaint with Possession of Marijuana and Possession of Drug Paraphernalia.

Criminal Mischief (Residence) – On Saturday, December 21, 2013, at 7:45 a.m., a resident of the 400 block of Lake Barnegat Drive North in Forked River reported criminal mischief. The complainant reported that between the overnight hours of Friday, December 20, 2013, into Saturday, December 21, 2013, an unknown person or persons drove their vehicle onto the complainant’s newly paved driveway leaving embedded tire marks. The cost to repair the driveway was valued at approximately $500.

Burglary and Theft (Auto) – On Sunday, December 22, 2013, at 7:08 a.m., a resident of the 400 block of Irons Street in Forked River reported a car burglary. The complainant reported that sometime during the overnight hours of Saturday, December 21, 2013 into December 22, 2013, an unknown person or persons entered her unlocked vehicle and stole property valued at $28. The property was later located in the area. A second unlocked vehicle was entered at the residence, however, there did not appear to be anything missing.

Criminal Mischief (Residence) – On Sunday, December 22, 2013, at 8:35 a.m., a resident of the 1500 block of Dee Road in Forked River reported criminal mischief. The complainant reported that between Sunday, December 15, 2013 and Saturday, December 21, 2013, an unknown person utilized a pellet gun to break a window on the residence. In addition, a light fixture was also damaged. Total damage is estimated at $75.

Burglary and Theft (Auto) – On Sunday, December 22, 2013, at 11:32 a.m., a resident of the 300 block of Pine Forest Lane in Forked River reported a car burglary. The complainant reported that during the overnight hours of Saturday, December 21, 2013 into Sunday, December 22, 2013, an unknown person or persons entered her unlocked vehicle and stole an iPhone, MP3, and assorted change with a total valued of $280.

Burglary and Theft (Auto) – On Sunday, December 22, 2013, at 3:54 p.m., a resident of the 300 block of Pine Forest Lane in Forked River reported. The resident reported that during the overnight hours, an unknown person entered the homeowner’s unlocked vehicle and stole property consisting of but not limited to loose change, a tire pressure gauge, a cell phone charger, medication, and glass cleaner, totaling approximately $56. Several of the items had been located around the neighborhood.

Warrant (Arrest) – On Sunday, December 22, 2013, at 3:48 p.m., Officer Robert Flynn conducted a traffic stop on Route 9 in Forked River. Investigation at the scene led to the arrest of the driver, 23-year-old Alysha Manhat of Lanoka Harbor, on an outstanding Brick Township warrant in the amount of $500. She was transported to headquarters, processed by Officer Flynn, and then released on her own recognizance by the Brick Township Court.

Residential Burglary (Arrest) – On Thursday, November 28, 2013, the Lacey Township Police Department received a report of a residential burglary on Bowline Drive in the Sunrise Beach section of Forked River. On Tuesday, December 17, 2013, after a three-week investigation, Detective Brian Flynn arrested 30-year-old Jeffrey Polyak of 207 Greenwood Lane in Forked River. The Bowline Drive home was forcibly entered by means of a bedroom window being pried open while the residents were not home. Jeffrey Polyak was charged with Burglary as well as Theft of Movable Property ($7,500 worth of jewelry). Jeffrey Polyak was transported to the Ocean County Correctional Facility with bail set at $25,000.

UPDATE (Arrest): On Wednesday, November 20, 2013, the Lacey Township Police Department publically released a bank ATM surveillance image of an unidentified person who had illegally used a stolen credit card connected to a burglary of a vehicle in Lanoka Harbor. After a three week investigation, detectives identified the suspect as 31-year-old Jessica Walters of Lanoka Harbor. On the afternoon of Tuesday, December 10, 2013, Lacey Township Police Department detectives arrested 31-year-old Jessica Walters.
Jessica Walters also had an outstanding, no-bail warrant issued out of the Ocean County Superior Court for a probation violation. A search of her clothing yielded 13 folds containing Heroin as well as a hypodermic syringe.
Jessica Walters was identified as a suspect in several vehicle burglaries that occurred in Lacey Township during the month of October. During the investigation, detectives obtained video surveillance from several locations in Ocean and Monmouth Counties where Jessica Walters used stolen credit cards to make cash withdrawals and purchases.
Walters was charged with two counts of Burglary, Theft of Moveable Property, Theft of a Credit Card, Fraudulent Use of a Credit Card, as well as Possession of Heroin. Jessica Walters was lodged in the Ocean County Correctional Facility based on the no-bail warrant and an additional $20,000 in bail for the Lacey Township charges.

Possible Overdose – On Tuesday, December 10, 2013, at 9:11 p.m., Officer John McKee responded to a Lakeside Drive North residence in Forked River for a report of an unconscious female (possible drug overdose). Upon arrival at the residence, officers were led to a 29-year-old female from Tuckerton, NJ, who was then conscious and was reported to have consumed Roxicet (prescription pain medication) with vodka. She was transported to the hospital for further evaluation and treatment. Under the new “Overdose Prevention Act,” the 29-year-old female is not subject to any further police involvement.

Theft – On Tuesday, December 10, 2013, at 12:32 p.m., Officer John D. Simonson took a theft report. The complainant reported that on December 10, 2013, her juvenile son rode his bicycle to the TJ Maxx at 348 Route 9 N in Lanoka Harbor and left it outside unlocked. A short time later, he returned and the bicycle was gone. The bicycle is valued at $300.

Shoplifter (Arrest) – On Tuesday, December 10, 2013 at 5:18 p.m., Officer Michael Verwey responded to the Lacey Walmart, 580 Route 9 N, Lanoka Harbor, for a female shoplifter. Upon his arrival, 49-year-old Anita Benson of Asbury Park, NJ, was arrested for shoplifting merchandise valued at $778.41. Anita Benson was processed and charged with shoplifting. She was lodged in the Ocean County Correctional Facility in lieu $5,000 bail.

Heroin Possession and Distribution (Arrests) – While on patrol on Tuesday evening, December 10, 2013, in the Pheasant Run section of Lacey Township, Officer Michael Verwey received information from a resident that possible CDS activity may be taking place at 2006 Brookdale Drive in Forked River. It was reported that a subject was seen at a side window of the residence. While responding to the residence, Officer Verwey stopped a vehicle leaving that particular home. The driver, 22-year-old Branden Barranger of Toms River, NJ, was subsequently arrested for possession of a bundle (10 wax folds) of Heroin. The investigation continued with officers responding to the residence. Investigation at 2006 Brookdale Drive led to the seizure of 129 wax folds of Heroin along with other drug paraphernalia and prescription pills. Officers and detectives arrested the following individuals from the home: 24-year-old Wessley Krempel of Beachwood, NJ, 23-year-old Michael Krempel of South Toms River, NJ, 24 –year-old Noelle Hurley of Waretown, NJ, and 18-year-old Ariela Ceko of Bayville, NJ. Ariela Ceko and Michael Krempel were charged with Possession of Heroin and released on summonses. Noelle Hurley was charged with Possession of Heroin and turned over to the Ocean County Sheriff’s Department for over $70,000 in outstanding warrants. Wessley Krempel was charged with Distribution of Heroin, Possession of Heroin, Possession of Schedule III Prescription Pills, Possession of Drug Paraphernalia, and Possession of a Hypodermic Syringe. Wessley Krempel was transported to the Ocean County Correctional Facility in default of $150,000 cash bail.

Warrant (Arrest) – On Wednesday, December 11, 2013, at 4:19 a.m., Officer Charles May and John McKee responded to the Lacey Inn at 216 Route 9 North in Forked River for a dispute. The investigation led to the arrest of 27-year-old John M. Sabie of Lanoka Harbor, NJ, on an outstanding warrant. The warrant was issued out of Newark, NJ, in the amount of $250. John M. Sabie was transported to headquarters, processed, and later released on his own recognizance by the Newark Court.

Search Warrant and Theft/Heroin Possession (Arrest) – On Wednesday, December 11, 2013, Lacey Township Police Department detectives executed a search warrant at 301 Bay Way in Lanoka Harbor. The search warrant was sought and executed as part of an investigation into several residential burglaries which occurred on Clairmore Avenue, Lanoka Harbor, during the summer of 2013. During the search, detectives discovered 92 folds containing Heroin. The target of the investigations, 26-year-old Anthony Sestito, was arrested and charged with Theft of Moveable Property (Jewelry) and Possession of Heroin. The stolen property, mainly consisting of jewelry, was estimated at $27,000. The stolen jewelry was not recovered as the investigation revealed the stolen items had been sold/pawned. Anthony Sestito was transported to the Ocean County Correctional Facility in default of $50,000 cash bail.

K-9 Search – At 8:10 a.m., on Wednesday, December 11, 2013, six members of the Lacey Township Police Department participated in a preplanned and coordinated K-9 sweep of the Lacey Township High School in conjunction with seven other law enforcement agencies. The arrangement for the K-9 teams and the corresponding media coverage was handled by the Ocean County Prosecutor’s Office. The search was conducted at the joint request of the Lacey Township Police Department and the Lacey Township School Administration. All media releases related to the search and the outcome of the search are being handled exclusively by the Ocean County Prosecutor’s Office as the operation was officially under their direction and control.

Shoplifting (Arrest) – On Wednesday, December 11, 2013, at 6:34 p.m., Officer Scott Keefe responded to the Walmart store located at 580 Route 9 North in Lanoka Harbor in reference to a shoplifter that had fled the scene. A store loss prevention employee reported that a male subject, later identified as Kevin Emery of 7 Oak Leaf Court in Waretown, left the store with a shopping cart containing items that were had not been purchased. The store employee reported that Kevin Emery fled in a vehicle after he was confronted in the parking lot. The items that the suspect attempted to shoplift were three “Vizio” sound bars valued at $294. The suspect is also suspected in a previous shoplifting of one “Vizio” sound bar that occurred on December 4, 2013 at the same store. Kevin Emery was contacted and subsequently turned himself in at Lacey Police Headquarters where he was processed and charged with shoplifting. He was released pending a court date.

Theft – On Friday, December 13, 2013, at 7:41 a.m., Officer Michael Hein responded to the 1600 block of Pershing Avenue, Forked River, for a theft report. The complainant reported that between Thursday, December 12, 2013 at 10:00 p.m. and Friday, December 13, 2013, at 7:00 a.m., an unknown person or persons stole two light-up penguin mannequins valued at $70 from the front porch.

Drug Possession and Warrant (Arrest) – On Friday, December 13, 2013, at 6:56 p.m., Officer Robert Flynn conducted a traffic stop on Lacey Road in Forked River. Investigation at the scene led to the arrest of the driver, 32-year-old Michael Lange, for Possession of Marijuana. A Wall Township warrant in the amount of $358.00 was also located for Michael Lange’s arrest. Michael Lange was transported to headquarters, processed, and released after receiving a criminal summons for Possession of Marijuana and Possession of Drug Paraphernalia. In addition, Michael Lange received traffic summonses for Driving with a Suspended Driver’s License, CDS in a Motor Vehicle, and Speeding. Michael Lange posted bail on the warrant and was released.

DUI (Arrest) – On Wednesday, December 13, 2013, at 2:02 a.m., Officer Dimitri Tsarnas conducted a motor vehicle stop near the intersection of Elwood Street and Holmes Avenue. Investigation at the scene led to the arrest of 23-year-old Michael Gardner of 422 Brandywine Avenue in Forked River for DUI. He was arrested and transported to Lacey Township Police Headquarters where he refused to provide breath samples. Michael Gardner was issued summonses for Driving While Intoxicated, Refusal to Provide Breath Samples, Reckless Driving, and Maintenance of Lamps. The registered owner of the vehicle, 21-year-old Kaitlyn Mckeon of 1430 Kenney Street in Forked River, was a passenger in the vehicle and was charged with allowing an intoxicated driver to operate her motor vehicle.

Criminal Mischief to Auto – On Saturday, December 14, 2013, at 4:52 p.m., Officer Michael Hein responded to the 700 block of Weehawkin Avenue in Forked River for a report of criminal mischief. The complainant reported that between the late evening of Friday, December 13, 2013, and early morning hours of Saturday, December 14, 2013, an unknown person or persons broke the windshield wiper off of his vehicle at this location. The damage is estimated at $50.

Aggravated Assault and DUI (Arrest) – On Sunday, December 15, 2013, at 2:42 a.m., officers responded to the 200 block of Nantucket Road in Forked River for an assault-in-progress involving a knife. Investigation at the scene led to the arrest of 30-year-old Natalie J. Aguirre of Tuckerton, NJ, for several offenses including Aggravated Assault, Possession of a Weapon for an Unlawful Purpose, Unlawful Possession of a Weapon, and DUI. Natalie Aguirre was charged with DUI for allegedly driving her vehicle to the Nantucket Road address where she is believed to have committed the assault with a knife. She was transported to police headquarters. She was then lodged in the Ocean County Correctional Facility in lieu of $25,000 bail. In addition, Natalie Aguirre received traffic summonses for DUI and Refusal to Submit Breath Samples. The vehicle she was operating was impounded pursuant to John’s Law.

Burglary and Theft from an Auto – On Sunday, December 15, 2013, at 11:23 p.m., Officer Noah Schaffer responded to the 800 block of Rogers Street in Lanoka Harbor for a theft report. The complainant reported that between 4:00 p.m. on December 14, 2013 and 11:00 a.m. on December 15, 2013, an unknown person or persons entered his unlocked vehicle that was parked in the driveway and stole loose change and a pack of cigarettes.

OTC Cough Medicine Abuse (Juvenile) – On Saturday, December 14, 2013, at 9:16 p.m., Officer Alan Abrecht responded to a Forked River residence in reference to a juvenile under the influence of an excessive amount of OTC cough medicine. A 15-year-old female was found in her residence by her parents under the influence of an excessive amount (more than 20 gel-caps) of over-the-counter cough medicine believed to be Coricidin Liquid Gel-Caps known to juveniles as Triple C’s. The juvenile, who was disoriented and appeared to be under the influence of drugs, was treated by the Lacey Township First Aid Squad and paramedics at the scene. She was then transported to Southern Ocean County Medical Center.

Theft – On Saturday, December 14, 2013, Officer Anthony Sarno responded to a Penn Avenue North residence for two separate theft reports. The homeowner initially reported that someone stole two Christmas decorations from his front lawn between 4:00 a.m. and 12:00 p.m. on Saturday, December 14, 2013. The decorations were described as a light-up pink Christmas Pig and a red and green “Merry Christmas” sign. The total value of the stolen property is $40. The homeowner later called back and reported that someone stole dark grey landscaping stones that were stacked on palettes next to his garage between the 5:00 p.m. on Wednesday, December 11, 2103 and the morning hours of Saturday, December 14, 2013. The value of the stones is estimated at $500.

Burglary and Theft (Auto) – On Monday, December 16, 2013, at 7:49 a.m., Officer Joseph Soto responded to the 400 block of Sinclair Avenue in Lanoka Harbor for a theft. The victim reported that between 9:00 p.m. on Sunday, December 15, 2013, and 7:30 a.m. on Monday, December 16, 2013, an unknown person or persons entered his unlocked vehicle parked in the driveway and stole $30 in cash and change.

Theft – On Monday, December 16, 2013, at 9:41 a.m., a resident of Buttonwood Drive in Lanoka Harbor reported that someone stole a Silver Nintendo DS “Lite” game console system, a blue Nintendo DS case, and twenty five miscellaneous Nintendo DS video games from her Buttonwood Drive residence. The thefts occurred between Monday, November 4, 2013 and Monday, December 16, 2013. The victim suspects a family member is involved in the thefts. Total value of the stolen property is estimated at $650.

Warrant (Arrest) – On Monday, December 16, 2013, at 10:13 a.m., officers responded to 1208 Pensacola Road in Forked River in reference to serving a warrant on 40-year-old Anthony Caputo. Anthony Caputo was located and arrested for the Montclair Township Municipal Court contempt warrant with no bail set. Anthony Caputo was arrested and turned over to the Montclair Township Police Department.
