Endangering the Welfare of a Child (Arrests) – On late Friday night, October 17, 2014, into the early morning hours of Saturday, October 18, 2014, the Lacey Township Police Department initiated a thorough investigation into a report of a party involving at least eight youth between the ages of 13 to 14 engaging in the heavy consumption of hard alcohol while also smoking Marijuana at 611 Clairmore Avenue in Lanoka Harbor. The report came from a concerned parent who reportedly found her daughter highly intoxicated at the residence. The young girl was brought by the mother to police headquarters at 12:23 a.m. on Saturday, October 18, 2014, where Lacey EMS responded and transported the girl to Community Medical Center for immediate medical attention. Officer Michael Verwey, Officer George Resetar, and Sergeant Ronald Buxton responded to 611 Clairmore Avenue to further investigate the concern. Upon arrival at the residence, officers found numerous 13 and 14 year old youths who were visibly intoxicated and showing signs of impairment due to alcohol and Marijuana. The parents of each juvenile were contacted and subsequently responded to police headquarters to take custody of their children. The Division of Child Protection and Permanency (formerly known as DYFS) was contacted as well. Officer Michael Verwey, with the assistance of representatives of the Ocean County Prosecutor’s Office, conducted a thorough criminal investigation in the hours and days that followed due to a concern that adults at the residence may have actually engaged in supplying the hard alcoholic beverages (Fireball Whisky & Vodka) as well as allegedly teaching some of the young teens how to smoke Marijuana from a “bong.”The investigation culminated in a search warrant being executed at the residence of Brian Smith and Tammy Smith at 611 Clairmore Avenue in Lanoka Harbor, NJ, during the evening hours of Tuesday, October 21, 2014. Investigators from the Ocean County Prosecutor’s Office as well as the Ocean County Sheriff’s Department Criminal Investigations Unit (CIU) assisted Officer Verwey with the search warrant execution. Based on information obtained during the investigation and evidence collected at the residence, Officer Michael Verwey arrested 36-year-old Brian Smith and 34-year-old Tammy Smith for 3rd degree Endangering the Welfare of a Child, 6 Counts of Providing Alcoholic Beverages to Minors, and one count of Possession of Drug Paraphernalia. Judge Damian Murray set bail at $25,000 for Brian Smith and $25,000 for Tammy Smith for the 3rd degree Endangering the Welfare of a Child charge. A representative from the Division of Child Protection & Permanency also initiated a continuing investigation into the matter. Both Brian Smith and Tammy Smith were transported to Ocean County Correctional Facility in lieu of bail.

Eluding – Wanted Person (Arrest) – On Tuesday, October 21, 2014, at 3:48 a.m., Officer Evan Androcy responded to the area of Aloha Drive in reference to two males in Kayaks paddling in the lagoons appearing to be looking at rear of houses. Officer Androcy observed two males exit the lagoon behind the home located at the northwest end of Aloha Drive. Officer Androcy made contact with one of the males who was later identified as 22-year-old Joshua Allotta of 307 5th Street in Waretown. Joshua Allotta informed Officer Androcy that the other subject fled because he was wanted by Lacey Police on an outstanding criminal arrest warrant. Based on Joshua Allotta’s interaction with Officer Androcy, he was later charged with Hindering the Apprehension of a Wanted Person. Officer Androcy found the other subject, 23-year-old Douglas J. McKee Jr. of 701 Tampa Road in Forked River, hiding in the cold water under a dock in the lagoon. Douglas J. McKee Jr. was arrested on a $100,000 Lacey Township criminal warrant for an eluding incident which occurred in the Bamber Lake section of the Township on Monday, October 6, 2014. Douglas J. McKee Jr. was transported to Lacey Police Headquarters where he was processed and then transported to Community Medical Center for treatment. Douglas J. McKee Jr. was transferred to the custody of the Ocean County Sheriff’s Department at Community Medical Center.

Fraud – On Tuesday, October 14, 2014, at 5:42 p.m., Officer Kymberly Gudgeon responded to a Pleasantville Court address in reference to a fraud. The homeowner reported that she received a call from a man identifying himself as “David Hunter” from the number (855) 657-0536. The caller told the resident that her niece had been arrested for a hit and run accident and that she needed to send $3,000 cash to bail her out. The resident stated that a woman then got on the phone who sounded just like her niece and requested that she FedEx the cash immediately to a “Michael Stevens” in Bronx, NY. The subjects had contacted FedEx for the resident to schedule a pickup at her residence. FedEx showed up at her door a short time and provided her with a receipt and tracking number for the package. The resident leaned a short time later that her niece had not contacted her and that it was a scam. Officer Gudgeon had the victim contact FedEx immediately to stop the delivery of the package. FedEx was able to track the package down and subsequently return the cash to her a short time later. The NYPD was notified.

DUI (Arrest) – On Sunday, October 19, 2014, at 1:49 a.m., Officer Dimitrios Tsarnas conducted a traffic stop on Sunrise Boulevard near Oak Lane in Forked River. Investigation at the scene led to the arrest of the driver, identified as 39-year-old Tracey Sangemino of Deer Run Drive N in Barnegat, NJ, for DUI. She was transported to police headquarters and processed. Tracey Sangemino was released after receiving traffic summonses for DUI, Reckless Driving, and Failure to Maintain Lane. The vehicle she was operating was impounded pursuant to John’s Law.

Warrant Arrest – On Saturday, October 18, 2014, at 8:24 p.m., Officer Evan Androcy conducted a traffic stop on Game Farm Road near Route 9 in Forked River. Investigation at the scene led to the arrest of the driver identified as 23-year-old Blake G. Patrovich of Orlando Drive in Forked River for an outstanding warrant. The warrant was issued from the Lacey Township Municipal Court in the amount of $350. Blake Patrovich was transported to police headquarters and processed. He was released after posting bail. Blake Patrovich also received a traffic summons for driving with a suspended driver’s license.

Warrant Arrest – On Saturday, October 18, 2014, at 8:09 p.m., Officer Andrew Slota was on patrol in the area of Lacey Road and Route 9 in Forked River when he observed 25-year-old Vincent G. Maulbeck Jr. walking in the parking lot of Spirit’s Unlimited. Officer Slota believed he had an active warrant for his arrest. Officer Slota learned that Vincent Maulbeck Jr. had a warrant from the Manchester Township Municipal Court in the amount of $439. He was arrested and transported to police headquarters. Vincent Maulbeck Jr. was later turned over to the custody of the Manchester Township Police Department.

Theft (Residence) – On Saturday, October 18, 2014, at 6:17 p.m., Officer John D. Simonson responded to police headquarters for a theft report. The victim reported that between 6:15 p.m. and 11:30 p.m. on Friday, October 17, 2014, an unknown person or persons entered her bedroom and stole approximately $300 in gift cards from her dresser. At the time of the theft the victim was having a party at her residence located on the 200 block of Algonquin Trail in Forked River. The theft is currently under investigation.

DUI and Warrant (Arrest) – On Saturday, October 18, 2014, at 8:05 a.m., Officer John Simonson and Michael Eden responded to the Wawa, located at 800 Lacey Road in Forked River, in reference to a suspicious female. Investigation at the scene led to the arrest of 29-year-old Michelle T. Lobue of Pine Tree Drive in Forked River for DUI. In addition, a warrant was located for her from the Eatontown Municipal Court in the amount of $150. Michelle Lobue was transported to police headquarters and processed. She was later released after receiving traffic summonses for DUI, Reckless Driving, Failure to Exhibit a Driver’s License, and Driving While Suspended. Eatontown Municipal Court provided Michelle Lobue with an ROR. The vehicle Michelle Lobue was operating was impounded pursuant to John’s Law.

Drug Possession – On Friday, October 17, 2014, at 8:42 p.m., Officer Dimitrios Tsarnas conducted a traffic stop on Route 9 near Lacey Road in Forked River. Investigation at the scene led to the arrest of the driver, identified as 27-year-old Luis G. Ortiz of Route 37 West in Toms River, NJ, for Possession of Marijuana. He was transported to police headquarters and processed. Luis Ortiz was released after receiving a criminal summons for Possession of Marijuana. In addition, Luis Ortiz received traffic summonses for Driving While Suspended, CDS in a Motor Vehicle, and for Failing to Exhibit a Valid Insurance Card.

Shoplifting – On Friday, October 17, 2014, at 3:13 p.m., Officer John D. Simonson responded to Walmart located at 580 Route 9 North in Lanoka Harbor for two female juvenile shoplifters in custody. Investigation at the scene led to a 14-year-old female juvenile from Lanoka Harbor being taken into custody for allegedly shoplifting merchandise valued at approximately $16.62. Additionally, a second 14-year-old female juvenile from Forked River was taken into custody for allegedly shoplifting additional items as well. Both female juveniles were transported to police headquarters, charged on juvenile complaints with shoplifting, and released to their respective parents.

Traffic Accident (Quad) – On Friday, October 17, 2014, at 3:01 p.m., Sergeant Vincent Meehan and Officer Michael Eden responded to Bryant Road in the Bamber Lake section of Lacey Township for a quad accident. The quad operator, identified as 71-year-old Robert Moeller from Brooklyn, NY, was traveling on Bryant Road when he lost control and was ejected into the woods. He suffered head and internal injuries at the scene and was transported by Monoc1 helicopter to Jersey Shore Medical Center in Neptune, NJ. The Waretown Fire Department and Monoc paramedics assisted.

Traffic Accident (Motorcycle) – On Friday, October 17, 2014, at 2:20 p.m., Officers Michael Eden and Frederick Anderson were dispatched to the 600 block of Lake Barnegat Drive North in Lanoka Harbor for a motorcyclist struck. The investigation revealed that the motorcyclist, identified as 55-year-old Gaetano Papa of Bayville, NJ, was traveling south on Lake Barnegat Drive when he was struck by a vehicle traveling northbound on Lake Barnegat Drive attempting to make a left turn into a driveway. The vehicle was being operated by 52-year-old Elisabeth Henwood of Lanoka Harbor, NJ. The Lanoka Harbor EMS and Monoc paramedics responded to the scene. Gaetano Papa suffered a severe leg/foot injury and was transported to Jersey Shore Medical Center in Neptune, NJ, by Lanoka EMS. The Lacey Township Police Accident Investigation Team responded. Officer George Resetar is the investigating officers. The issuance of traffic summonses is pending the conclusion of the investigation.

Burglary and Theft – On Thursday, October 16, 2014, at 1:43 p.m., Officer Robert Flynn responded to the 2100 block of Leguene Avenue in Forked River for a theft. The victim reported that between the overnight hours of Wednesday, October 15, 2014, into Thursday, October 16, 2014, an unknown person or persons entered her unlocked garage and stole property including but not limited to an iPhone dock, and iPhone charger, and iPhone headphones with an estimated total value of $130.

Warrant Arrest – On Thursday, October 16, 2014, at 1:42 p.m., Officer Anthony Sarno responded to the 1200 block of Ocean Street in Forked River for a dispute. Investigation at the scene led to the arrest of 22-year-old Zachery Kochel of Illinois Avenue in Waretown, NJ, on two outstanding warrants. The first warrant was a no bail warrant issued from the Ocean County Sheriff’s Department and the second warrant was issued from the Pine Beach Municipal Court in the amount of $500. Zachary Kochel was unable to post bail and was lodged in the Ocean County Correctional Facility.

Theft and Criminal Mischief – On Tuesday, October 14, 2014, at 7:11 p.m., Officer Adam Ewart responded to the 500 block of Buttonwood Drive in Lanoka Harbor for reports of theft and criminal mischief. The complainant reported that within the past two weeks, an unknown person or persons slashed the front left tire of his enclosed trailer while it was parked in the driveway of his residence. The damage is valued at $100. Additionally, the complainant stated that within the past year, someone cut the catalytic converters out of the exhaust systems of two of his vehicles while they were parked on his property. Each catalytic convertor was valued at approximately $600. Additionally, an aluminum step ladder valued at $50 and a dolly valued at $300 were also reported stolen. The total value of stolen property is estimated at $1,550.

Shoplifting – On Sunday, October 12, 2014, at 4:42 p.m., Officer Evan Androcy responded to the Nutri-Shop, located at 410 Route 9 south, in reference to a theft. The employee reported that at about 3:55 p.m. a female teenager stole a bottle of NGN Bee Pollen valued at $50. The suspect was also accompanied by another female teen and a male teen. The female suspect is described as a white female with red hair, between 5-03” and 5-06”, in her mid-teens, wearing blue jeans and a blue long sleeve shirt. Footage from the store security cameras was retained in an effort to identify the suspect and the accomplices.

Criminal Mischief – On Sunday, October 12, 2014, at 8:07 a.m., Officer Anderson responded to the Gille Park Concession stand in reference to criminal mischief to the building. The gutters of the building were damaged as a result of someone attempting to get onto the roof of the building. The damage is estimated at $200.

DUI (Arrest) – On Friday, October 10, 2014, at 11:59 p.m., Officer Michael Verwey and Officer Andrew Slota were on a directed enforcement patrol assignment in the Area of West Lacey Road ad Dover Road when they observed a vehicle traveling south on Dover Road at a low rate of speed and failing to maintain its lane of travel. The officers followed the vehicle and after observing continuing motor vehicle violations, they stopped the vehicle. Investigation at the scene led to the arrest of the driver, 38-year-old Joan Mazzella of Stern Court in Barnegat, NJ, for DUI. The vehicle was impounded pursuant to John’s Law. Joan Mazzella was transported to Lacey Township Police Headquarters, processed, and charged with DUI, reckless driving, and failure to maintain lane.

Trespassing (Formal Charges) – On Friday, October 10, 2014, at 10:23 p.m., Officer Evan Androcy and Officer Dimitrios Tsarnas responded to a vacant residence, located at 460 Cedar Drive in Lanoka Harbor in reference to several subjects trespassing. Officers located 20-year-old Albert Reuter of Teakwood Drive in Lanoka Harbor, 19-year-old Kelsey Fisher of Central Lake Drive in Forked River, 20-year-old Justian Morales of Knollwood Court in Lanoka Harbor, and two juvenile females trespassing inside the vacant residence. Officers also located a partially consumed 1 liter bottle of Vodka in possession of the subjects. Investigation at the scene led to Albert Rueter being issued special complaint summonses for providing alcohol to minors, trespassing, and underage possession of alcohol. Kelsey Fisher was issued special complaint summonses for trespassing and underage consumption of alcohol. Justian Morales was issued a special complaint summons for trespassing. The two juvenile females were transported to police headquarters where they were picked up by their parents. Juvenile complaints for underage consumption of alcohol and trespassing were filed for both juveniles. The other subjects were released at the scene.

Warrant Arrest – On Friday, October 10, 2014, at 2:04 p.m., Officer Michael Hein responded to 7-11, located at 403 Route 9 North, Lanoka Harbor NJ, in reference to a suspicious person in a Honda Civic. As Officer Hein entered the parking lot to meet with the caller, the Honda Civic left the parking lot heading north on route 9. Detective Brian Flynn and Detective Alan Abrecht who were in the area, followed the vehicle north on Route 9 and observed the vehicle park in a driveway on Ashwood Place in Lanoka Harbor. The driver was identified as 22-year-old Jason P. Drackwicz of Ashwood Place who was driving while suspended. Investigation at the scene led to the arrest of Jason Drackwicz on an outstanding $350 Berkeley Township Municipal Court traffic warrant. Jason Drackwicz was transported to Lacey Township Police headquarters, where he was processed and released after posting bail. Jason Drackwicz was issued a summons for driving while suspended.

Criminal Mischief (Auto) – On Friday, October 10. 2014, at 10:23 a.m., Officer Michael Hein responded to a Devon Street residence in Forked River in reference to a suspicious incident. The caller reported that sometime between 10:00 p.m. on October 9, 2014 and 10:00 a.m. on October 10, 2014, someone damaged a vehicle while it was parked in the driveway of a residence on the 600 block of Devon Street. Tool marks were observed on all four doors of the vehicle. It appeared that someone used an unknown tool in an attempt to pry the doors away from the vehicle in order to make entry to the vehicle. The paint of the vehicle was damages and is estimated at $400. Detective Alan Abrecht responded to the scene and took photographs and lifted several fingerprints from the vehicle.

Photo of Airsoft Gun within the Lacey Township High School – On Wednesday, October 08, 2014, at 9:30 a.m., the Lacey Township Police Department received a call from the Lacey Township High School administration reporting a concern regarding a digital photograph which appeared to depict some type of handgun in what appeared to possibly be within the high school. The school officials received the information and the photograph from a conscientious student. School officials were also able to quickly obtain the identity of the students responsible for the photograph. The photograph was reported to have been actually taken during a prior week. School officials notified the police department while immediately implementing protocols to utilize available staff to isolate the students of concern while other staff checked the lockers of those students identified. Officer Riciardella, Detective Lieutenant Chris Cornelius, Detective Robert Surtees, Detective Samuel Della Sala, and Chief Paprota all responded to the high school and worked closely with Principal Handschuch and his staff to quickly investigate the concern. The matter was quickly determined to involve Airsoft toy guns. No threat was posed to students and staff. The information obtained very early in the investigation indicated that, during a prior week, a male student of the high school brought two separate Airsoft handguns in a backpack into the school building. While within the school, that student captured at least two photographs on a cell phone and later transmitted the photos to others. Investigation revealed that the students commonly play with their Airsoft guns while not in school. While the Airsoft guns depicted in the digital photographs are commonly used as toys, the Airsoft guns are entirely improper in a school environment. Both the Lacey Township School administration and the Lacey Township Police Department are treating the matter seriously. After further investigation, several of the students who were initially of concern were determined to not be involved in the incident. The investigation has been narrowed to one student’s direct involvement and is continuing. All parents and students involved in the investigation where very cooperative and interested in quickly resolving any concern. The decisive action, implementation and use of proper protocols, and the cooperative efforts of the school administration and responding investigators allowed this matter to be resolved quickly without causing unnecessary alarm and without causing a disruption to the school environment. Any formal charges rendered by police investigators will be determined at the conclusion of the investigation. All persons involved are juveniles.

Shoplifting (Arrest) – On Tuesday, October 7, 2014, at 4:48 p.m., Officer Kymberly Gudgeon and Officer Jeffrey Slota responded to Walmart, located at 580 Route 9 North in Lanoka Harbor, in reference to shoplifting. The loss prevention employee had 32-year-old Joann Landi of Deck Street in Barnegat, NJ, and 28-year-old Grace Landi of Deck Street in Barnegat, NJ, detained for shoplifting. The loss prevention employee reportedly observed Joann Landi conceal and then attempt to leave the store with $254.68 worth of makeup and jewelry. Joann Landi was arrested and transported to Lacey Township Police Headquarters where she was processed and released on a summons charging her with shoplifting. The loss prevention employee also reportedly observed Grace Landi conceal and then attempt to leave the store with $147.68 worth of makeup and jewelry. Grace Landi provided the officers with a false name, initially giving officers her sister’s name. Grace Landi was arrested and transported to Lacey Township Police Headquarters where she was processed on the live-scan fingerprint machine which indicated that the name she provided was false and her actual name was Grace Landi. Upon discovering her actual name, a $500 Tinton Falls Municipal Court traffic warrant, a $1,000 Tinton Falls Municipal Court criminal warrant, and a $500 Barnegat Township Municipal Court criminal warrant were located for her arrest. Grace Landi was charged with shoplifting, hindering her own apprehension, and one count of false reporting to police (attempting to incriminate another). Bail was set at $5,000 and Grace Landi was transported to Ocean County Jail in default of bail.

Warrant Arrest – On Tuesday, October 7, 2014, at 12:21 p.m., Officer Anthony Sarno was on patrol in the area of Chelsea Street and Newark Avenue in Forked River when he observed 28-year-old Christopher Marsillo of Chelsea Street driving down the roadway. Officer Sarno was aware that Christopher Marsillo had several outstanding warrants for his arrest which included a $500 Lacey Township Municipal Court traffic warrant, a $500 Elmwood Park Municipal Court traffic warrant, and a $2,500 Perth Amboy Municipal Court traffic warrant. Officer Sarno stopped the vehicle at a Center Street address. Officer Sarno activated the emergency lights and sirens on his patrol vehicle and exited the vehicle yelling for Christopher Marsillo to stop. Christopher Marsillo refused to stop and entered the residence. Officer Sarno knocked on the door and after about a minute Christopher Marsillo came out. Christopher Marsillo was arrested and found in possession of drug paraphernalia and an empty wax fold of heroin. He was placed under arrest and transported to Lacey Township Police Headquarters where he was processed and then transported to the Ocean County Jail in default of bail. Christopher Marsillo was charged with obstructing the administration of law and possession of drug paraphernalia. Bail was set by the court at $2,500.

Shoplifting (Arrest) – On Tuesday, October 7, 2014, at 10:28 a.m., Officer Jeffrey Slota and Officer Kymberly Gudgeon responded to the Walmart store located at 580 Route 9 North in reference to shoplifting. The Walmart Asset Protection Associate reported that he observed a female remove a brown Faded Glory 3xl jacket from the hanger and place it in her shopping cart. The female, later identified as 25-year-old Nichole Coker of N Leithgow Street in Philadelphia, PA, then reportedly attempted to exit the store without paying for the item. Nichole Coker, who indicated that she was a Walmart vendor at the store setting up a display, was arrested and transported to Lacey Township Police Headquarters where she was processed, charged with shoplifting on a summons, and then released.

Eluding (Formal Charge – Arrest Pending) – On Monday, October 6, 2014 at 8:07 p.m. Officer Darrell Nick was on West Lacey Road near Lacey Materials when he observed a vehicle traveling westbound at 106 mph. Upon activating the emergency lights of the patrol vehicle, the suspect vehicle fled and eventually turned onto Phillips Road in the Bamber Lake section of Lacey Township in an attempt to evade Officer Nick. The vehicle then slowed and pulled over to the right side of the roadway, at which time the driver was observed climbing over the front seat passenger and exiting the passenger side door. The driver then ran off into a dark wooded area leaving the vehicle in gear with 3 passengers remained in the vehicle. The vehicle slowed to a stop and the occupants were identified. The front seat passenger was a 22-year-old male from 5th Street in Waretown and the son of the registered owner of the vehicle. The rear seat passengers included a 28-year-old male from Nautilus Boulevard in Waretown and a 20-year-old female from Polaris Court in Forked River. Investigation at the scene led to a determination that the driver who fled on foot was 23-year-old Douglas J. McKee Jr. formerly of Tampa Road in Forked River. Judge Francis Hodgson set bail at $100,000 on the 2nd degree charge of Eluding. Douglas J. McKee Jr. also has an outstanding $615 Lacey Township Municipal Court criminal warrant. Douglas McKee Jr. has not been located as of October 7, 2014, and has been entered into the state computer system as a wanted person. Motor vehicle summonses were also prepared for Douglas McKee Jr. for speeding, reckless driving, and driving while suspended.

Drug Possession (Arrest) – On Monday, October 6, 2014, at 12:51 p.m., Officer Anthony Sarno was on patrol in the area of Chelsea Street and Newark Avenue in the Forked River section of the township when he conducted a motor vehicle stop regarding a suspected suspended driver. The vehicle was stopped on Lacey Road near the entrance to the Garden State Parkway. The driver, 31-year-old Sabrina C. Simmons of Toms River, NJ, was determined to have a suspended driver’s license. During the stop, drug paraphernalia was observed in the possession of the male passenger, 31-year-old Thomas M. Johnston of Toms River, NJ. Thomas Johnston initially provided police with a false name, but investigation at the scene revealed that he had provided his brother’s name in an effort to prevent the officer from discovering an active $5,000 Ocean County Sheriff’s Department failure to appear warrant. Thomas Johnston was placed under arrest for possession of Heroin and hindering his own apprehension. Thomas Johnston was transported to Lacey Township police headquarters where he was processed and charged with possession of Heroin, possession of drug paraphernalia, and possession of a hypodermic syringe. Bail was set at $10,000. Thomas Johnston was transported to the Ocean County Correctional Facility in default of the bail. Sabrina Miller was issued motor vehicle summonses for possession of CDS in a motor vehicle, driving while suspended, and maintenance of lamps. Sabrina Miller was released at the scene on the motor vehicle summonses.

Traffic Accident & Warrant Arrest – On Monday, October 6, 2014, at 8:35 a.m., Officer Daniel Ricciardella responded to a motor vehicle accident at the intersection of Arlington Avenue and Chelsea Street in Forked River. Investigation at the scene led to the arrest of 27-year-old Brandon Pascarella of Mallard Road in Bayville, NJ, for an outstanding $350 Toms River Township Municipal Court traffic warrant. Brandon Pascarella was transported to Lacey Township Police Department where he was processed and released after posting bail. Brandon Pascarella was issued a summons for driving while suspended.

Warrant Arrest – On Sunday, October 5, 2104, at 1:25 p.m., Officer Anthony Sarno was traveling north on Route 9 in the Forked River section of the township when he conducted a motor vehicle stop in the Lakeside Plaza, located at 404 Route 9 South. Investigation at the scene led to the arrest of the driver, 23-year-old Amanda Picard of Forked River, on an outstanding $500 Lacey Township Municipal Court warrant for shoplifting. Amanda Picard was transported to Lacey Township police headquarters where she was processed and then transported to Ocean County Correctional Facility in default of the bail. Amanda Picard was also issued motor summonses for maintenance of lamps, and unregistered vehicle.

Found Incendiary Device –On Saturday, October 4, 2014, at 8:49 a.m.,John D. Davis of Forked River responded to Lacey Township police headquarters with an unknown metal device that he found in the Barnegat Bay on September 27, 2014. The device was located just south of Tices Shoal, under approximately three (3) feet of mud. The device was approximately eighteen (18) inches long and four (4) inches in diameter and made of brass, which was tarnished from being in the bay. The device had writing stamped on the side which read, “For hand launching. To arm rotate cover to arm.” The item was temporarily secured in the rear of police headquarters and attempts were made to contact the Fort Dix Bomb Disposal Unit, but no response was received. The Coast Guard at Barnegat Light was also notified and Petty Officer Patrick Seebald identified the device as possibly being a MK72 location flare. The New Jersey State Police Regional Operations Intelligence Center, the New Jersey State Police Arson/Bomb Unit, the Ocean County Sheriff’s Department, and the Ocean County Prosecutor’s Office were notified. Detective Brett Beyer of the New Jersey State Police Arson/Bomb Unit responded and took possession of the device. After consulting with several other members of the NJSP Arson/Bomb Unit and other bomb experts, Detective Brett Beyer indicated that he believed that the device is actually an MK25, a location device that produces flames and smoke, via stored red phosphorous, when activated with seawater. Detective Beyer indicated that if some red phosphorous was remaining inside the device, and it was neutralized with a counter charge, the result could be very dangerous. The device is believed to be utilized by the United States Air Force, so Det. Beyer notified the United States Air Force Explosives Ordinance Disposal Unit informing them of the recovery of the device.

Eluding Incident and Motor Vehicle Accident (Arrest)– On Saturday, October 4, 2014, at 10:31 p.m., Officer Andrew Slota was traveling eastbound on Lacey Road approaching the intersection of Lacey Road and Route 9 when he observed a 2002 Cadillac run through the red light and travel north on Route 9. Officer Slota attempted to stop the vehicle using his lights and siren which prompted the vehicle to slow down and begin to pull over as if it were going to stop near Game Farm Road. Rather than stop, the Cadillac accelerated to a high rate of speed, disregarding the safety of other traffic in the area. The Cadillac was observed traveling in a reckless manner, weaving in and out of traffic, while increasing its speed. As the vehicle passed the area of Route 9 and First Street, it was tracked on radar in excess of 89 mph in the 45 mph zone. Officer Slota lost view of the fleeing vehicle as it passed the Walmart. The Cadillac was found to have spun out of control ultimately colliding with a utility pole before Laurel Boulevard on Route 9. Evidence at the scene indicated that the vehicle, which was traveling north, spun several times, struck a utility pole, and ultimately came to rest in the opposite lane facing southeast.While approaching the crash scene, Officer Slota observed a black male exiting the Cadillac and fleeing into the woods. That section of Route 9 was temporarily closed due to the damaged Cadillac blocking the southbound lane and considerable debris strewn throughout the roadway. Moments later, Officer George Resetar observed the suspect driver, later identified as Edward A. Poli, walking out of the woods northbound onto Laurel Boulevard. Upon being confronted by Officer Resetar, Edward A. Poli initially provided Officer Resetar with a false name to avoid detection. Officer Slota was able to positively identify 31-year-old Edward A. Poli as the subject who had exited the motor vehicle and fled the scene of the collision. Officers then recognized Edward A. Poli as a wanted subject discussed in the officers’ daily shift briefing earlier in the evening. In the shift briefing, E. Poli, formerly of Little Egg Harbor, was discussed as being wanted on several warrants including one for escaping a New Jersey correctional facility (halfway house). Edward A. Poli was placed under arrest and transported to headquarters. Although no injuries were evident, due to the severity of the accident, the Lanoka Harbor First Aid Squad was called to transport E. Poli to the hospital, but E. Poli refused medical treatment. Edward A. Poli, who eventually reported his address as 1031 Newark Avenue, Apt. 3015 of the Heritage Apartments in Forked River, was subsequently charged with second degree Eluding with bail set at $150,000 with no 10% option. E. Poli was also charged with Hindering Apprehension along with numerous motor vehicle violations, including: Failure to Observe Signal, Speeding +44 mph above the speed limit, Failure to Maintain Lane, Reckless Driving, Suspended Driver, Unregistered Vehicle, and Uninsured Motor Vehicle. E. Poli was transported to the Ocean County Correctional Facility in default of the bail.

Under Age Consumption of Alcohol – On Saturday, October 4, 2014, at 10:31 p.m., Officer Evan Androcy was on patrol when he observed a male juvenile run across Route 9 carrying a large shiny object. Officer Androcy followed the subject and identified the object he was carrying as a 1.75 liter bottle of Fire Ball cinnamon whiskey. Officer Androcy stopped the subject on Sunrise Boulevard and identified him as being a 17-year-old Lacey resident. The male subject displayed obvious signs of alcohol impairment and was taken into custody. He was transported to police headquarters where he was turned over to his father. The juvenile was confrontational and non-compliant during the incident. He was charged on juvenile complaints with under age possession/consumption of alcohol and obstruction of justice.

DUI (Arrest) – On Saturday, October 04, 2014, at 12:59 a.m., Officer Dimitrios Tsarnas was on patrol when he observed a black Ford pickup speeding on Route 9 near Beach Boulevard in the Forked River section of the township. Officer Tsarnas stopped the vehicle on Route 9 near the border of Waretown. Investigation at the scene led to the arrest of 46-year-old Benjamin Redman of Harborage Place in Barnegat, NJ, for DUI. The vehicle was impounded pursuant to John’s Law. Benjamin Redman was charged with DUI, reckless driving, and speeding.

DUI (Arrest) – On Friday, October 3, 2014, at 6:08 p.m., Officer John McKee was directing traffic on Route 9 when he was approached by a citizen who reported that a female with blond hair was driving a red, 2010, Nissan Versa erratically on Route 9. Officer McKee attempted to stop the vehicle while directing traffic, but the driver ignored his commands. Officer McKee notified the Lacey Township Police Department Communications Center of the incident. Officer Noah Schaffer was on patrol in the area and observed the vehicle near the intersection of Route 9 and Parkers Point Boulevard. The vehicle was traveling at a high rate of speed and was failing to maintain its lane. Officer Schaffer stopped the vehicle near the intersection of Route 9 and Lakeside Drive South. Investigation at the scene led to the arrest of 61-year-old Lolita J. Albert of Lanoka Harbor for DUI. In the vehicle were two children, ages 4 and 5. The vehicle was impounded pursuant to John’s Law. Officer John Simonson assisted at the scene and waited for the mother of the two children to arrive and take custody of them. Lolita Albert was transported to Lacey Township police headquarters where she refused to provide samples of her breath. Lolita Albert was charged with DUI, refusal to submit breath samples, reckless driving, failure to maintain lane, and failure to stop for Officers Signals. The Division of Child Protection and Permanency was also notified.

Theft – On Friday, October 3, at 2:47 p.m., a resident of Trenton Avenue in Forked River responded to Lacey Township police headquarters to report that her wallet had been stolen. The resident reported that upon returning from a run on Friday October 3, 2014, she discovered that someone stole her wallet from her unlocked car. Lisanne Brown reported that she parked her green, 1997, Mitsubishi Mirage in front of her residence on the 1000 block of Trenton Avenue at approximately 11:00 a.m. The total reported loss is estimated at $44.

Warrant Arrest – On Friday, October 3, 2014, at 8:48 a.m., Nicolas Martinez responded to police headquarters to post bail on several outstanding warrants. The warrants included; a $5,000 Ocean County Sheriff’s Department failure to appear contempt warrant, $600 Lacey Township Municipal Court traffic warrant, a $250 Ocean Township Municipal Court traffic warrant, and a $228 Beachwood Municipal Court traffic warrant. Nicolas Martinez posted bail and was released awaiting new court dates.

Shoplifting (Arrest) – On Wednesday, October 1, 2014, at 2:35 p.m., Sergeant Vincent Meehan and Officer Michael Hein responded to Walmart, 580 Route 9 North, Lanoka Harbor, NJ, in reference to shoplifting. The Loss Prevention employee reported that he observed a male place two items in his backpack and then exit the store without paying for the items. The items were a 3 ounce container of Murray’s Pomade Spike Wax valued at $2.24, and a 2 ounce container of Got2B Hair Gel valued at $3.97. The male suspect was identified as, 18-year-old Jonathan Dallavalle of Caldwell Avenue, Forked River, NJ. Jonathan Dallavalle initially told the officers that he was 17 years old and provided the officers with a false date of birth. Upon further investigation officers were able to obtain Jonathan Dallavalle’s actual date of birth. Jonathan Dallavalle was placed under arrest and transported to Lacey Township police headquarters where he was processed and released on a summons. Jonathan Dallavalle was charged with shoplifting and hindering apprehension.

Terroristic Threats & False Public Alarm – On Sunday, September 28, 2014, at 12:55 p.m., Officer Kymberly Gudgeon, Officer Anthony Sarno, and Lieutenant Christopher Kenny responded to a residence on Manchester Avenue in the Forked River section of the township in reference to a 52-year-old adult male who had reportedly taken an excessive amount of Xanax and was being aggressive. Upon arrival of the officers, the subject was located inside a bus with blacked-out windows parked on the side of the property. Upon the officers attempting to approach the bus, the man became aggressive and threatened to shoot the officers. The subject appeared to be holding his hands in a shooting position and continuously pointed at the officers yelling that he had a gun and was going to shoot the officers. The officers immediately took a tactical position of cover and started a dialogue with the subject who continued his aggressive and threatening behavior. The subject became even more frustrated and then grabbed a metal box with a cord and what appeared to be a handle with a button. The subject then told the officers that he had wired the bus and the house with explosives and he was going to blow them up. The subject held the handle and cord in his hand as if it was a detonator switch. The officers continued to maintain a dialogue with the subject until he became even more frustrated and exited the bus and moved aggressively towards the officers. During the incident, it was unknown if the subject possessed the weapons, but the officers believed the man was attempting to force the officers to shoot him. Once the man emerged from the bus and moved aggressively toward the officers, Lieutenant Kenny was able to deploy OC (Oleoresin Capsicum – Pepper) spray to bring the subject under control. He was immediately handcuffed and treated for the exposure to the OC spray. He was then transported to Community Medical Center for psychological evaluation and care. He was later charged with terroristic threats, false public alarms, and disorderly conduct. No weapon or explosives were found at the scene. The officers involved are each being commended for demonstrating tremendous restraint and professionalism during the stressful incident.

Drug Paraphernalia & Warrant Arrests – On Monday, September 29, 2014, at 1:30 p.m., Officer Kymberly Gudgeon and Officer Robert Flynn responded to Walmart, 580 Route 9, Lanoka Harbor, in reference to people who had reportedly been in a car in the parking lot for several days. Investigation at the scene led to the arrest of 22-year-old Patrick Newman of Bainbridge Island, Washington, on a $350 Berkeley Township Municipal Court traffic warrant and a $500 Jackson Township Municipal Court traffic warrant. Julia Hunter, 27, of 33 Korman Road Apt. 8A in Bayville, NJ, was also arrested on a $351 Toms River Township Municipal Court criminal warrant and a $750 Cream Ridge Municipal Court traffic warrant. Upon arresting the subjects, officers recovered a hypodermic syringe and empty heroin wax folds. Both suspects were transported to Lacey Police Headquarters where they were processed and each charged with possession of drug paraphernalia. Both suspects were then transported to the Ocean County Jail in default of bail.

Criminal Mischief & Theft from a Vehicle –On Monday, September 29, 2014, at 8:41 a.m., Officer Kymberly Gudgeon responded to Christopher’s Auto Sales, located at 309 Route 9 North in Forked River, in reference to thefts from several vehicles. The owner reported that between 6:00 p.m. on September 28, 2014 and 8:00 a.m. on September 29, 2014, three vehicles were damaged and unlawfully entered. A UD 1800 flatbed truck had the rear, passenger-side, cab window smashed out and the Panasonic stereo stolen. A silver Nissan Sentra had one of its rear windows smashed out and the radio had been attempted to be removed without success. A yellow Dodge Dakota pickup had one of its rear windows smashed, but it did not appear as if the actor(s) attempted to remove the radio. The damage was estimated at $650 and the stolen radio was estimated at $200.

Drug Possession (Arrest) – On Monday, September 29, 2014, at 12:17 a.m., Officer Michael Verwey observed a vehicle traveling east on Lacey Road that failed to dim high beams to oncoming traffic. Officer Verwey followed the vehicle and observed the vehicle swerve over the center line of the roadway. Officer Verwey stopped the vehicle, a gold Saturn, on Manchester Avenue near Lacey Road. Upon speaking with the driver, 18-year-old Emily L. Burke of Cape May Avenue in Bayville, Officer Verwey detected the odor of Marijuana in the vehicle. Investigation at the scene led to the discovery of four clear Zip lock bags containing Marijuana, one glass smoking device containing suspected burnt marijuana resin, one metal pipe containing suspected marijuana resin, and a 7/32 socket attached to a water bottle used as an improvised smoking device also containing suspected marijuana resin. Emily Burke was placed under arrest and transported to Lacey Township Police Headquarters where she was processed and released on a summons. Emily Burke was charged with possession of Marijuana and possession of drug paraphernalia. Emily Burke was also issued motor vehicle summonses for possession of CDS in a motor vehicle, failure to maintain lane, and failure to dim high beam headlights.

DUI (Arrest) – On Saturday, September 27, 2014, at 12:39 a.m., Officer Dimitrios Tsarnas stopped a motor vehicle on Route 9 near the intersection of First Street after observing the vehicle crossing the fog line and center line of the roadway. Investigation at the scene led to the arrest of 57-year-old Robert Jankowski of Coolidge Place in Paramus, NJ, for DUI. The vehicle was impounded pursuant to John’s Law. Robert Jankowski was charged with DUI, reckless driving, failure to maintain lane and failure to observe traffic signal.

DUI and Possession of Drug Paraphernalia (Arrest) – On Friday, September 26, 2014, at 11:03 p.m., Officer Michael Verwey conducted a stop of a motor vehicle at Route 9 near the intersection of Lacey Road for speeding and failing to maintain a lane of travel. Investigation at the scene led to the arrest of the driver, 49-year-old Andrew J. Grogan III of Nantucket Road in Forked River for DUI. Upon arrest, officers recovered a small pipe containing suspected burnt Marijuana resin and a Marijuana grinder. Andrew Grogan III was transported to Lacey Police Headquarters where he was processed and issued motor vehicle summonses for DUI, refusal to submit breath tests, reckless driving, speeding, failure to maintain lane, and failure to dim high-beam headlights. Andrew Grogan III was also issued a summons for possession of drug paraphernalia.

Warrant Arrest – On Thursday, September 26, 2014, at 9:51 p.m., Officer Noah Schaffer was on patrol when he observed a vehicle traveling West on Lacey Road that was erratically changing lanes multiple times and passing the surrounding vehicles in an aggressive and careless manner. Officer Schaffer stopped the vehicle in the Wawa parking lot, located at 800 Lacey Road in Forked River. The registration of the vehicle came back “not on file” and it was discovered that the license plate did not belong on the vehicle and the vehicle was not registered. Further investigation led to the arrest of the driver, 19-year-old John Giberson of Starboard Way in Waretown, New Jersey, on two outstanding warrants. The first warrant was a $500 Lacey Township Municipal Court traffic warrant and the second warrant was a $500 Stafford Township Municipal Court traffic warrant. The vehicle was impounded for not being registered. John Giberson was transported to Lacey Township Police Headquarters where he was processed and issued motor vehicle summons form driving while suspended, careless driving, unregistered vehicle, fictitious plates, and failure to exhibit insurance card. John Giberson was not able to post bail and was transported to the Ocean County Correctional Facility.

Shoplifting (Arrest) – On Friday, September 26, 2014, at 9:14 p.m., Officer Andrew Slota and Officer George Resetar responded to Walmart, located at 580 Route 9 North, Lanoka Harbor, in reference to a report of shoplifting. The Asset Protection Manager reported that he observed a female conceal several items inside her purse and then observed her try to exit the store without paying for those items. The suspect, 47-year-old Toni Valente of Roger Road in Forked River, was arrested and transported to Lacey Police Headquarters where she was processed and released on a summons. Toni Valente was charged with shoplifting a black Goody Paddle hair brush, a black con air hair brush, two pair ladies underwear, and a camouflage tee shirt with a total value of $22.54.

Suspicious Incident – On Thursday, September 26, 2014, at 6:32 p.m., a Jacqueline Court resident reported that she received a suspicious phone call from a subject that attempted to solicit money from her. The subject told her that her grandson was arrested by the Lacey Township Police and he needed bail money. The resident did not provide any information to the caller and then contacted this agency. It was determined to be scam and a police report was completed regarding the incident.

Underage Consumption of Alcohol (Formal Charge) – On Thursday, September 25, 2014, at 9:51 p.m., Officer Michael Verwey responded to a Sunrise Boulevard address in reference to an alleged robbery. A 17-year-old male reported that he and his friends were at Spirits Unlimited, located at 3 Lacey Road in Forked River, trying to convince liquor store patrons to purchase them alcohol. The juvenile stated that a patron purchased them Vodka. The juvenile stated that after receiving the vodka, he attempted to make a phone call and was then reportedly punched by a subject named “Scooby.” The juvenile continued by stating that the subject then stole his cell phone. Upon further questioning by Officer Verwey, the juvenile recanted his story and admitted to losing his cell phone and that he made up the story to avoid being in trouble with his father. Officer Verwey observed that the juvenile was displaying signs of alcohol intoxication. The juvenile and his father were advised that he is being charged on a juvenile complaint with underage consumption of alcohol.

Vehicle Fire – On Wednesday, September 25, 2014, at 12:07 a.m., Officer Evan Androcy responded to Route 539, between mile marker 20 and mile marker 21, in reference to a car fire. Manchester Police and Manchester volunteer fire department were already on scene attending to the incident. The 2000 Pontiac Grand Am was fully engulfed and damaged a telephone pole. No injuries were reported. JCP&L responded to the scene regarding the damaged utility pole.

Shoplifting (Arrest) – On Wednesday, September 24, 2014, Officer John Simonson, responded to Walmart, 580 Route 9, Lanoka Harbor, in reference to shoplifting. The loss prevention employee reported that he observed two males put packages of Pokemon cards in their pockets and then attempt to leave the store without paying for the items. Tyler Morong, 18, of Cornelius Street in Bayville was found to have 3 packages of cards in his possession valued at $12.54 and 18-year-old Kyle M. Wilson of Brooks Avenue in Bayville was found to have 9 packages of cards in his possession valued at $37.62. Tyler Morong and Kyle Wilson were both placed under arrest and transported to Lacey Township Police Headquarters. Both suspects were processed, charged with shoplifting, and released on summonses.

Traffic Accident – On Tuesday, September 23, 2014, at 2:05 p.m., officers responded to the intersection of Lacey Road and Newark Avenue in reference to a downed utility pole. Investigation at the scene indicated that while installing a sign on the property of 933 Lacey Road, a bucket truck pulled down overhead wires from a utility pole, causing the wires and the pole to fall into the roadway. Two vehicles parked in the parking lot sustained damage as a result of the falling wires. The roadway was closed and traffic was detoured into the Pines Section for 5 hours until the utility pole could be replaced.
