DUI (Arrest) – On Sunday, June 29, 2014, at 4:52 p.m., Officer Dimitri Tsarnas responded to the area of Lakeside Drive North and Kearney Drive in Forked River in reference to a report of a driver passed out behind the wheel of a vehicle. Upon arrival, Officer Tsarnas observed a GMC Suburban along the roadway with the flashers activated. Upon approaching the vehicle, the driver, later identified as 42-year-old Michael Clark of Tappan Street in Forked River appeared to be sleeping in the driver’s seat with the vehicle’s engine running. Investigation at the scene led to the arrest of Michael Clark for DUI. The vehicle was impounded pursuant to John’s Law. Michael Clark was transported to Lacey Township Police Headquarters, processed, and was issued traffic summonses for DUI, Reckless Driving, and Open Container of an Alcoholic Beverage in a Motor Vehicle.

DUI (Arrest) – On Saturday, June 28, 2014, at 10:04 p.m., Officer Dimitri Tsarnas and Officer Anthony Sarno responded to the area of Nautilus Boulevard in reference to a suspected drunk driver as called in by a concerned citizen. The vehicle was described as a Dodge Pickup which was traveling north on Route 9. Officer Sarno located the vehicle and stopped it on the 500 block of Nautilus Boulevard in Forked River. Officer Sarno observed the vehicle weaving on the roadway and failing to maintain a lane. The driver was identified as 49-year-old Debra Kaczmarek of Nautilus Boulevard in Forked River. Investigation at the scene led to the arrest of Debra Kaczmarek for DUI. The vehicle was impounded pursuant to John’s Law. Debra Kaczmarek was transported to Lacey Township Police Headquarters where she was processed and issued motor vehicle summonses for DUI, Reckless Driving, Refusal to Submit Breath Samples, Failure to Maintain Lane, and Failure to Exhibit a Driver’s License.

DUI (Arrest) – On Friday, June 27, 2014, at 11:15 a.m., Officer George Resetar, Officer John McKee, and Officer John Cernek responded to a motor vehicle crash on Bay Way near the intersection of Clairmore Avenue in Lanoka Harbor. Upon arrival, officers located a Lincoln Navigator sport utility vehicle stuck in a ditch. Investigation at the scene led to the arrest of the driver, 18-year-old Patrick Murphy of 1245 Spruce Street in Forked River for DUI. Patrick Murphy was transported to Lacey Township Police Headquarters where he was processed and issued summonses for DUI, Reckless Driving, and unlicensed driver.

Warrant Arrest – On Sunday, June 29, 2014, at 12:59 a.m., Officer Anthony Sarno stopped a motor vehicle on Moosehead Street and Foch Avenue in Forked River after the driver failed to signal a turn. Investigation at the scene led to the arrest of the driver, 18-year-old Joseph Elafante of 1405 Foch Avenue on a $300 Ocean Gate Municipal Court Traffic Warrant. The Ocean Gate Court Clerk released Joseph Elafante on his own recognizance pending a court date.

Warrant Arrest – On Sunday, June 30, 2014, at 4:59 p.m., Officer Frederick Anderson observed a vehicle speeding on West Lacey Road in Forked River. Officer Anderson stopped the vehicle on Lacey Road near the intersection of Carriage Road. Investigation at the scene led to the arrest of the driver, 27-year-old Dean V. Gallo of 1544 South Broad Street in Trenton, NJ, on an outstanding Trenton Municipal Court traffic warrant. Dean Gallo was transported to Lacey Township Police Headquarters where he was processed and released after posting $82 cash bail.

Burglary (Residence) – On Sunday, June 29, 2014, at 2:44 p.m., Officer Keith Pearce responded to 511 Nautilus Boulevard in reference to a burglary. The victim reported that she left her residence at 10:00 p.m. on June 28, 2014, and upon returning home at 2:00 p.m. on June 29, 2014, she observed that her bedroom window was open and the screen was disturbed. Stephanie Hoover reported that all her prescription medication had been stolen from her dresser drawer. No other items were reported stolen.

Theft from a Residence – On Friday, June 27, 2014, at 11:27 a.m., Officer Keith Pearce responded to the 400 block of Woodlawn Drive in Forked River in reference to a theft. The resident reported that while she was away for eight days, an unknown person stole several pieces of jewelry from her jewelry box. The stolen items included: a 14 ct. gold pearl and diamond ring; an 18 ct. gold amethyst/diamond ring; a 14 ct. gold engagement ring 1/2 ct. diamond solitaire; a Victorian 1/4 ct. diamond ring (family heirloom); a 14 ct. 18 inch chain necklace; a 14 ct. gold rope chain necklace; and a 14 ct. gold chain with a cross. The total value of the stolen property is estimated at $11,600. No signs of forced entry could be located.

Shoplifting (Arrest) – On Friday, June 27, 2014, at 9:04 p.m., Officer George Resetar and Officer John McKee responded to Kohl’s, 304 Route 9 North in Forked River, in reference to shoplifting. The Loss Prevention Manager reported that an employee of their contracted cleaning service was stealing merchandise from the store. The worker, 44-year-old Teresa Osorno of Lawrence Drive in Lanoka Harbor, was suspected of shoplifting two towels and a bra from the store. The items were valued at $50. Teresa Osorno was placed under arrest and transported to Lacey Township Police Headquarters where she was processed, charged with Shoplifting, and released on a summons.

Drug Possession and Distribution (Arrests) – On Thursday, June 26, 2014, detectives from the Lacey Township Police Department completed an investigation into the distribution of Heroin from 100 Clearwater Drive in Forked River. The investigation was initiated on Friday, June 6, 2014, after Lacey patrol officers and paramedics responded to the home for an apparent Heroin overdose. The investigation during the weeks that followed led to a traffic stop on Trenton Avenue in Forked River on Thursday, June 26, 2014, where the target of the drug distribution investigation, 51-year-old Robert Zaug of 100 Clearwater Drive in Forked River, was a passenger in the vehicle. During the motor vehicle stop, Robert Zaug was arrested on two outstanding traffic warrants issued separately by the Lacey Township Municipal Court and Evesham Township Municipal Court. Detectives located 196 bags containing Heroin along with Alprazolam (Xanax) hidden in the dash where Zaug was seated. The driver of the vehicle, 52-year-old George Boustania of 103 Cayuga Road in Barnegat, was also arrested.
Robert Zaug was charged with Possession of Heroin, Possession of Alprazolam (Xanax), and Intent to Distribute Heroin. Robert Zaug was lodged in the Ocean County Correctional Facility in lieu of $101,000 cash bail. George Boustania was charged with Possession of Heroin and Possession of Alprazolam (Xanax). He was released on his own recognizance (ROR) pending a court appearance.

Drug Possession (Arrest) – On Thursday, June 26, 2014, at 9:55 p.m., Officer Michael Verwey and Officer Dimitri Tsarnas were on directed enforcement patrol when they stopped a vehicle on Lacey Road near Manchester Avenue after the driver failed to dim high beams for other traffic on the roadway. The operator was identified as 21-year-old Joseph Sinopoli of Clairmore Avenue in Lanoka Harbor. Joseph Sinopoli was found to be in possession of Marijuana and was subsequently arrested. Joseph Sinopoli was transported to Lacey Township Police Headquarters where he was processed and charged with possession of possession of Marijuana. Joseph Sinopoli was released on a summons.

Possession of Alcoholic Beverage in Park – On Wednesday, June 25, 2014, at 7:03 p.m., Officer Charles May and Officer Adam Ewart responded to the parking lot of Huffy Wallis Park, 1740 Parkside Drive in Forked River, in reference to a report of juveniles consuming alcohol in a parked vehicle. Upon arrival, the officers located a Honda CRV with two occupants. An open 1.50 liter bottle of Gordon’s Vodka was within the vehicle. The occupants were identified as 22-year-old Shawn Kaliske and 21-year-old Amanda Naia, both of Tampa Road in Forked River. The subjects were each issued a complaint-summons for the local ordinance which prohibits alcoholic beverages in a township park. Shawn Kaliske was also issued a motor vehicle summons for having an open alcoholic beverage in a motor vehicle. Amanda Naia was also issued a motor vehicle summons for driving while having a suspended license.

Burglary (Residence) – On Wednesday, June 25, 2014, at 9:16 a.m., Officer Scott Keefe and Officer Andrew Slota responded to the 1600 block of Whitcomb Road in Forked River in reference to a burglary. The homeowner reported that his kitchen window screen was damaged and his garage door was open. Investigation at the scene indicated that an unknown person or persons damaged the screen to reach inside the residence and activate the garage door opener. The interior garage door was locked, so entry into the main part of the residence was not gained. The Lacey Township Detective Bureau and Ocean County Criminalistics Unit (CIU) responded to the scene to continue the investigation.

Drug Possession and Distribution (Arrests) – On the afternoon of Tuesday, June 24, 2014, Lacey Township Police Department detectives, in cooperation with the United States Postal Service, executed a search warrant at 1510 Arient Road in Forked River. The warrant was obtained during a narcotics investigation initially based on information received from the Forked River office of the U.S. Postal Service. The investigation involved the anticipated delivery of several pounds of Marijuana to 1510 Arient Road in Forked River.
Prior to executing the warrant at 1510 Arient Road, detectives conducted a stop of a vehicle departing the target home. The vehicle was driven by 42-year-old Lenny Maroney of 558 Lloyd Road in Toms River. Approximately three pounds of Marijuana which had been delivered to 1510 Arient Road in Forked River was located in the vehicle. A subsequent execution of the search warrant at 1510 Arient Road yielded additional Marijuana and drug paraphernalia.
Both Lenny Maroney and the resident of the target home, 27-year-old Donald Klarmann, were arrested and charged with Possession of Marijuana and Intent to Distribute Marijuana. Both suspects were transported to the Ocean County Correctional Facility in lieu of $17,500 cash bail.
The Ocean County Sheriff’s Department K-9 Unit assisted with the search.

Shoplifting (Arrest) – On Monday, June 23, 2014, at 10:31 a.m., Officer Anthony Sarno responded to Salon Tre Chic at 415 Route 9 N in Lanoka Harbor in reference to a shoplifting incident. The business owner reported that 61-year-old Lana Ostrowski of Dugout Drive in Lanoka Harbor, NJ, stole a $60 brush from the front retail counter of the store by placing it in her purse and walking out of the store. Investigation at the scene led to the arrest of Lana Ostrowski for Shoplifting. Lana Ostrowski was transported to Lacey Township Police Headquarters where she was processed and released on a criminal summons for shoplifting.

Underage Consumption of Alcohol – On Monday, June 23, 2014, at 10:55 p.m., Special Officer Michael Hutman was on patrol when he made contact with a 16-year-old male juvenile subject in the parking lot of the St. Pius Church located at 300 Lacey Road in Forked River. The juvenile was determined to be intoxicated. Officer Adam Ewart responded to the scene and transported the juvenile to his residence where he was turned over to the custody of his mother. Officer Ewart prepared a juvenile complaint for Underage Consumption of Alcohol.

Obstruction of Justice (Arrest) – On Monday, June 23, 2014, at 11:41 p.m., Special Officer Michael Hutman was on patrol when he observed what appeared to be a hand- to-hand drug transaction take place in the Wawa Parking Lot, 444 Route 9 South in Forked River. The suspicious transaction was between 22-year-old Ryan Territo of Pheasant Street, Manchester, NJ, and another unknown suspect. Special Officer Hutman attempted to stop Ryan Territo, but R. Territo fled north across the Caffrey’s parking lot on his bicycle. Ryan Territo then jumped off his bicycle and fled into the woods on foot. After a lengthy foot search, Ryan Territo was later located at the Towns Square Plaza by Special Officer Hutman. Officer Julie Barcalow responded to the scene and placed Ryan Territo under arrest for Obstructing the Administration of Law. Ryan Territo was transported to Lacey Township Police Headquarters where he was processed and released on a summons.

Drug Possession and Distribution (Arrest) – On Tuesday, June 17, 2014, at 7:22 p.m., Lacey Township Police Department Detective Brian Flynn assisted the Ocean County Prosecutor’s Office Special Operations Group (SOG) with an investigation of Heroin possession and distribution at 1404 Bullard Avenue in Forked River. The investigation led to the arrest of 24-year-old Christopher C. Cox of 1404 Bullard Avenue who was found in possession of 194 bags of Heroin. Christopher C. Cox was arrested after being stopped on West Lacey Road in Forked River. Christopher C. Cox was charged by SOG members with possession of Heroin, Possession of Heroin with the intent to Distribute, and Distribution of Heroin. Christopher C. Cox was transported to the Ocean County Correctional Facility in lieu of $100,000 bail.

Underage Consumption of Alcohol – On Monday, June 23, 2014, at 12:43 a.m., Officer George Resetar and Officer Evan Androcy responded to a Lawrence Drive residence in Lanoka Harbor for a complaint of a loud party. Upon arrival, the officers met with an 18-year-old resident who identified himself as the homeowner’s son. The 18-year-old male reported that his parents were currently vacationing and unaware of the party. While the officers were speaking with the resident, a small group of individuals exited from the backyard. Upon speaking with the group, Officer Resetar detected the strong odor of an alcoholic beverage emanating from the breath of a 17-year-old juvenile. The juvenile was turned over to the custody of his mother. A juvenile complaint was prepared for the underage consumption of alcohol on private property.

Theft – On Sunday, June 22, 2014, at 1:04 p.m., the resident of Lancaster Court in Forked River responded to Lacey Township Police Headquarters to report a theft. The resident reported that between Sunday, June 8, 2014 and 9:00 a.m. June 21, 2014, an unknown person stole eight (8) pieces of jewelry from her jewelry box. The stolen items included a 1/2 inch gold chain bracelet, a gold tennis bracelet with diamonds, a gold chain bracelet with sapphire stones, an “Omega” style gold necklace, a gold ring with Tanzanite stone, a gold flexible bangle bracelet, a gold rigid bangle bracelet with leaves, and a men’s Movado watch with black face. The total value of the missing items is estimated at $4,450.

DUI (Arrest) – On Sunday, June 22, 2014, at 9:42 p.m., Officer Evan Androcy and Officer Noah Schaffer located a male driver passed out behind the wheel of a vehicle at the Cedar Creek Trestle, 5000 Cedar Avenue in Lanoka Harbor. The officers observed a male subject, later identified as 22-year-old Dylan Kramer of 324 Eastern Boulevard in Bayville, passed out in the driver’s seat of a green, Saturn wagon that was running. After several attempts, the officers were able to wake up the subject. Dylan Kramer had visible signs of recent drug use on his arms, and a hypodermic syringe was observed on the seat of the vehicle. There was also an open 16 oz can of Budweiser beer in the center console. The Lanoka Harbor First Aid Squad responded to the scene to treat Dylan Kramer. Dylan Kramer refused medical treatment. Investigation at the scene indicated that Dylan Kramer was DUI. The vehicle was impounded by Jersey Shore Towing pursuant to John’s law. He was placed under arrest and transported to Lacey Police Headquarters for processing. Dylan Kramer was charged with possession of CDS and Possession of hypodermic needle on a criminal summons. Dylan Kramer received traffic summonses for DUI, Reckless Driving, Possession of a Controlled Dangerous Substance in a Motor Vehicle, and Open Container of Alcohol in a Motor Vehicle.

DUI (Arrest) – On Sunday, June 22, 2014, at 9:22 p.m., Officer Dimitrios Tsarnas was assisting other officers with a large fight at the Cedar Creek Trestle, 5000 Cedar Avenue in Lanoka Harbor, when he stopped a white, 2009, Chevy Cobalt driven by 25-year-old Barbara Johnson of 1228 Ocean Avenue in Beachwood which was attempting to leave the area upon arrival of police. Investigation at the scene led to the arrest of Barbara Johnson for DUI. The vehicle was turned over to the registered owner at the scene. Barbara Johnson was arrested and transported to Lacey Township Police Headquarters where she was processed and issued summonses for DUI, Reckless Driving, and Failure to Exhibit Documents.

Open Burning (Municipal Ordinance) – On Sunday, June 22, 2014, at 9:22 p.m., officers responded to the Cedar Creek Trestle, located at 5000 Cedar Avenue, in Lanoka Harbor, in reference to a large fight. While conducting the investigation, it was determined that several persons had improperly started a fire at the location. Officer Resetar issued special complaint summonses for the Municipal Ordinance violation of open burning to the following persons: Matthew O. Izquigrdo, 48 Long Point Dr, Brick, NJ; Michael F. Gilligan, 427 Mohawk Dr. Brick, NJ; Karalyn P. Smith, 58 5th Ave, Toms River, NJ; Alexander M. Supple, 204 Lane Place, Forked River, NJ; Michael J. Cannito, 775 Brewers Bridge Rd, Jackson, NJ; Charles M. Dekker, 409 Nautilus Boulevard, Forked River, NJ; Sasha Vazquez, 278 Sky Manor Boulevard, Brick, NJ; & Joseph B. Figner, 318 Northrop Rd, Brick, NJ.

Underage Consumption (Formal Charges) – On Sunday, June 22, 2014, at 9:22 p.m., Officers responded to the Cedar Creek Trestle, located at 5000 Cedar Avenue in Lanoka Harbor, in reference to a large fight. While conducting the investigation, it was determined that several persons were consuming alcoholic beverages under the legal age. Officer George Resetar issued special complaint summonses for Underage Consumption of Alcohol to the following: Vincent Ray, 45 Metedeconk Rd, Brick, NJ; Sandra Desieerio, 18 Elizabeth Ave, Brick, NJ; Candice A. Brandtjen, 327 Bellanca Rd, Brick, NJ; Danielle E. Figner, 1253 B Hamilton CT. Lakewood, NJ; Richard D. Getts, 44 Metedeconk Rd, Brick, NJ; & Aaron J. Molhem, 7 Crosstrees Rd, Brick, NJ.

DUI (Arrest) – On Sunday, June 22, 2014, at 10:04 p.m., Officer Noah Schaffer responded to the area of Western Boulevard and Manchester Avenue in reference to a possible intoxicated driver. The caller reported that a red, Dodge, pickup truck was driving erratically. Officer Schaffer stopped the vehicle in the Bank of America parking lot, 711 Lacey Road in Forked River, after observing the vehicle swerving on the roadway. Officer Schaffer approached the driver and identified him as 52-year-old Robert Tumminelli of 268 Wallace Avenue in Forked River. Investigation at the scene led to the arrest of Robert Tumminelli for DUI. The vehicle was impounded pursuant to John’s law. Robert Tumminelli was issued motor vehicle summonses for DUI, Reckless Driving, and Failure to Maintain Lane.

Warrant Arrest – On Saturday, June 21, 2014, at 2:29 p.m., Officer John Simonson responded to Cedar Drive in Lanoka Harbor in reference to a suspicious incident. Upon arrival Officer Simonson came in contact with 28-year-old Noel Fraguada of 542 South 12th Street in Newark, NJ. Investigation at the scene led to the arrest of Noel Fraguada on seven outstanding $500 Newark traffic warrants totaling $3,500. Noel Fraguada was arrested and transported to Lacey Police Headquarters where he was released on his own recognizance by the City of Newark court clerk.

Theft from an Auto – On Saturday, June 21, 2014, at 8:03 p.m., Officer Andrew Slota responded to 1700 Lakeside Drive South in reference to a theft. Thomas Conroy reported that he parked his unlocked, 2000, Ford Fusion at his residence on the evening of Friday, June 20, 2014, and upon going out to his vehicle at 5:00 a.m. on Saturday, June 21, 2014, he observed that an unknown person or persons disturbed the items in his center console. Thomas Conroy stated that he did not think anything was stolen, so he did not initially report the matter to the police. It was not until his business wallet was located on the lawn of a Lakeside Drive South residence that he realized something had been stolen. The wallet was valued at $25. No other items were reported stolen.

Criminal Mischief to Auto – On Saturday, June 21, 2014, at 4:06 p.m., Officer John Simonson responded to 25 Laurel Boulevard in Lanoka Harbor in reference to criminal mischief. The resident reported that her 2003, Nissan Pathfinder was damaged between Wednesday, June 18, 2014, and Saturday, June 21, 2014. The front driver’s side door was damaged at the hinge just under the driver’s side mirror. It appeared an unknown person or persons attempted to pry the door open. Both the front fender of the vehicle and door were significantly damaged. The damage is estimated at $1,500.

Warrant Arrest – On Saturday, June 21, 2014, at 4:43 p.m., Officer Dimitrios Tsarnas and Officer Evan Androcy responded to the 800 block of Bowsprit Point in Lanoka Harbor in reference to a male subject soliciting door to door. Upon arrival, officers located the subject and identified him as 30-year-old William Johnston of Arizona. A $60 Ridgefield Township Municipal Court warrant was located for William Johnston. He was arrested and transported to Lacey Township Police Headquarters. William Johnston was processed and released after posting bail.

Theft – On Friday, June 20, 2014, at 3:29 p.m., Officer Noah Schaffer responded to the Lacey Township Middle School, 660 Denton Avenue in Forked River, in reference to a bicycle theft. A 13-year-old juvenile reported that he parked his bicycle, a boy’s “Genius” brand beach cruiser which has a black frame and 27” tires was in the bicycle rack in the rear of the school at 11:30 a.m. in the morning. The juvenile reported that upon leaving school at 3:15 p.m., he discovered the bicycle had been stolen. The bicycle is valued at $125.

Burglary (Residence) – On Thursday, June 19, 2014, at 6:11 p.m., Special Officer Russell Moller responded to 940 Capstan Drive in Forked River in reference to a theft. Kelly Cannon reported that between Friday, June 6, 2014, and Thursday, June 19, 2014, an unknown person or persons entered the basement of the unoccupied home and took two chrome aluminum outriggers valued at $1,000. No signs of damage or forced entry could be located.

Warrant Arrest – On Thursday, June 19, 2014, at 6:37 p.m., Officer Evan Androcy responded to the 1300 block of Wood Avenue in the Forked River section of the township in reference to possible drug activity taking place inside a large, white SUV. Upon arrival, Officer Androcy located the vehicle and met with the occupants. Investigation at the scene led to the arrest of 22-year-old Frederick Vona of 1302 Wood Avenue in Forked River on an outstanding $500 Lacey Township Municipal Court contempt warrant. Frederick Vona was placed under arrest and transported to Lacey Township Police Headquarters. Frederick Vona was processed and released after posting bail.

Stolen Vehicle and Resisting Arrest – On Wednesday, June 18, 2014, at 2:19 a.m., Officer Adam Ewart was on patrol in a marked police vehicle when he observed a red, 4-door Jeep Cherokee traveling north on Route 9 without working tail lights and failing to maintain a lane. Officer Ewart pulled up behind the vehicle as it made a left turn heading west on Lacey Road. The officer activated the patrol vehicle’s overhead lights and attempted to conduct a motor vehicle stop. The operator of the suspect vehicle failed to pull to the side of the roadway and instead continued traveling west on Lacey Road before turning onto Hoffman Road in Forked River. The driver and the passenger of the vehicle both jumped from the moving vehicle and fled the scene on foot. The driverless vehicle continued on Hoffman Road until crashing into a fence and a tree.
Officer Ewart pursued the subjects in the darkness on foot, and once in the backyard of a nearby residence, he was able to briefly catch the male who was driving the vehicle. The male subject resisted arrest and engaged in a physical altercation with Officer Ewart. The male subject was ultimately able to break free and flee the yard over a fence after Officer Ewart sustained an arm injury. Officer Ewart was later treated at Southern Ocean County Hospital.
Both subjects were white males in their early 20′s. The driver is described as a white male with some facial hair (slight beard) who was wearing a grey sweatshirt at the time of the incident.
The investigation quickly led to the discovery that the red, 2000, 4-door Jeep Cherokee involved had just been stolen from 94 Atlantic Avenue in Waretown, NJ. The incident is currently under investigation by detectives from the Lacey Township Police Department with the assistance of forensic specialists from the Ocean County Sherriff’s Department Criminal Investigation Unit (CIU).
Various leads are being followed with possible suspects being investigated. Attempted Burglary – On Wednesday, June 18, 2014, Officer Darrell Nick responded to the 400 block of Continental Street in Forked River in reference to an attempted burglary. The homeowners reported that between 8:00 a.m. and 12:00 p.m. on Tuesday, June 17, 2014, an unknown person or persons attempted to gain entry into their residence. On June 18, 2014, the resident noticed that the screen for the dining room window was damaged with pry marks. The resident stated that it appears that they were not able to remove the screen because the screen was locked into the window. The windows also have alarm sensors that were not activated. Access was not gained into the residence. The damage to the screen is estimated at $50.

Shoplifting (Arrest) – On Thursday, June 18, 2014, Officer Michael Eden and Officer Michael Hein responded to Home Depot, located at 244 North Main Street in Forked River, in reference to a shoplifter in custody. The loss prevention employee reported that he observed the suspect, later identified as John M. Sabie of 755 Birch Road in Lanoka Harbor, place two separate items underneath his sweatshirt in an attempt to conceal them. John Sabie attempted to exit the building without paying for the items. The shoplifted items included a container of 40 GRK Lag Screws and a container of 1,000 Prime Guard Max Paper Tape Offset Round Head Framing Nails. The total value of the items is $146.44. John Sabie was placed under arrest and transported to Lacey Township Police Headquarters where he was processed and charged with one count of shoplifting.

Counterfeit Money – On Tuesday, June 10, 2014, at 10:29 a.m., Officer Dan Ricciardella responded to the Wawa at 800 Lacey Road in Forked River regarding counterfeit money. The store manager reported that within the prior hour, a white male in his 40’s, paid with three counterfeit $20 bills. The suspect purchased $60 worth of gift cards with the counterfeit money. The store manager also reported that the same suspect did the same thing a half hour prior within another Wawa at 444 Route 9 South in Forked River. He reportedly also passed three counterfeit $20 bills at that store as well. Security video is being obtained through Wawa management.

Warrant (Arrest) – On Tuesday, June 10, 2014, at 4:02 a.m., 34-year-old Laura Mooney, of Burr Street in Barnegat, called 911 to report that her boyfriend, 28-year-old John Sabie, of 755 Birch Road in Lanoka Harbor, was unconscious in the woods between Cedar Drive and the Bayberry development in Lanoka Harbor. Laura Mooney reported that 51-year-old Rocco Selig of Cedar Drive in Lanoka Harbor provided her with the information. Officers attempted to make contact with Laura Mooney, but she did not answer her phone and did not come to police headquarters. Officers searched the wooded area for several hours but were not able to locate John Sabie. Officers spoke with Rocco Selig, who denied making the phone call to Laura Mooney and denied knowing John Sabie. Later in the day at 12:15 p.m., Rocco Selig called Lacey Township Police Headquarters to report that he had found John Sabie and walked him to the end of Cedarwood Drive in Lanoka Harbor. Officer Ricciardella responded to the scene and confirmed that the subject was John Sabie. John Sabie had an injury to his head and was transported to Community Medical Center by the Lanoka Harbor First Aid Squad. John Sabie had a $1,000 Toms River Township Municipal Court criminal warrant and was turned over to Toms River Township Police at the hospital. John Sabie also had a $250 Newark traffic warrant, but was released on his own recognizance by their court clerk.

Theft – On Wednesday, June 11, 2014, at 10:30 a.m., Officer Michael Eden met with a resident of the 900 block of Center Street regarding the theft that reportedly occurred between 11:30 p.m. on June 10, 2014 and 6:00 a.m. on June 11, 2014. An unknown person or persons reportedly entered his unsecured garage and stole his Men’s 26 inch black Mongoose Mountain Bike. The bicycle is valued at $200.

Warrant (Arrest) – On Wednesday, June 11, 2014, at 9:06 p.m., Officer Evan Androcy was on patrol when he observed 22-year-old Kyle Pianetti standing outside in front of his residence on Briar Road in Lanoka Harbor. Officer Androcy was aware that Kyle Pianetti had an outstanding $20,000 warrant out of the Ocean County Sheriff’s Department for a parole violation. Officer Androcy approached Kyle Pianetti and placed him under arrest. Kyle Pianetti was arrested and transported to the Ocean County Jail in default of bail.

Warrant (Arrest) – On Thursday, June 12, 2014, at 6:22 p.m., Officer Michael Verwey conducted a motor vehicle stop on Route 9 and Jones Road in Forked River. The driver, 22-year-old Lizette Franco of Sylvan Court in Lakewood, was placed under arrest on the two outstanding warrants. The first warrant was a $350 Toms River Township Municipal Court warrant and the second was a $428 Beachwood Borough Municipal Court warrant. Lizette Franco was issued a summons for driving while suspended and later turned over to Toms River Police Department in default of bail. The Beachwood Borough Municipal Court released her on her own recognizance on their warrant.

Criminal Mischief – The owner of the Forked River House Plaza responded to Lacey Township Police Headquarters to report that an unknown person or persons damaged the mailbox in front of his commercial business. The large stainless steel rectangular mailbox is located on Route 9 in front of the Forked River House Plaza, 121 Route 9 South in Forked River. The owner was not sure when the incident occurred, but the damage was noticed by an employee on Friday, June 6, 2014. The box appeared to have been struck by a vehicle. The value of the damage property is estimated at $1,800.

Warrant (Arrest) – On Friday, June 13, 2014, at 1:00 p.m., Officer John Simonson responded to the area of Meadowlark Beach in Lanoka Harbor in reference to a suspicious automobile that was called in by a concerned citizen. Upon arrival, Officer Simonson located the vehicle and met with the occupant, 39-year-old Lisa M. Morgan, of 28 Anthony Way in Jackson. Investigation at the scene led to the arrest of Lisa Morgan on an outstanding $2,038 Lakehurst Boro Municipal Court criminal warrant and a $401 Millstone Township Municipal Court traffic warrant. Lisa Morgan was unable to post bail and was transported to the Ocean County Correctional Facility.

Drug Distribution (Search Warrant & Arrest) – On the evening of Friday, June 13, 2014, Lacey Township Police Department detectives, with the assistance of the Ocean County SWAT team, executed a search warrant at 1226 Laurel Boulevard, Lanoka Harbor, NJ. The warrant was sought during the investigation of a drug distribution operation. The investigation was conducted by the detectives of the Lacey Township Police Department.
During the search, detectives discovered a quantity of marijuana, packaging equipment, and cash consistent with distribution. The target of the investigation, 22-year-old Randy Clark of 1226 Laurel Boulevard, was arrested at the scene and charged with Distribution of Marijuana. Randy Clark was lodged in the Ocean County Correctional Facility in lieu of $25,000 bail.

Criminal Mischief – On Friday, June 13, 2014, at 10:26 a.m., Officer Michael Hein responded to 1815 Beach Boulevard in Forked River, in reference to criminal mischief to a motor vehicle. The owner reported that between 12:00 a.m. and 10:00 a.m. on June 13, 2014, an unknown person or persons damaged the front passenger door handle of her vehicle. The vehicle was parked in the driveway of the residence when the incident occurred. A piece of plastic was broken off and was found lying on the driveway next to her vehicle. The damage is estimated at $50.

Warrant (Arrest) – On Monday, June 16, 2014, at 7:13 p.m., Officer Charles May responded to the area of Bay Way and Maple Road in Lanoka Harbor in reference to a complaint of possible drug activity. The caller reported that a male subject on a bicycle had just made a hand to hand transaction with a female who was on foot. Upon arrival, Officer May met with 31-year-old Kalif A. Dollard of 409 Forrest Avenue in Lanoka Harbor. Investigation at the scene led to the arrest of Kalif Dollard on an outstanding $8,739 Ocean County Sheriff’s Department child support warrant. Kalif Dollard was transported to Lacey Township Police Headquarters and then to Ocean County Correctional Facility in default of the bail.

Additional Burglary Charges – As reported previously, 26-year-old Melanie Callari of 418 Penn Avenue North in Forked River was arrested on Monday, June 2, 2014, for Burglary and Theft. Melanie Callari was committed to the Ocean County Correctional Facility. Continuing investigation by Lacey Township detectives has resulted in Melanie Callari being charged on Monday, June 9, 2014, with four additional residential burglaries. Detectives were able to match jewelry pawned in Atlantic City to various burglaries committed in Lacey Township. Bail on the additional charges was set at $50,000 as Melanie Callari remains committed to the Ocean County Correctional Facility. Property from the various burglaries was recovered and returned to the victims.

Theft – On Tuesday, June 3, 2014, at 12:43 p.m., Officer Michael Hein responded to Bicycles Unlimited, 407 Lacey Road in Forked River, for a report of theft. The business owner reported that between 4:00 p.m. on Sunday, June 1, 2014, and 12:00 p.m. on Tuesday, June 3, 2014, an unknown person or persons stole the air conditioning compressor from the rear of the building. The air conditioning compressor, located at the far east of the building near Briggs Avenue was completely removed. The stolen air conditioning compressor is a Carrier model 38CKC048370 valued at $2,800.

Criminal Mischief, Burglary & Theft from a Vehicle – On Wednesday, June 4, 2014, at 10:16 a.m., Officer Keith Pearce responded to Kauai Drive in Forked River for a radio stolen from a vehicle. The victim reported that during the overnight hours, an unknown person or persons smashed the rear window of his 2005 Jeep Wrangler while it was parked in the driveway of the residence and stole the face plate to his Sony RMX201 stereo. The damage to the vehicle is estimated at $300 and the stolen face plate is estimated at $160.

Burglary & Theft from a Residence – On Wednesday, June 4, 2014, at 1:22 p.m., Officer Keith Pearce responded to Bay Way in Lanoka Harbor in reference to a burglary. The resident reported that an unknown person or persons burglarized her home between May 30, 2014, and Wednesday, June 4, 2014. Entry was made through a basement window that had been forced open from the outside. Several rooms appeared to have been ransacked and approximately $25,000 worth of jewelry was reported stolen. The resident also reported that her detached garage and car were entered as well. Ocean County Sheriff’s Department Criminalistics Investigation Unit responded and the Lacey Township Detective bureau is investigating.

Shoplifting & Warrant (Arrests) – On Wednesday, June 4, 2014, at 4:42 p.m., Officer Dimitri Tsarnas responded to Walmart in reference to shoplifting. The loss prevention employee reported that he observed a male, later identified as Robert Cragg Jr., attempt to shoplift merchandise that had not been purchased. The shoplifted merchandise included fishing lures. Six outstanding warrants were also located for Robert Cragg, Jr. The warrants included a $100 and a $250 Camden City Municipal Court warrants, two $1,000 Trenton Municipal Court warrants, and two $500 Burlington City Court warrants. Robert Cragg, Jr. was placed under arrest and transported to Lacey Township Police Headquarters. Robert Cragg, Jr. was charged with Shoplifting and Judge Damian Murray set bail at $2,500. Robert Cragg was unable to post bail and was transported to the Ocean County Jail.

Uttering a Forged Document & Criminal Attempt Fraud (Arrest) – On Wednesday, June 4, 2014, at 1:19 p.m., Officer John Simonson, responded to the CVS Pharmacy at 700 Route 9 in Lanoka Harbor in reference to a fraud. The pharmacy manager reported that a female, later identified as 54-year-old Ann Martin of 644 East Arverne Avenue in Ocean Gate, NJ, provided the pharmacy with a fraudulent prescription. Ann Martin provided the pharmacist with a prescription for 120 Percocet 325mg tablets from a doctor located in Eatontown, NJ. The pharmacist reported that the prescription showed signs of irregularity, so she contacted the listed doctor’s office and was informed that Ann Martin was not a patient of their office and was not prescribed Percocet by their doctor. Officer Simonson spoke with the doctor’s office as well and confirmed that the prescription was fraudulent. Ann Martin was placed under arrest and transported to Lacey Police Headquarters where she was processed and charged with Uttering a Forged Document and Criminal Attempt to Obtain CDS by Fraud.

DUI (Arrest) – On Wednesday, June 4, 2014, at 11:52 p.m., Officer Dimitri Tsarnas conducted a motor vehicle stop on Pine Street in Forked River after observing the vehicle turn directly into the path of an oncoming car on Lacey Road. Investigation at the scene led to the arrest of 60-year-old Robert Bair of Lakeside Drive North in Forked River for DUI. The vehicle was impounded pursuant to John’s law. Robert Bair was processed and was issued summonses for DUI, Reckless Driving, and Failure to Maintain Lane.

Burglary & Theft from a Residence – On Thursday, June 5, 2014, at 11:34 a.m., Officer Keith Pearce responded to 592 Vaughn Avenue in Forked River in reference to a burglary of a residence. The resident reported that during the past two weeks an unknown person or persons burglarized his home and stole a camera and toolbox. The actor gained entry to the residence by cutting a window screen and climbing in through an unlocked window.

Theft – On Thursday, June 05, 2014, at 6:48 p.m., Officer Dimitri Tsarnas and Officer Michael Verwey responded to the Yummy Yummy Chinese Restaurant located at 725 Route 9 South in Forked River for a report of theft. The owner reported that an unknown person stole the tip jar and ran out of the front door. The owner reported that he chased the subject into a wooded but had to stop after he injured his foot. The suspect was described as a white male, approximately 5’06” tall, 16-20 years of age, shoulder length brown hair, and was wearing a striped sweatshirt.
Officer M. Verwey canvassed the area for the suspect and located three juvenile males near the intersection of South River Drive and Nantucket Road in the Forked River section of the township. One of the males was sweating profusely as if he just been running. Upon questioning the suspects separately it was determined that the male subject that was sweating had stolen the tip jar. The suspect was taken into custody and brought to police headquarters where he was turned over to the custody of his father. He was charged with theft of $33.19 on a juvenile complaint. All of stolen property was recovered and turned over to the store owner.

Traffic Accident – On Friday, June 6, 2014, at 10:04 a.m., Officers responded to the intersection of Route 9 and Lacey Road in reference to a two vehicle traffic accident involving a motorcycle. The motorcycle was traveling south on Route 9 and the other vehicle was traveling north on Route 9. As the motorcycle approached the intersection, the other vehicle attempted to make a left turn onto Lacey Road, causing the vehicles to collide in the intersection. The operator of the motorcycle was flown to Jersey Shore Medical Center with serious injury and the passenger of the motorcycle was transported to Community Medical Center with non-life threatening injuries. The operator of the vehicle was not injured. The Lacey Township Police Department Fatal Accident Support Team responded and took over the investigation. The accident is under investigation.

Drug Overdose (Heroin) – On Friday, June 6, 2014, at 7:19 p.m., Officer Michael Verwey and Officer Dimitri Tsarnas responded to the 100 block of Clearwater Drive in Forked River for a report of an unconscious fall victim. The patient, a 46-year-old male from Manchester, NJ, was found lying on the hallway floor unconscious and unresponsive. Lacey Township Emergency Medical Services began CPR and advised the officers that the victim was possibly overdosing on heroin. Officer Michael Verwey administered Naloxone, but the patient did not respond. Paramedics arrived on scene and began advanced life support. He was transported to Community Medical Center by Lacey Township EMS and paramedics. The other occupants of the residence were interviewed by the officers. They indicated that Chad Williams went into the bathroom and after several minutes they heard him fall and found him on the floor unconscious. Five syringes, one wax fold of Heroin, and one glass smoking pipe containing resin suspected to be crack cocaine were found in the bathroom where he fell unconscious. The items were seized. The Lacey Township Detective Bureau and the Ocean County Prosecutors Office were notified. Child Protective Services was notified as a result of a 9-year-old child being present in the home during the incident. The Overdose Prevention Act of 2013 prohibits charges being filed for the possession and use of the CDS.

Drug Overdose (Heroin) – On Friday, June 6, 2014, at 8:10 p.m., Officer Noah Schaffer, Officer Robert Duffy, and Officer Andrew Slota responded to the 500 block of Nantucket Road in Forked River in reference to a possible Heroin overdose. The caller indicated that a 23-year-old female from Forked River was lying on the bathroom floor unconscious, unresponsive and possibly not breathing. Officer Noah Schaffer immediately administered Naloxone to the female who regained consciousness approximately a minute later. The female informed officers that she utilized a hypodermic needle to “shoot” Heroin into her neck. The needle was turned over to Officer Schaffer and was submitted into property. She was transported to Community Medical Center by Lacey Township EMS and paramedics. The Lacey Township Detective Bureau and the Ocean County Prosecutors Office were notified of the incident. The Overdose Prevention Act of 2013 prohibits charges being filed for the possession and use of the CDS.

Shoplifting – On Friday, June 6, 2014, Officers responded to two separate incidents of shoplifting. The first incident occurred at 9:00 p.m. at the Spirits Unlimited located at 3 Lacey Road in Forked River. The store clerk reported that three black males stole two bottles of liquor from the store. The clerk reported she noticed that two of the suspects appeared to have items concealed under their clothing as they left the store and upon checking the area she observed empty boxes of Jonnie Walker Black left on the shelf. Upon confirming that the items had been stolen, the suspects had already fled the scene in a silver Nissan Altima. The total value of the stolen alcohol is $93.
The second incident occurred at 9:23 p.m. at JR’s liquors located at 1000 Lacey Road in Forked River. The employee reported that three black males entered the store and were acting suspiciously. As customers were informing her that the subjects were acting suspiciously, they had exited the store and fled in a Nissan. Upon reviewing the video surveillance it was determined that nine bottles of alcohol from a shelf located near the front door of the business had been stolen, which included seven 750ml bottles of Johnny Walker Black and two 1.75L bottles of Johnny Walker Black with a total value of $451.
The owner of the store also reported that a similar incident occurred at approximately 8:45 p.m. at his other store, Lacey Liquors located at 349 Route 9 in Forked River. Three black males entered the store and one of the suspects attempted to conceal a bottle of alcohol in his pants. A store employee confronted the suspect, who subsequently put the bottle down and left the store with the other two suspects. The incidents are under investigation. The registered owner of the suspect vehicle resides in Haledon, NJ.

Warrant (Arrest) – On Saturday, June 7, 2014, at 5:39 p.m., Officer Charles May and Michael Verwey responded to 103 Chestnut Lane in Forked River to serve a $500 Lacey Township criminal warrant on 43-year-old Ronald Schmidbauer who resides at that address. Ronald Schmidbauer was located and placed under arrest. Ronald Schmidbauer was transported to Lacey Township Police Headquarters where he was processed before being transported to the Ocean County Correctional Facility in default of bail.

Burglary & Theft (Residence) – On Sunday, June 8, 2014, at 12:25 p.m., Officer Robert Flynn responded to the 800 block of Rogers Street in Lanoka Harbor in reference to a residential burglary. The resident reported that between 8:30 a.m. and 2:00 p.m. on Saturday, June 7, 2014, an unknown person or persons entered the locked residence and stole two prescription bottles from the bathroom medicine cabinet. One bottle contained approximately 10 pills of Codeine and the other contained approximately 10 pills of Percocet. The prescription medication was valued at $30. The resident also reported that $200 in cash was missing from a bedroom dresser. No signs of forced entry could be located. The Lacey Township detective Bureau was notified of the incident.

Theft from a Boat & Warrant (Arrest) – On Sunday, June 8, 2014, at 11:09 a.m., Officer Scott Keefe responded with Officer Jeffrey Slota and Officer Dan Ricciardella to the Laurel Harbor Marina in reference to a male subject who was burglarizing boats. The caller reported that the suspect was stealing alcohol from inside of the boats. Upon arrival, officers located the suspect, 52-year-old Joseph A. Marrocco of 354 Yorktown Drive in Forked River. Investigation at the scene led to the arrest of Joseph A. Marrocco for burglary of a boat and theft of a bottle of Three Olives “Loopy” Vodka valued at $28.00. Two Spring Lake Heights Municipal Court arrest warrants were also located for Joseph Marrocco. He was transported to Lacey Township Police Headquarters where he was processed and charged with burglary and theft. Judge Damian Murray set bail at $15,000 with no 10% option. Joseph Marrocco was transported to the Ocean County Correctional Facility in default of bail.

Theft – On Monday, June 2, 2014, at 6:46 p.m., Officer Adam Ewart responded to the Kohls store located at 304 Route 9 North in Forked River for a theft report (Non-shoplifting). The victim reported that she was shopping at Kohl’s and left at approximately 6:20 p.m. After returning her shopping cart and preparing to walk to her car, she realized that she left her Coach wallet containing $100 in cash, credit cards, and her car keys in the shopping cart. When the victim returned to the shopping cart area the items were missing. The victim notified the store manager who reviewed the video surveillance. The video revealed that shortly after the victim returned her shopping cart, an unknown adult female used the same shopping cart to shop in the store. The unknown female was later observed walking the cart to her vehicle in the parking lot and placing the items inside her vehicle. The unknown female left the parking lot with the wallet and keys. The vehicle that the female left in is described as a silver or grey mid 90’s Chevrolet Tahoe SUV. The female appeared to be in her 30’s or 40’s and had long dark hair. No further description is available at this time. The theft is estimated at $580.

Warrant (Arrest) – On Monday, June 2, 2014, at approximately 5:34 p.m., Officer Scott Keefe was conducting an investigation at police headquarters. During the course of the investigation, 33-year-old Michelle Mintchwarner of Kimberley Court in Forked River responded to police headquarters to meet with Officer Keefe. An outstanding Stafford Township Municipal Court Warrant in the amount of $750 was located for Michelle Mintchwarner. Michelle Mintchwarner was arrested on the warrant and processed. She was released after posting bail.

Warrant (Arrest) and Traffic Accident – On Monday, June 2, 2014, at 3:43 p.m., Officers responded to Lacey Road in front of Lacey Police Headquarters (808 W. Lacey Road in Forked River) for a one-car traffic accident. The vehicle left the roadway and struck a street sign. Investigation at the scene led to the arrest of the driver, identified as 38-year-old Thomas Britton of Asbury Avenue in Ocean Gate, NJ, on an outstanding Ocean County Sheriff’s Department warrant in the amount of $37,667. Thomas Britton was transported to the Ocean County Correctional Facility in default of bail. As a result of the traffic accident, Thomas Britton was issued traffic summonses for Driving while Suspended and Careless Driving.

Criminal Trespass and Warrant (Arrest) – On Monday, June 02, 2014, at 11:52 a.m., officers responded to the 400 block of Penn Avenue North in Forked River for a report of an adult female having forced her way into a residence through a locked front storm door. The victim reported that she observed the female peering through several windows before making her way to the front door. The accused female reportedly forced open the locked front storm door to enter the residence. The victim, who was within the residence at the time, confronted the accused, identified as 26-year-old Melanie Callari of Penn Avenue North in Forked River, as she (Melanie Callari) was walking up the interior stairs to the second floor of the home. The victim contacted this agency. Melanie Callari was arrested at the scene by Officer Anthony Sarno for forcing her way into the residence (Criminal Trespass). Melanie Callari was also found to have an active municipal court warrant. Detective Robert Surtees and Detective Samuel Della Sala assumed control of the follow-up investigation. Melanie Callari was found to have moved back into Forked River from Lodi, NJ, two months prior to this incident. M. Callari was quickly identified as a suspect in other burglaries which occurred over the past two months within Lacey Township. Investigative evidence collected from other burglary scenes provided detectives with sufficient cause to charge Melanie Callari with multiple counts of burglary, as well as theft and criminal trespass of a dwelling. See below entries for further details. The Lacey Township Police Department detectives are continuing the investigation to determine if Melanie Callari was involved in any additional burglaries. Melanie Callari was transported to the Ocean County Correctional Facility in default of the bail. Additional charges are pending.

Warrant (Arrest) – On Sunday, June 1, 2014, at 7:59 p.m., Officer Darrell Nick was investigating a road rage incident on Devon Street in Forked River. During the follow up investigation at police headquarters, it was discovered that one of the involved parties, identified as 19-year-old Nicholas Martinez of Devon Street in Forked River, had two outstanding warrants for his arrest. Warrant number one (1) was issued from the Manchester Township Municipal Court in the amount of $350 and warrant number two (2) was issued by the Lacey Township Municipal Court in the amount of $500. Nicholas Martinez was unable to post bail and was transported to Ocean County Correctional Facility in default of bail.

Criminal Restraint, Aggravated Assault, Resisting Arrest, and Obstructing (Arrest) – On Sunday, June 1, 2014, at 3:04 p.m., officers responded to Surrey Court in Forked River for a dispute involving possible criminal restraint. Sergeant Paul Sullivan located the involved suspect who was identified as 26-year-old John O’Neill of Surrey Court in Forked River. An investigation at the Surrey Court residence in the Pheasant Run development resulted in a determination that John O’Neill was going to be placed under arrest for criminal restraint of another. When John O’Neill was informed that he was under arrest, he fled the area on foot. Sergeant Sullivan pursued him on foot. Sergeant Sullivan and Officer Daniel Ricciardella were able to apprehend John O’Neill. John O’Neill physically resisted arrest and assaulted Sergeant Sullivan. John O’Neill was handcuffed and then transported to Lacey Township Police Headquarters where he was processed and charged with Criminal Restraint, Obstructing the Administration of Law, Resisting Arrest, and Aggravated Assault on a Law Enforcement Officer. John O’Neill had his total bail set in the amount of $25,000. John O’Neill was transported to the Ocean County Correctional Facility in lieu of bail. The involved officers received minor injuries.

DUI (Arrest) – On Sunday, June 1, 2014, at 12:02 a.m., Officers responded to the 400 block of Bay Way in Lanoka Harbor for a report of a possible overdose. During the investigation, Officer Michael Verwey determined that 42-year-old Lawrence Pater, Jr., of Briggs Avenue in Forked River, was driving while under the influence of CDS. Lawrence Pater, Jr., was arrested for DUI. He was later issued summonses for DUI, Reckless Driving, Driving with a Suspended Driver’s License, and Driving without a License. The vehicle Lawrence Pater, Jr. was operating was impounded pursuant to John’s Law.

Burglary and Theft (Residential Shed) – On Sunday, June 1, 2014, at 11:18 a.m., Officer Daniel Ricciardella responded to the 800 block of Oxgoose Drive in Lanoka Harbor for a theft report. The complainant reported that between December 1, 2013, and June 1, 2014, an unknown person or persons entered his shed and stole property including but not limited to a 17 foot canoe, a generator, an air compressor, batteries, and various tools, with a total value of $5,259. There were no signs of forced entry to the shed.

Burglary and Theft (Residence) – On Saturday, May 31, 2014, at 5:56 p.m., Officer Scott Keefe responded to the 1100 block of Skiffway Drive in Forked River in reference to a burglary and theft from an unoccupied residence. The complainant reported that between Wednesday, May 14, 2014, and Saturday, May 31, 2014, $450 worth of tools were stolen from his residence. The tools were described as SkilSaw worm drive saw, a black and gray nylon tool caddy, and other miscellaneous hand tools. There were no signs of forced entry.

Criminal Mischief (Auto) – On Saturday, May 31, 2014, at 5:41 p.m., Officer Scott Keefe responded to the 800 block of Harbor Road in Forked River for damage to a vehicle. The complainant reported that between 8:00 a.m. on May 21, 2014, and 5:30 p.m. on May 31, 2014, an unknown person or persons placed a piece of concrete on the sunroof of his vehicle while parked in the driveway, causing several scratches. Damage is estimated at $500.

Multiple Warrant (Arrests) – On Saturday, May 31, 2014, at 2:03 p.m., Officer Anthony Sarno conducted a traffic stop on Lake Barnegat Drive in Forked River. Investigation at the scene led to the arrest of the driver, identified as 21-year-old Heath Higgins of Edgemere Avenue in Forked River, on an outstanding warrant issued by the Lakehurst Borough Municipal Court. In addition, a passenger in the vehicle, identified as 22-year-old Stephen Jost ofNorth Central Parkway in Bayville, NJ, also had a Lakehurst Municipal Court warrant for his arrest. Both subjects were arrested and transported to police headquarters. A short time later, Heath Higgins’ brother, 23-year-old Jonathan Higgins, of Edgemere Avenue in Forked River, responded to police headquarters to post his brother’s bail and was subsequently arrested on a Beachwood Township Municipal Court warrant. All three subjects posted bail and were later released.

DUI (Arrest) – On Saturday, May 31, 2014, at 12:36 a.m., Officer Dimitri Tsarnas conducted a traffic stop on Lacey Road near Lake Barnegat Drive in Forked River. Investigation at the scene led to the arrest of the driver, identified as 38-year-old Christopher G. Bartow ofOakwood Village in Flanders, NJ, for DUI. Christopher Bartow was transported to Lacey Police Headquarters and processed. He was released after receiving traffic summonses for DUI, Reckless Driving, and Failure to Maintain Lane. The vehicle Christopher Bartow was operating was impounded pursuant to John’s Law.

Attempted Burglary (Residence) – On Friday, May 30, 2014, at 6:22 p.m., Officer Scott Keefe responded to the 1200 block of Taylor Lane in Forked River for an alarm activation. The homeowner reported that at 5:30 p.m. on Friday, May 30, 2014, she received a phone call from her alarm company advising her that her residential burglar alarm had been activated. She responded home approximately a half hour later and observed both of her backyard fence gates, which back up to the walking path, wide open and a window screen from a rear window lying on the ground with part of the screen torn. The window was locked and not damaged and the residence was not entered. No other signs of forced entry were located. The incident is under investigation.

DUI (Arrest) – On Friday, May 30, 2014, at 12:38 p.m., Officer Anthony Sarno responded to the parking lot of JT’s Bagel, located at 918 Lacey Road in Forked River, for a report of a female slumped over the wheel inside a parked vehicle. Lieutenant Christopher Kenny responded to assist. Investigation at the scene led to the arrest of 53-year-old Shelly A. Smialowicz of Veronica Court in Lanoka Harbor for DUI. She was transported to police headquarters and processed. Shelly Smialowicz was released after receiving traffic summonses for DUI and Reckless Driving. The vehicle Shelly Smialowicz was operating was impounded pursuant to John’s Law.

Theft – On Friday, May 30, 2014, at 12:21 p.m., Officer Daniel Ricciardella responded to Convexserv Technology in the Village Green Shopping Plaza, located at 118 Route 9 North in Forked River, in reference to a theft of an air conditioner condenser. The manager reported that over the last two weeks an unknown person or persons stole the air conditioning compressor from the central air conditioning unit behind the business. The air conditioning unit is valued at $3,000.

Theft – On Friday, May 30, 2014, at 11:58 a.m., Officer Scott Keefe responded to Tony’s General Merchandise, located at 1015 Lacey Road in Forked River, for a report of a theft. The employees reported that between Thursday, May 29, 2014, and Friday, May 30, 2014, an unknown person or persons stole the air conditioning unit behind the River Church unit of the plaza. The employee reported that a customer had seen a brown mustang parked on the side of the complex prior to the time that the theft is believed to have occurred. No additional information regarding the Mustang or occupants was provided by the customer. The air conditioning unit is valued at $3,200.

Burglary and Theft from Residence –On Friday, May 30, 2014, at 10:11 a.m., Officer Anthony Sarno responded to the 500 block of Brentwood Road in Forked River in reference to a burglary. The victim reported that someone stole jewelry from her residence between Wednesday, May 28, 2014, and Friday, May 30, 2014. The victim reported that on Thursday, May 29, 2014, she came home for lunch and observed that her garage door was open. The victim thought that she did not properly close the door and did not see any signs of a burglary at that time. She did not notice her jewelry missing until the next morning. The jewelry box was still closed as she had left it but items were missing from inside. No signs of forced entry could be located and nothing else in the house appeared to be disturbed. Twenty (20) pieces of jewelry valued at a total of $7,420 were reported stolen. The Lacey Township Police Detective Bureau responded to the scene. On Monday, June 2, 2014, the Lacey Township Police Department concluded its investigation into the above burglary and arrested 26-year-old Melanie R. Callari of 418 Penn Avenue North in Forked River. She was charged in this incident with Burglary and Theft with bail set at $15,000.00 with no ten percent. Melanie Callari was lodged in the Ocean County Correctional Facility in default of bail.

Theft – On Friday, May 30, 2014, at 9:35 a.m., Officer John Cernek responded to the 700 block of Chesapeake Drive in Forked River for a theft report. The complainant reported that within the past week an unknown person or persons stole a grey vinyl boat seat cover off of his boat which was docked in the water behind his residence. The value of the cover is estimated at $500.

Burglary and Theft of a Residence (Arrest) – On Thursday, May 29, 2014, at 8:00 p.m., a resident of the 1700 block of Fleetwood Drive in Forked River reported that earlier that morning, she discovered the door leading from her garage to the interior of her residence was pried open and a metal lock box containing prescription medications was stolen from a bedroom. The victim was able to successfully provide the name and information of a female suspect who was known to the victim. Officer Noah Schaffer located 27-year-old Julie A. Knoeringer at her home, located on the 1700 block of Longwood Drive in Forked River at 1:45 a.m. on Friday, May 30, 2014. Officer Schaffer placed her under arrest for burglary and theft. Julie Knoeringer also had two outstanding warrants. Warrant number one (1) was issued from the Beachwood Municipal Court in the amount of $500.00 and warrant number two (2) was issued from the Lacey Township Municipal Court in the amount of $500. Julie Knoeringer was transported to police headquarters and processed. She was charged with burglary and theft with bail was set in the amount of $25,000 with no 10% option. Julie Knoeringer was lodged in the Ocean County Correctional Facility in default of bail.

Warrant (Arrest) – On Thursday, May 29, 2014, at 1:15 p.m., Officer Frederick Anderson responded to Wawa, located at 444 Route 9 South in Forked River, in reference to a suspicious male subject in the front of the store. Upon arrival, Officer Anderson met with the male subject, identified as 22-year-old Ryan Territo of H Street in Carneys Point, NJ. Investigation at the scene led to the arrest of Ryan Territo for an outstanding warrant issued from the Toms River Municipal Court in the amount of $726. Ryan Territo was transported to Police Headquarters and processed. He was released after posting bail.

Criminal Mischief (Auto) – On Thursday, May 29, 2014, at 9:54 a.m., Officer Frederick Anderson responded to headquarters for a criminal mischief report. The complainant reported that within the past week, an unknown person or persons placed a screw in one of her vehicle’s tires while the vehicle was parked in the driveway of her residence located on the 400 block of Nautilus Boulevard in Forked River. The cost to remove the screw and plug the tire was estimated at $10. The complainant reported that this is not the first time and believes that an unknown person or persons has been purposely putting nails and screws in her driveway.

Shoplifting and Warrants (Multiple Arrests) – On Wednesday, May 28, 2014, at 3:57 p.m. Officers Noah Schaffer and Michael Hein responded to Walmart, located at 580 Route 9 North in Lanoka Harbor, for two adult shoplifters in custody. Investigation at the scene led to the arrest of 26-year-old Heather Cavallaro of Angelsea Avenue in Ocean Gate, NJ, for shoplifting merchandise with a total value of $847. In addition, she had two outstanding Ocean Gate Municipal Court warrants for her arrest. Warrant number one (1) was in the amount of $250, and warrant number two (2) was also in the amount of $250. In addition to her arrest, 27-year-old Richard Payton of Angelsea Avenue in Ocean Gate, NJ, was also arrested at the scene for shoplifting merchandise valued at $847. Richard Payton was also found to have four (4) outstanding warrants for his arrest. Warrant number one (1) was issued from the Ocean County Sheriff’s Department in the amount of $20,000 and warrant number two (2) was a no-bail warrant issued from the Atlantic County Sheriff’s Department. Warrant number three (3) was issued from the Lacey Township Municipal Court in the amount of $1,000 and warrant number four (4) was issued from the Barnegat Township Municipal Court in the amount of $250. The investigation at the scene continued and resulted in an additional arrest outside in the parking lot. A third subject, identified as 30-year-old Angeline Hatch of Rosewood Drive in Beachwood, NJ, was arrested for Possession of Heroin and Possession of a Hypodermic Needle. All three were transported to police headquarters and processed. Angeline Hatch was released after receiving a criminal summons for Possession of Heroin and Possession of a Hypodermic Needle. Heather Cavallaro was charged with Shoplifting with bail set at $500. Richard Payton was charged with Shoplifting along with one count of Hindering his own Apprehension for providing false information at Walmart in an attempt to conceal his identity. His bail was also set at $500. Both subjects were transported to the Ocean County Correctional Facility in default of bail.

Possession of Burglary Tools and Drug Possession (Arrests) – On Wednesday, May 28, 2014, at approximately 12:00 p.m., Detective Robert Surtees observed a black, 4-door, Kia Optima with tinted windows which matched a description provided in a recent burglary investigation in the Pines Section of Forked River. The vehicle was observed stationary on a side street in the area of Bay Way in Lanoka Harbor. After observing the vehicle pick up a male subject who was walking all dressed in black with a black back-pack, Detective Surtees stopped the vehicle on Bay Way. Investigation at the scene led to the seizure of the vehicle to obtain a search warrant. After completing the five hour process of obtaining the search warrant and the corresponding search, both 25-year-old Mellisa Reed of Garfield, NJ, and 24-year-old Thomas Lomonico of Toms River, NJ, were placed under arrest. Thomas Lomonico was charged with possession of burglary tools while Melissa Reed was charged with Possession of CDS (Oxycodone). They were both released after receiving a criminal summons. The investigation is continuing.

Warrant (Arrest) – On Wednesday, May 28, 2014, at 11:04 a.m., Officer Frederick Anderson observed Shannon Augustino in the area of Chelsea Street and Williams Avenue in Forked River. Officer Anderson identified two active Lacey Township Municipal Court warrants for Shannon Augustino. Warrant number one was in the amount of $300 and the second warrant was also for $300. Shannon Augustino was placed under arrest and was subsequently transported to the Ocean County Correctional facility in default of bail.

Criminal Mischief (Auto) – On Tuesday, May 27, 2014 at 3:00 p.m., Officer Michael Hein responded to the 500 block of Baldwin Street in Forked River for damage to a vehicle. The complainant reported that between 6:30 a.m. and 2:30 p.m. on May 27, 2014, an unknown person or persons damaged her vehicle while it was parked in the teachers’ parking lot of the Lacey Township High School located at 73 Haines Street in Lanoka Harbor. Scratches were observed around the outside of her rear windows. The damage to the vehicle is estimated at $100.

Burglary of Residence (Arrest) – On Tuesday, May 27, 2014, at 11:45 a.m., Officer Michael Eden responded to the 400 block of Steuben Avenue in Forked River for a possible burglary. The complainant reported that approximately 10 minutes prior to contacting the police department, she observed and spoke with a white female who attempted to enter her residence through her bathroom window. The complainant reported that she told the female to get out of her residence and meet her in the front yard and the suspect complied. The female suspect met the homeowner in the front yard and told the homeowner that she thought the house was her friend’s home. The suspect reportedly stated that her friend was in the hospital and she was there to take care of the dogs. After the brief conversation, the suspect left the area on foot. The homeowner called the police after the female subject was out of the area. The Lacey Township Police Detective Bureau and Ocean County Sheriff’s Department Criminalistics Investigation Unit responded to the scene. On Monday, June 2, 2014, upon the completion of the investigation, the Lacey Township Police Department arrested 26-year-old Melanie R. Callari of 418 Penn Avenue North in Forked River for the above incident. She was charged with Criminal Trespass of a Dwelling with bail set at $2,500 with no ten percent. Melanie Callari was lodged in the Ocean County Correctional Facility in lieu of bail.

Warrant (Arrest) – On Tuesday, May 27, 2014, at 1:58 a.m., Officer George Resetar conducted a traffic stop on Holmes Avenue near Lacey Road in Forked River. Investigation at the scene led to the arrest of the driver, identified as 53-year-old Lisa Bell of Elwood Street in Forked River, on an outstanding warrant issued from the Ocean Township (Ocean County) Municipal Court in the amount of $89. Lisa Bell was transported to police headquarters and processed. She was released after posting bail. Lisa Bell was also issued a traffic summons for Driving While Suspended.
