DUI (Arrest) – On Saturday, March 15, 2016, at 12:30 a.m., Officer Jason Lee conducted a traffic stop on Clearview Street near Ivy Street in the Barnegat Pines section of Forked River. Investigation at the scene led to the arrest of 36-year-old Brent Reese of Parkside Drive in Forked River, NJ, for DUI. Brent Reese was transported to Lacey Township Police Headquarters where he was processed and charged with DUI, Reckless Driving, Operating a Motor Vehicle without an Interlock Device, and Speeding. The vehicle he was operating was impounded pursuant to John’s Law.

DUI (Arrest) with a Motor Vehicle Crash and a Prolonged Road Closure – At 6:58 a.m., Saturday, March 12, 2016, the Lacey Township Police Department responded to a motor vehicle crash on Manchester Avenue near Gille Park. The crash involved a single vehicle into a telephone pole with wires down across the roadway. The driver, 19-year-old Trevor Palagonia of Glenwood Drive in Bayville, was arrested at the scene for DUI. No injuries were reported. The wires in the roadway required the closure of Manchester Avenue in front of Gille Park from Haines Street to the area of Lacey Road. The roadway remained closed for 29 hours while repairs where being completed. The roadway did not re-open until Sunday, March 13, 2016, at 12:30 p.m. The crash also rendered traffic lights on Lacey Road inoperable for a period of time.

Warrant Arrest – On Sunday, March 13, 2016, at 4:46 p.m., Officer Dimitrios Tsarnas conducted a motor vehicle stop on West Lacey Road and Spaulding Avenue. Investigation at the scene led to the arrest of 33-year-old Christine L. Brown of Church Road in Cherry Hill, NJ, on an outstanding Howell Township Municipal Court warrant in the amount of $750 and another Howell Township Municipal Court Warrant in the amount of $250. Christine Brown was transported to Lacey Township Police Headquarters where she was processed and then turned over to the custody of the Howell Township Police Department.

Warrant Arrest – On Saturday, March 12, 2016, at 2:23 p.m., Officer Evan Androcy and Officer John Simonson responded to a residence on Ash Road in Lanoka Harbor to serve a warrant at the request of the North Hanover Township Police Department. At the residence, 46-year-old Kimberly L. Hutnick of Ash Road was placed under arrest on the North Hanover Municipal Court warrant in the amount of $2,500. Kimberly Hutnick was transported to Lacey Township Police Headquarters where she was processed and released on her own recognizance (ROR) as directed by the North Hanover Municipal Court Clerk.

Pedestrian Struck – On Friday, March 11, 2016, at 6:34 p.m., officers responded to Beach Boulevard near the intersection of Palm Beach Drive in the Forked River Beach section of the township for a report of pedestrian who had been struck by a vehicle. The victim, 29-year-old Shannon Seaman of Beach Boulevard in Forked River, NJ was the passenger in a vehicle that had been traveling west on Beach Boulevard and struck a dog that ran into the roadway. The dog became disoriented and was running back and forth across the roadway. In an attempt to assist the dog, Shannon Seaman exited the vehicle in which she was a passenger and entered the roadway to prevent other vehicles from striking the dog. While Shannon Seaman was trying to stop traffic, she was struck by a silver, Ford Explorer driven by a 62-year-old resident of Forked River. Shannon Seaman was thrown by the impact with the vehicle and suffered significant injuries, but was conscious and alert when officers arrived on scene. Shannon Seaman was transported to Jersey Shore Medical Center in Neptune, NJ via Monoc – 1 helicopter. Shannon Seaman was listed in serious but stable condition. The owner of the dog, Tim Downing of Clearwater Drive in Forked River, NJ took custody of his injured dog, Sam, a brown lab mix. The dog was taken to the veterinarian by the owner.

Criminal Mischief & Theft – On Friday, March 11, 2016, at 1:57 p.m., Officer Jesse Dalziel responded to Diane Turton Realtors, 535 Lacey Road in the Forked River section of the township, for a report of criminal mischief and theft. The air conditioning contractor reported that when he arrived to service the air conditioning units of the building, he observed that someone had removed three electrical disconnect fuse boxes and several screws from the coil and compressor motor housing. The damage and theft are estimated at $600.

Vehicle Fire – On Thursday, March 10, 2016, at 4:16 p.m., Officer Michael Eden responded to Route 539 near mile marker 17 for a report of a vehicle on fire. The driver, 63-year-old Joseph Elia of 72 Redwood Lane in Freehold, NJ, reported that he was traveling north on Route 539 when he heard a loud noise and discovered that his 2006 Volkswagen Passat had caught fire. The vehicle became fully engulfed in flames which then spread to the surrounding woods. The Bamber Lakes Fire Department, Warren Grove Fire Department, Barnegat Fire Department, and the State Forest Fire Service responded to the scene and extinguished the fire. No injuries were reported.

Shoplifting (Arrest) – On Thursday, March 10, 2016, at 4:48 p.m., Officer Michael Hein responded to Walmart, 580 Route 9 North in Lanoka Harbor, NJ, for a report of shoplifting. The loss prevention employee reported that he observed a female subject remove a black Otter Box Defender series phone case for a Samsung Galaxy S5 from its packaging and placed it in her purse. The female subject then attempted to leave the store without paying for the item. Investigation at the scene led to the arrest of 47-year-old Diane L. Kneuer of Lexington Boulevard in Barnegat, NJ for Shoplifting. Diane Kneuer was transported to Lacey Township Police Headquarters where she was processed and charged with shoplifting merchandise valued at $39.96.

Theft – On Thursday, March 10, 2016, at 5:40 p.m., Officer Jesse Dalziel responded to Accredited Dermatology, 540 Lacey Road in the Forked River section of the township, for a report of a theft. A maintenance worker reported that someone had removed all the copper and parts from inside two of the air conditioning condensing units behind the building. The theft occurred between October 2015 and March 2016. The damage is estimated at $1,200.

Warrant Arrest – On Tuesday, March 8, 2016, at 12:10 a.m., Officer Christopher Meyler conducted a traffic stop on Lacey Road near Denton Avenue as a result of the registered owner having an outstanding arrest warrant. Investigation at the scene led to the arrest of 29-year-old Nicholas A. Thorne of Lakewood Road in Toms River, NJ, on an outstanding Toms River Township Municipal Court warrant in the amount of $150. Nicholas Thorne was transported to Lacey Township Police Headquarters where he was processed and charged with Unlicensed Driver and Operating an Unregistered Motor Vehicle. Nicholas Thorne posted bail and was released.

- DUI and Drug Possession (Arrest) – On Friday, March 4, 2016, at 12:08 p.m., Officer Darrell Nick and Officer Martin Julian responded to the parking lot of Accredited Dermatology, 540 Lacey Road in Forked River, for a report of a vehicle that had crashed into a parked car. Upon arrival, the driver of the vehicle was semi-responsive and drug paraphernalia was observed inside the vehicle. Investigation at the scene led to the arrest of the driver, identified as 25-year-old Landon S. Ruutikainen of Abbey Court in Forked River, for DUI, Possession of CDS, and Possession of Drug Paraphernalia. Landon Ruutikainen was transported to police headquarters and processed. He received traffic summonses for DUI, Reckless Driving, and Possession of CDS in a Motor Vehicle. In addition, he received criminal summonses for Possession of Heroin, Possession of a Hypodermic Syringe, and Possession of Drug Paraphernalia. The vehicle he was operating was impounded pursuant to John’s Law.

DUI Arrest from Hit and Run Traffic Accident – On Friday, March 4, 2016, at 11:56 a.m., Officer Evan Androcy responded to the parking lot of Wendy’s, 301 Route 9 North in Forked River, NJ, for a report of a hit and run traffic accident. The callers reported that a blue vehicle driven by a female had just struck two cars in the parking lot and fled the scene. As Officer Androcy was responding to the call, another call was received by Lacey Township Police from 31-year-old Michelle Peterson of Frost Avenue in East Brunswick, NJ, who reported that someone had struck her vehicle in the parking lot of Linda’s Pizza, 136 Route 9 South in Forked River, NJ. Investigation at the scenes indicated that Michelle Peterson had struck the vehicles in the parking lot of Wendy’s and then fled to Linda’s Pizza, where she made a false report to police. Michelle Peterson was placed under arrest and transported to police headquarters and processed. She was released after receiving a criminal summons for Making False Reports to Law Enforcement Authorities, and Creating a False Public Alarm. In addition she received traffic summonses for DUI, Reckless Driving, Careless Driving, Leaving the Scene of an Accident, and Failure to Report an Accident. The vehicle she was operating was impounded pursuant to John’s Law.

DUI (Arrest) – On Thursday, March 3, 2016, at 6:10 p.m., Officers Elton Copes and Charles May responded to the parking lot of Wawa, 701 Route 9 North in Lanoka Harbor for a report of a female slumped over the steering wheel of a running vehicle. The responding officers were able to wake her up and observed drug paraphernalia inside the vehicle. Investigation at the scene led to the arrest of the driver, 31-year-old Nikki L. Picht of Avon Court in Toms River, NJ, for Possession of CDS and for DUI. Nikki Picht was transported to police headquarters and processed. She received traffic summonses for DUI, Reckless Driving, and Possession of CDS in a Motor Vehicle. In addition Nikki Picht received a criminal summons for Possession of Heroin, Possession of Suboxone (w/o a prescription), Possession of Marijuana, and Possession of Drug Paraphernalia. The vehicle she was operating was impounded pursuant to John’s Law.

DUI (Arrest) – On Sunday, March 6, 2016, at 2:01 a.m., Officer Dimitri Tsarnas conducted a traffic stop on Lakeside Drive South near Claire Road in Forked River. Investigation at the scene led to the arrest of the driver, identified as 20-year-old Kelsey A. Fisher of Central Lake Drive in Forked River, for DUI. Kelsey Fisher was transported to police headquarters and processed. Kelsey Fisher was released after receiving traffic summonses for DUI, Reckless Driving, and Speeding. In addition, she was charged on a complaint-summons with Underage Consumption of Alcohol in a Private Residence. The vehicle she was driving was impounded pursuant to John’s Law.

DUI (Arrest) – On Saturday, March 5, 2016, at 10:05 p.m., Officer Christopher Meyler responded to the 1100 block of Laurel Boulevard in Lanoka Harbor for a report of a dispute that had occurred at the Wawa, 701 Route 9 North in Lanoka Harbor. The on-scene investigation at Wawa revealed that one of the subjects involved drove to the Laurel Boulevard residence. Investigation led to the arrest of 34-year-old Michael J. Angelo of Windward Drive in Forked River, for DUI. Michael Angelo was transported to police headquarters and processed. He was released after receiving traffic summonses for DUI, Reckless Driving, and Driving While Suspended. The vehicle he was operating was impounded pursuant to John’s Law.

Warrant Arrest – On Tuesday, March 8, 2016, at 12:08 a.m., Officer Christopher Meyler conducted a traffic stop in the parking lot of PNC Bank, located at 702 Lacey Road in Forked River. Investigation at the scene led to the arrest of the driver, 29-year-old Nicholas A. Thorne of Lakewood Road in Toms River on an outstanding warrant. The warrant was issued by the Toms River Township Municipal Court in the amount of $150. Nicholas Thorne was transported to police headquarters and processed. He was released after posting full bail.

Drug Possession and Warrant (Arrest) – On Monday, March 7, 2016, at 8:45 p.m., Officer Michael Verwey was patrolling the Rite Aid parking lot, located at 101 Route 9 South in Forked River when he observed a suspicious person walking from the Lacey Library to the Rite Aid. After speaking with the initial subject, Officer Verwey responded to the Lacey Library where he located two additional suspicious persons. Investigation at the scene led to the arrest of 28-year-old Glenn A. Jones, Jr., of Stephanie Court in Forked River on an outstanding warrant. The warrant was issued by the Woodland Township Municipal Court in the amount of $1,150. Glenn Jones was found to be in possession of Marijuana. Glen Jones, Jr., was charged on a complaint summons with Possession of Marijuana. He was later turned over to the custody of the New Jersey State Police in default of the bail on the $1,150 Woodland Township Municipal Court Warrant.

Shoplifting, Trespassing, and Warrant (Arrest) – On Monday, March 7, 2016, at 2:47 p.m., officers responded to Walmart, located at 580 Route 9 North in Lanoka Harbor, for an adult male shoplifter. Investigation at the scene led to the arrest of 23-year-old Tyler A. Cook of Woodlark Road in Toms River, for shoplifting merchandise valued at $99.98. In addition, four (4) outstanding warrants for his arrest were located. Warrant number one (1) was issued from the Brick Township Municipal Court in the amount of $1,000, and warrant number two (2) was issued by the Brick Township Municipal Court in the amount of $39. Warrant number three (3) was issued by the Toms River Township Municipal Court in the amount of $500, and warrant number four (4) was issued by the Lakehurst Boro Municipal Court in the amount of $300. Tyler Cook was transported to police headquarters and processed. He was charged with one count of Shoplifting from Walmart with bail set at $1,000. In addition he was charged on a summons with Defiant Trespassing. Tyler Cook was lodged in the Ocean County Correctional Facility in default of bail.

Shoplifting (Arrest) – On Sunday, March 6, 2016, at 6:11 p.m., Officers Evan Androcy and Dimitri Tsarnas were dispatched to the Walmart, located at 580 Route 9 North in Lanoka Harbor, for a female shoplifter who fled in a vehicle. The area was checked for the shoplifter with negative results. Officer Androcy responded to Walmart and met with Loss Prevention. Officer Androcy began an investigation and identified a suspect. On Monday, March 7, 2016, Officer Androcy completed his investigation. Officer Androcy met with 44-year old Tiffany M. DeTore of Green Street in Tuckerton, NJ at police headquarters. She was charged with shoplifting merchandise valued at $49.60 from Walmart and processed. Tiffany DeTore was released after receiving a criminal summons for shoplifting.

Traffic Accident – On Sunday, March 6, 2016, at 10:25 a.m., Special Officer Edgaras Lenkauskas was on patrol when he observed that a utility pole had been struck by a vehicle on Jones Road near Bobwhite Court in Forked River. The 17-year-old driver from Forked River reported that he became distracted while using the car radio and accidentally left the roadway causing him to strike the pole. No injuries were reported. The driver received a summons for careless driving. The roadway needed to be closed for several hours due to the damaged utility pole.

Theft and Criminal Mischief (Auto) – On Saturday, March 5, 2016, at 6:09 a.m., Officers Julian Martin and Darrell Nick responded to the 1500 block of Beach Boulevard in Forked River, for a theft. The victim reported that between 8:00 p.m. on February 28, 2016, and 7:00 a.m. on February 29, 2016, an unknown person or persons stole his chrome gas tank cover valued at $300 that was on his vehicle. The vehicle was parked in the driveway at the time of the theft.

Burglary and Terroristic Threats (Business) – On Friday, March 4, 2016 at 10:01 p.m., officers from the Lacey Township Police Department responded to the New China Café, located at 336 Lacey Road in Forked River, for a report of a possible armed robbery. It was reported that the suspect exited the rear door of the restaurant and was last observed behind the plaza. Officers searched the area at which point Sergeant Paul Sullivan located the suspect, 50-year-old James Darby of 309 Briggs Avenue North, on Briggs Avenue North adjacent to the plaza. Upon further investigation, 50-year-old James Darby was arrested without incident. The investigation at the scene quickly revealed that the incident did not involve a robbery, but instead involved a neighborhood dispute as the suspect lives immediately behind the New China Café. The reported incident involved New China Café employees taking out the garbage behind the building as they were preparing for the restaurant to close for the night when they were reportedly confronted by James Darby. The employees reportedly fled into the rear of the restaurant when confronted by James Darby who appeared to be intoxicated and was reportedly behaving in a threatening manner. James Darby allegedly continued his aggressive behavior and forced his way into the restaurant through the rear door where he reportedly continued his aggressive behavior toward the employees. While inside, the suspect reportedly retrieved an item from his pocket, believed to be a black flashlight he had in his possession, and pointed it in the direction of a store employee. The suspect then reportedly fled the premises through the rear door. It was determined that no robbery occurred nor was any robbery attempted, but instead, the incident involved a dispute between James Darby and employees of the restaurant. James Darby was charged with Burglary and Terroristic Threats. His bail was set at $20,000. James Darby was lodged in the Ocean County Correctional Facility in default of the bail.

Burglary and Theft (Residence) – On Friday, March 4, 2016, at 5:06 p.m., Officer Evan Androcy responded to the 300 block of Normandie Drive in Forked River for a report of a theft. The victim reported that an unknown person or persons entered the crawlspace of the residence between February 22, 2016 and February 26, 2016 and removed all of the existing copper pipe plumbing. The damage and theft is estimated at $2,500. The residence had been vacant at the time of the theft; however, it has since been purchased.

Burglary and Theft (Residence) – On Thursday, March 3, 2016, at 4:13 p.m., Officer Noah Schaffer and Officer Adam Ewart responded to the 1000 block of Tampa Road in Forked River for a report of a burglary. The homeowners reported that upon returning home around 4:00 p.m. on March 3, 2016, they discovered that an unknown person or persons had made entry into the home while they were out. Lacey Detective Alan Abrecht responded to the scene and took over the investigation.

Warrant Arrest – On Wednesday, March 2, 2016, at 9:37 p.m., Officer George Resetar conducted a traffic stop on Route 9 South near Station Drive in Forked River. Investigation at the scene led to the arrest of a passenger, identified as 50-year-old Douglas G. Kern of Norwood Street in Forked River, on an outstanding Lacey Township Municipal Court warrant in the amount of $350. He was transported to police headquarters and processed. Douglas Kern was later lodged in the Ocean County Correctional Facility in default of bail.

Warrant Arrest – On Tuesday, March 1, 2016, at 9:43 p.m., Officers John McKee and George Resetar responded to the 200 block of Harris Road in Forked River, for a check the well-being call. While at the scene, officers discovered that one of the residents, identified as 37-year-old Ryan A. Burlew, had an outstanding warrant for his arrest. The warrant was issued by the Toms River Township Municipal Court in the amount of $350. Ryan A. Burlew was arrested on the warrant and transported to police headquarters. He was processed and released after posting bail.

Drug Possession and Burglary (Arrest) – On Tuesday, March 1, 2016, at 10:05 a.m., Officers Michael Hein and Jeffrey Slota responded to the 1400 block of Bullard Avenue in Forked River to assist a real estate agent in checking a vacant residence that they had legally acquired as a result of a foreclosure. While checking the residence officers located 26-year-old Christopher C. Cox within an upstairs bedroom. Officers also observed several wax-folds of heroin, several empty wax-folds, and syringes. Christopher Cox was arrested and transported to police headquarters. He was charged on a warrant with Burglary and Possession of Heroin. Bail was set in the amount of $25,000. In addition, Christopher Cox was charged with Possession of a Hypodermic Syringe. He was later lodged in the Ocean County Correctional facility in default of bail.

Distribution of Heroin (Arrests) – On Friday, February 26, 2016, at 2:31 a.m., this agency received a call from the Wawa, Route 9 South & Taylor Lane in Forked River, reporting a drug transaction in the women’s bathroom. A description was provided of two suspects who walked south on Route 9 after the transaction and two others who drove away in a vehicle. The vehicle was located by Officer Scott Keefe who conducted a motor vehicle stop on Route 9 near Lakeside Drive South while Officer Christopher Meyler located the two subjects who were walking south along Route 9. At the scene of the motor vehicle stop, the driver was identified as 31-year-old Deirdre Davis of 15 Harborage Avenue in Bayville, NJ. The rear male passenger was identified as 31-year-old Kevin Mack of Boston Way Village in Asbury Park, NJ. Investigation at the scene led to the arrest of both Deirdre Davis and Kevin Mack. A search at the scene revealed a pill bottle containing approximately 40 Oxycodone pills without a prescription and a pill bottle with approximately 23 Xanax bars without prescription. Both Deirdre Davis and Kevin Mack were transported to Lacey Township Police Headquarters. Kevin Mack had originally provided officers with false information and it was determined that he had three warrants outstanding for his arrest.
At the pedestrian contact scene, Officer Meyler identified the subjects as 33-year-old Kimberly Croman of 211 Nantucket Road in Forked River and 45-year-old Michael Gray of 211 Nantucket Road in Forked River. Both initially provided false names to the officers. Officer Meyler was able to positively identify K. Croman who was then arrested for providing the false information. Several warrants were located for her arrest as well. At the time, it was not known that Michael Gray had provided false information to officers. The male subject was released at the time. A warrant was located for Michael Gray’s arrest and Officer Meyler will be issuing a warrant in the coming days for the arrest of Michael Gray who has not yet been arrested for his involvement in this matter. At police headquarters, a search of K. Croman revealed 20 bags of heroin. As a result of the investigation, it was determined that the Heroin transaction took place in the Wawa bathroom immediately prior to the police interaction with all of the involved persons.
Deirdre Davis was charged with Distribution of Heroin and Possession of Heroin and lodged in the Ocean County Correctional Facility in default of $25,000 bail. Kevin Mack was charged with Possession of Marijuana and Hindering Apprehension and lodged in the Ocean County Correctional Facility in default of $2,500 bail along with a combined total of $11,500 bail on the three outstanding warrants from other jurisdictions. Kimberly Croman was charged with Possession of Heroin and Hindering Apprehension and lodged in the Ocean County Correctional Facility in default of $15,000 bail as well as a combined total of $1,000 bail on two additional outstanding warrants. Michael Gray is wanted on an outstanding Lacey Township Warrant with bail set at $750 and additional charges are pending further investigation.

Theft (Formal Charge) – On February 25, 2016, a follow-up investigation by the Lacey Detective Bureau into a reported theft at Retro Fitness led to a criminal charge of Theft being signed against 25-year-old Christopher Slover of 119 Walnut Drive in Lanoka Harbor. He was served with the complaint pending a court appearance. On Sunday, February 14, 2016, officers had responded to Retro Fitness in reference to an alleged theft of cash from a locker. Fitness center employees and members reported that another member might be responsible for recent thefts from unsecured lockers at multiple Retro locations including Lacey. On Sunday, February 14, 2016, $82.00 in cash was reported missing from a gym bag stored in the locker room at the Lacey location. Other identified victims did not wish to file reports. The police departments in each town where potential thefts occurred where notified of this incident and criminal charge.

Aggravated Assault (Arrest) – On Monday, February 29, 2016, at 5:57 p.m., Officer Elton Copes responded to a Chestnut Drive residence in Lanoka Harbor for a report of an assault that had reportedly occurred earlier on Pineview Road in Forked River. The victim, a 51-year-old male from Chestnut Drive, had significant injury to his left ear. The victim reported that he was at the residence of 1745 Pineview Road, located in the Barnegat Pines section of Forked River, when he became involved in a verbal argument with 52-year-old Terence P. Bacon of 1745 Pineview Road in Forked River, NJ. The victim reported that the dispute became physical and Terrence Bacon allegedly bit the top part of his left ear off during the altercation. The victim then drove home to his own residence where the police were contacted. Detective Alan Abrecht responded to the scene to handle the follow-up investigation. Terrence Bacon turned himself in at Lacey Township Police Headquarters a short time later. Terrence Bacon was charged with Aggravated Assault and Disorderly Conduct. Judge Damian Murray set bail at $25,000. Terrence Bacon posted bail through a bail bondsman and was released from custody after processing.

Shoplifting (Juvenile Charges) – On Monday, February 29, 2016, at 5:35 p.m., Officer Jesse Dalziel and Charles May responded to Kohl’s, 304 Route 9 North in Forked River, for a report of shoplifting. The loss prevention employee reported that two female juveniles selected approximately 47 pieces of merchandise from the cosmetics and jewelry section of the store and brought them into the dressing room. When the juveniles exited the dressing room the merchandise was no longer visible. Upon checking the dressing room the loss prevention employee located empty merchandise packaging. The juveniles were stopped when they attempted to leave the store without paying for the concealed items. The juveniles were transported to Lacey Township Police Headquarters where they were processed and charged. The 16-year-old juvenile shoplifted 27 items valued at $813.64 and 15-year-old juvenile shoplifted 20 items valued at $813.20. The juveniles were turned over to the custody of their parents.

Warrant Arrest – On Sunday, February 28, 2016, at 5:19 p.m., Officer Daniel Ricciardella conducted a motor vehicle stop. Investigation at the scene led to the arrest of the driver, 32-year-old Louis L. Kelly of 10 Second Street in Lanoka Harbor, NJ, on an outstanding Ocean Township Municipal Court warrant in the amount of $250. Louis Kelly was transported to Lacey Township Police Headquarters where he was processed and released after posting bail. Louis Kelly also received a summons for driving while suspended.

Warrant Arrest – On Saturday, February 27, 2016, at 5:11 p.m., Officer Dimitrios Tsarnas conducted a motor vehicle stop on Lacey Road near Williams Avenue in Forked River. Investigation at the scene led to the arrest of 57-year-old Joseph A. Sylvester of Thomas Place in Parlin, NJ, on an outstanding Freehold Township Municipal Court warrant in the amount of $500. Joseph Sylvester was transported to Lacey Township Police Headquarters where he was processed and released after posting bail.

Warrant Arrest & Resisting Arrest by Flight – On Saturday, February 27, 2016, at 6:33 p.m., Officer Dimitrios Tsarnas and Officer Julie Barcalow responded to a Buena Vista Road residence in reference to serving an arrest warrant on 46-year-old Craig P. Roberson. As the officers arrived at the residence, Craig Roberson ran into the residence and refused to comply with the verbal commands given by Officer Tsarnas. Officer Tsarnas chased Craig Roberson who attempted to hide from the officers. Craig Roberson was located a short time later hiding under the back deck of the residence. Craig Roberson was placed under arrest and transported to Lacey Township Police headquarters where he was processed and charged with Resisting Arrest by Flight. Bail was set at $5,000 by Judge Damian Murray. Craig Roberson was transported to the Ocean County Correctional Facility in default of bail.

Warrant Arrest – On Saturday, February 27, 2016, at 9:06 p.m., Officer Anthony Sarno conducted a motor vehicle stop on Laurel Boulevard near Basin Road in Lanoka Harbor. Investigation at the scene led to the arrest of 23-year-old John R. Ingraldi of East Hickory Drive in Lanoka Harbor, NJ, on an outstanding Burlington Township Municipal Court warrant in the amount of $350. John Ingraldi was placed under arrest and transported to Lacey Township Police Headquarters where he was processed and issued a summons for Operating a Vehicle with a Suspended Registration. John Ingraldi was released ROR by the Burlington Township Municipal Court Clerk.

Suspicious Incident (Possible Attempted Burglary) – On Saturday, February 27, 2016, at 10:17 p.m., Officer Dimitrios Tsarnas responded to the Forked River Branch of the Ocean County Library, 10 East Lacey Road in Forked River, NJ, for an alarm call. Upon arrival, the officers observed an open rear window and a damaged screen. The officers searched the building, but did not locate any suspects inside. It did not appear that entry was made into the building or that anything was stolen.

Shoplifting (Arrest) – On Friday, February 26, 2016, 7:40 p.m., Officer Scott Keefe responded to Walmart, 580 Route 9 North in Lanoka Harbor, for a report of shoplifting. The loss prevention employee reported that he observed a male subject remove items from the packaging and then place the items into his jacket pocket. The subject then attempted to leave the store without paying for the items. Investigation at the scene led to the arrest of 22-year-old Brian N. Wagner of Delaware Avenue in Whiting, NJ, for shoplifting $33.38 worth of merchandise. Brian Wagner was transported to Lacey Township Police Headquarters where he was processed and charged with Shoplifting.

Warrant Arrest – On Thursday, February 25, 2016, at 10:47 p.m., Officer Christopher Meyler conducted a motor vehicle stop in the parking lot of Wawa, 800 Lacey Road in Forked River, NJ. Investigation at the scene led to the arrest of 55-year-old Louis Lanzetti of Park Place Avenue in Bradley Beach, NJ on a Wall Township Municipal Court warrant in the amount of $500. Louis Lanzetti was transported to Lacey Township Police Headquarters where he was processed and released after posting bail.

Warrant Arrest – On Thursday, February 25, 2016, at 2:16 p.m., Officer John Simonson conducted a motor vehicle stop on Lacey Road at the Garden State Parkway. Investigation at the scene led to the arrest of the driver, 43-year-old Joey O. Gibbs of Central Avenue in Waretown, NJ on an outstanding Englishtown Borough Municipal Court warrant in the amount of $1,000. Joey Gibbs was transported to Lacey Township Police Headquarters where he was processed and released after posting bail. Joey Gibbs was issued a summons for driving while suspended.

Shoplifting (Arrest) – On Thursday, February 25, 2016, at 2:20 p.m., Officer Daniel Ricciardella and Officer Evan Androcy responded to Walmart, 580 Route 9 North in Lanoka Harbor, for a suspected shoplifter that had just entered the store. The suspect, 35-year-old Casey M. O’Brien of Anchor Drive in Barnegat, NJ, was a suspect in two previous shoplifting incidents in which Officer Ricciardella is investigating. Officer Androcy located the suspect inside the store and observed him removing an anti-shoplifting “spider wire” from a laptop computer. The suspect was placed under arrest and was found to be in possession of two cameras and an internet hotspot that had been ripped from their security racks. Casey O’Brien was transported to Lacey Township Police Headquarters where he was processed and charged with Shoplifting a desktop computer valued at $649 on January 16, 2016 and Shoplifting a laptop computer, two cameras, and an internet hotspot with a total value of $582.

Theft from Vehicles – On Wednesday, February 25, 2016, at 7:38 a.m., officers from the Lacey Township Police Department responded to the Forked River Beach section of the township in reference to several reports of thefts from unlocked vehicle. A total of six vehicles were entered and had items stolen from them in the area Hilo Bay Drive and Daytona Road. The thefts are believed to have occurred between 1:30 a.m. and 6:00 a.m. on February 25, 2016. The thefts included items such as: four Philadelphia Flyers season ticket books valued at $2,000; an IPod 16 gigabyte black in color valued at $100; a Discover card; an older model Garmin GPS(NFI) in a green REI bag valued at $50; a Spyderco pocket knife valued at $100; a pair of white wireless JBL headphones valued at $120; two white I-Phone 6 cell phone USB charging cables valued at $20; a TD Bank personal checkbook; a pair of Bushnell binoculars valued at $80; a Stanley tripod LED flashlight valued at $15; a prescription bottle containing 30 pain medication tablets; a brown pair of woman’s Oakley sunglasses valued at $250; a white Apple, 8 Gigabyte, I-phone 4S in a pink rubberized case with a total value of $425; a black cell phone holder for an automobile valued at $45; a black and gray radar detector valued at $100; and a pair of blue men’s Oakley sunglasses with dark polarized lenses with a total value of $250.

Shoplifting and Possession of Drug Paraphernalia – On Wednesday, February 24, 2016, at 6:09 p.m., Officer Jesse Dalziel responded to Walmart, 580 Route 9 North in the Lanoka Harbor section of the township, for a report of shoplifting. The manager reported that she observed a female remove 14 apparel items from the display and then concealed the items inside her purse. The female subject then reportedly attempted to leave the store without paying for the items. Investigation at the scene led to the arrest of 36-year-old Megan Cottrell of West Bay Avenue in Barnegat, NJ, for shoplifting $99.84 worth of merchandise. Megan Cottrell was also found to be in possession of a hypodermic syringe and drug paraphernalia. Megan Cottrell was transported to Lacey Township Police Headquarters where she was processed and then charged with Shoplifting, Possession of a Hypodermic Syringe and Possession of Drug Paraphernalia.

Shoplifting – On Friday, February 19, 2016, at 5:37 p.m., Officer Dimitrios Tsarnas responded to Walmart, 580 Route 9 North in Lanoka Harbor, in reference to a report of shoplifting. The loss prevention employee reported that he observed a male subject attempting to exit the store with a shopping cart full of merchandise for which payment had not been made. Upon being confronted, the suspect reportedly left the shopping cart of merchandise and fled the area on foot. The shoplifted merchandise consisted of $488.06 of Lego’s and a $4.47 quart of oil. Upon further investigation, the shoplifter was identified as 31-year-old Douglas M. Gifford Jr. of Flint Road in Toms River, NJ. A $1,500 warrant was issued for his arrest.

Warrant Arrest – On Saturday, February 20, 2016, at 9:45 p.m., Officer Dimitrios Tsarnas stopped a vehicle on Route 9 North near Game Farm Road in Forked River. Investigation at the scene led to the arrest of 31-year-old Douglas M. Gifford Jr. of Flint Road in Toms River, NJ on an outstanding Lacey Township Municipal Court warrant in the amount of $1,500. The warrant was issued as a result of a shoplifting incident that occurred at Walmart, 580 Route 9 North in Lanoka Harbor, NJ, on February 19, 2016, in which Douglas Gifford is alleged to have attempted to steal $492.53 worth of merchandise. Upon being arrested at the scene of the motor vehicle stop on Saturday, February 20, 2016, Douglas Gifford Jr. was transported to Lacey Township Police Headquarters where he was processed and then transported to the Ocean County Correctional Facility in default of bail.

Fire – On Saturday, February 20, 2016, at 12:44 a.m., Officer Dimitrios Tsarnas responded to the Oyster Creek Nuclear Generating Station, 800 Route 9 South in Forked River, for the report of a brush fire. The Forked River Fire Company responded to the scene and extinguished the fire. The fire was contained to an area approximately 500 feet by 200 feet on the north side of the property.

Attempted Theft from a Boat – On Friday, February 19, 2016, at 3:05 p.m., Officer Darrell Nick responded to the docks at 915 Beach Boulevard in the Forked River for a report of an attempted theft from a boat. The victim reported that between 12:00 p.m. on Thursday, February 18, 2016 and 3:00 p.m. on Friday, February 19, 2016, an unknown person or persons attempted to pry open the cabin door of his 31 foot, 1979, Silverton boat that was docked in a boat slip. Visible damage was observed on the lock of the cabin door, but no access was gained into the locked area of the boat. Nothing was reported stolen. The damage to the lock is estimated at $50.

Warrant Arrest – On Friday, February 19, 2016, at 11:40 a.m., Christopher Wisnowski was arrested by the Stafford Township Police Department on a Lacey Township Municipal Court warrant in the amount of $1,000. The warrant was issued on February 6, 2016, as a result of a shoplifting incident that occurred at the Kohl’s, 304 Route 9 North in Forked River, in which a $199 in merchandise was reportedly stolen. Christopher Wisnowski was processed at Lacey Township Police Headquarters and then transported to the Ocean County Correctional Facility in default of the bail.

Drug Possession – On Friday, February 19, 2016, at 12:10 a.m., Officer Anthony Sarno was on patrol when he conducted a motor vehicle stop on Kennebec Road near the intersection of Tamarack Road in Forked River. While speaking with the driver, 22-year-old Edward Baldasari of Parkside Drive in Forked River, Officer Sarno observed drug paraphernalia and Marijuana within the passenger compartment of the vehicle. Investigation at the scene led to the arrest of Edward Baldasari for Possession of Marijuana and Possession of Drug Paraphernalia. Edward Baldasari was transported to Lacey Township Police Headquarters where he was processed and charged with Possession of Marijuana, Possession of Drug Paraphernalia, Possession of a CDS in a Motor Vehicle, and Unregistered Vehicle.

Criminal Mischief – On Wednesday, February 17, 2016, at 7:21 p.m., Officer Anthony Sarno responded to the Lacey Mall for a report of criminal mischief. The victim reported that she parked her vehicle in the Lacey Mall parking lot at approximately 6:45 p.m. on February 17, 2016 and went into the ShopRite store. Upon returning approximately 30 minutes later, she noticed numerous scratches on the driver’s side of her vehicle. The scratches appeared to have been made with a small metallic object such as a key. The damage to the vehicle is estimated at $1,500. The loss prevention office was notified regarding possible surveillance video of the parking lot.

Motor Vehicle Crash – On Wednesday, February 17, 2016, at 7:05 p.m., officers responded to the intersection of Route 9 and Lacey Road for a report of a two vehicle motor vehicle crash. A 1995 Chrysler Seabring with three occupants was traveling north on Route 9 and attempted to make a left turn onto Lacey Road, when it collided with a 1999 Volkswagen Beetle with two occupants that was traveling south on Route 9. All five people involved in the motor vehicle crash were transported to Community Medical Center for treatment of minor injuries. The roadway had to be detoured for approximately 30 minutes due to the accident.

Shoplifting – On Wednesday, February 17, 2016, at 1:48 p.m., Officer Brian Holt responded to Walmart, 580 Route 9 North in Lanoka Harbor, NJ, for a report of shoplifting. The loss prevention employee reported that a male subject was observed placing a 40 inch Sony television valued at $328 into a shopping cart and then pushing the cart into the employee-only stock room where he reportedly proceeded to remove the anti-theft security device. The loss prevention employee stopped the suspect when he exited the stock room with the television. Investigation at the scene led to the arrest of 51-year-old Kim W. Martin of Toms River, NJ, for Shoplifting. Kim Martin was transported to Lacey Township Police Headquarters where he was processed and charged with Shoplifting.

Theft – On Tuesday, February 16, 2016, at 11:06 p.m., Officer George Resetar responded to 811 Route 9 North in Lanoka Harbor for a report of theft. The victim reported that while she was visiting her sister at the residence of 811 Route 9 North in Lanoka Harbor, NJ her car was stolen by her sister’s boyfriend, 25-year-old Melvin Ozoria of 345 New Central Avenue, Lakewood, NJ. The stolen vehicle was reported as a silver, 2014, Kia Optima. The suspect reportedly took the keys off of a table inside the residence and left with the vehicle to an unknown location. A complaint-warrant was obtained for Melvin Ozoria for a charge of Theft of Movable Property with bail set by Judge Damian Murray in the amount $20,000. The suspect, Melvin Ozoria, brought the vehicle back to the residence at approximately 3:24 a.m. on Wednesday, February 17, 2016. The vehicle appeared to have been involved in an accident, as it was returned with significant damage to the passenger side. The victim and the suspect engaged in a verbal altercation that turned physical. Melvin Ozoria then fled the area without the vehicle. Melvin Ozoria of 345 New Central Avenue in Lakewood is wanted on the $20,000 warrant as of the time of this release.

Shoplifting – On Tuesday, February 16, 2016, at 1:56 p.m., Officer Kymberly Gudgeon responded to Walmart, 580 Route 9 North in the Lanoka Harbor section of the township, for a report of shoplifting. The loss prevention employee reported that he observed a male and female in the store filling up shopping bags with merchandise and then they attempted to leave the store without paying for the items. Investigation at the scene led to the arrest of 26-year-old Christian M. Fernandez who resides at the Red Roof Inn, West Water Street in Toms River, NJ and 30-year-old Tara M. Addison of Locker Street in Beachwood, NJ for shoplifting. The shoplifted merchandise consisted of 53 items valued at $168.35. Christian Fernandez and Tara Addison were transported to Lacey Township Police Headquarters where they were processed and each charged with Shoplifting. Christian Fernandez was also charged with Possessing Anti-Shoplifting Device as a result of having a magnetic security peg key. Christian Fernandez also had two outstanding Toms River Township Municipal Court warrants in the amounts of $275 and $75. Christina Fernandez was transported to the Ocean County Correctional Facility in default of the bail.

Theft – On Monday, February 15, 2016, at 8:28 p.m., Officer Andrew Slota responded to Applebee’s, 404 Route 9 South in the Forked River section of the township, for a report of theft. The manager reported that a male subject started a bar tab and then left without paying. The suspect is described as a white male in his mid-thirties with dark hair and light-colored eyes. The suspect goes by the name of “Pete” and is believed to have done this at the restaurant on more than one occasion. The total value of the theft is $35.30.

MV Accident & Warrant Arrest – On Monday, February 15, 2016, at 1:10 p.m., Officer Frederick Anderson responded to Warren Avenue in the Lanoka Harbor section of the township for a report of a one car motor vehicle accident. A vehicle was traveling down Warren Avenue when the driver, 20-year-old Gregory J. Fenton of Dugout Drive in Lanoka Harbor, lost control and struck mailboxes. Investigation at the scene led to the arrest of a passenger, 21-year-old Casey M. Sinopoli of Clairmore Avenue in Lanoka Harbor, on an outstanding Camden City Municipal Court warrant in the amount of $300. Casey Sinopoli was transported to Lacey Township Police Headquarters, where he was processed and released after posting bail.

Criminal Mischief – On Monday, February 15, 2016, at 10:54 a.m., Officer Michael Hein responded to Lacey Township Police Headquarters in reference to a report of criminal mischief. The victim reported that between 10:00 p.m. on Friday, February 12, 2016 and 8:00 a.m. on Saturday, February 13, 2016, an unknown person or persons damaged the driver side mirror of his vehicle. The vehicle was parked on Weehawken Avenue near the intersection of Tappan Street at the time of the incident. The damage is estimated at $300.

Theft – On Sunday, February 14, 2016, at 6:40 p.m., Officer Andrew Slota responded to Retro Fitness, 410 South Main Street in the Forked River section of the Township, for a report of theft. The victim reported that he stored his back-pack in the men’s locker room while he was working out and upon being told that a subject was going through the lockers, he discovered that $82 in cash had been stolen. The staff was made aware and a potential suspect was identified, but had left prior to the police being contacted. A suspect has been identified and the matter under investigation.

DUI (Arrest) – On Saturday, February 13, 2016, at 10:48 p.m., Officer John McKee was on patrol when he observed a vehicle in front of him strike a curb at the intersection of Lake Barnegat Drive North and Lacey Road. Upon following the vehicle and observing the vehicle failing to maintain its lane of travel, Officer McKee conducted a traffic stop of the vehicle on Veterans Way and Manchester Avenue in Forked River. Investigation at the scene led to the arrest of 19-year-old Caroline Erikson of Chelsea Street in Forked River, NJ for DUI by Officer Dimitrios Tsarnas. Caroline Erikson was transported to Lacey Township Police Headquarters where she was processed and charged with DUI, Reckless Driving, Failure to Maintain Lane, Open Container in a Motor Vehicle, and Underage Consumption of Alcohol. The vehicle she was operating was impounded pursuant to John’s Law.

Warrant Arrest – On Saturday, February 13, 2016, at 9:59 p.m., Officer Adam Ewart and Officer Dimitrios Tsarnas responded to Applebee’s, 404 Route 9 south in the Forked River section of the township for a report of a verbal argument between two patrons. As Officer Tsarnas was responding to the scene, he observed a male fitting the description provided by the caller running across Route 9 toward Bay Harbor Motor Lodge. Officer Tsarnas stopped the subject and identified him as 32-year-old Christopher M. Burnett of Bowline Drive in Barnegat, NJ. It was determined that Christopher Burnett had been involved in a verbal argument prior to police arrival. Further investigation at the scene led to the arrest of Christopher Burnett on an outstanding Stafford Township Municipal Court warrant in the amount of $764. Christopher Burnett was transported to Lacey Township Police Headquarters where he was processed and then transported to the Ocean County Correctional Facility in default of the bail.

Warrant Arrest – On Friday, February 12, 2016, at 11:22 a.m., Officer Darrell Nick responded to a Beach Boulevard residence in the Forked River Beach section of the township for a report of a dispute. Investigation at the scene led to the arrest of 26-year-old Kyle A. Conroy of Beach Boulevard on an outstanding Brick Township Municipal Court warrant in the amount of $251. Kyle Conroy was transported to Lacey Township Police Headquarters where he was processed and then released on his own recognizance by the Brick Township Municipal Court Clerk.

Criminal Mischief – On Friday, February 12, 2016, 8:14 a.m., Officer Brian Holt responded to a Devon Street residence in the North Barnegat Pines section of Forked River for a report of criminal mischief. The victim reported that between 7:30 p.m. on Thursday, February 11, 2016 and 8:30 a.m. on Friday, February 12, 2016, an unknown person or persons shattered the driver side front door window of his vehicle. The vehicle was parked in the driveway of the residence at the time of the incident. The damage is estimated at $500.

Warrant Arrest – On Thursday, February 12, 2016, at 2:31 a.m., Officer Christopher Meyler was on patrol when he observed a motor vehicle speeding on Bay Way in the Lanoka Harbor section of the township. Officer Meyler effectuated a motor vehicle stop on Bay Way near Brown Street. Investigation at the scene led to the arrest of 35-year-old Jonathan Radcliffebivins of Annapolis Road in South Toms River, NJ on an outstanding an Ocean County Sheriff’s Department warrant in the amount of $18,781.73 and an Ocean County Sheriff’s Department warrant in the amount of $23,639.69 for willful non-support. Jonathan Radcliffebivins was transported to Lacey Township Police Headquarters where he was processed and then transported to the Ocean County Correctional Facility in default of the bail.

Burlew of Oakwood Drive in Forked River, NJ had a suspended driver’s license and an outstanding Lacey Township Municipal Court warrant in the bail amount of $500. Ryan Burlew was transported to Lacey Township Police Headquarters where he was processed and released after posting bail. Ryan Burlew was charged with Driving While Suspended and Uninsured Vehicle.

Warrant Arrest & Drug Possession – On Wednesday, February 10, 2016, at 10:14 p.m., Officer Anthony Sarno stopped a vehicle on Beverly Road in the South Barnegat Pines section of Forked River. The vehicle was being driven by 32-year-old Ryan M. Thomson of Beverly Road in Forked River, NJ. Investigation at the scene led to the arrest of Ryan Thomson on a No Bail Atlantic County Sheriff’s Department Warrant for Drug Offenses. While in custody, Ryan Thomson was found to be in possession of fifty-four (54) wax folds of Heroin. The items were hidden in his waistband through a one inch tear on the inside of the waistband and then spread throughout the inside of the waistband by pushing the CDS inside. Four (4) Buprenorphine Hydrochloride and Naloxone Hydrochloride pills, a variation of Suboxone, were also found hidden in a condom inside the suspect’s waistband. Ryan Thomson was charged with 3rd Degree Possession of Heroin and possession of Prescription Legend Drugs. Bail was set at $25,000 by Judge Damian Murray. Ryan Thomson was also issued summons for Failure to Signal Turn, Failure to Inspect, and Possession of CDS in a Motor Vehicle.

Warrant Arrest – On Wednesday, February 10, 2016, at 5:40 p.m., Officer Christopher Meyler located 33-year-old Nicholas Kutassy of Merrimac Road in Forked River, NJ, who was wanted on an outstanding Lacey Township Municipal Court warrant in the amount of $10,000. The warrant had been issued earlier in the day for a theft and criminal mischief incident that had occurred at a family member’s house, located on Brick Avenue in Lanoka Harbor, NJ. Nicholas Kutassy was transported to Lacey Township Police Headquarters where he was processed and then transported to the Ocean County Correctional Facility in default of the bail.

Burglary & Theft (Formal Charges) – Through a collaborative investigation between Lacey Detectives and Detectives from the Berkeley Township Police Department, a search warrant was authorized on January 28, 2016, for Joshua Everett’s residence at 24 East Lacey Road in Forked River. Proceeds from multiple burglaries from Lacey Township and Berkeley Township were located. While processing evidence seized from the residence, items were located that were directly linked to victims of burglaries and thefts in late December of 2015 and January of 2016. The items included a prescription pill bottle in the name of a Letts Avenue victim, an Ocean County Library card signed on the back by a Penn Place victim, as well as two forms of identification from a Frazee Place victim. On February 10, 2016, Detective Robert Surtees of the Lacey Township Police Department signed three charges of Burglary against Joshua Everett for the unlawful entry and thefts from vehicles on Letts Avenue, Penn Place, and Frazee Place in Forked River. Bail was set by JMC Damian Murray at $25,000 on an arrest warrant. Joshua Everett was later served and processed at the Ocean County Correctional Facility where he was previously lodged for burglaries out of Berkeley Township. Joshua Everett was also charged with multiple counts of burglary and theft out of Ocean Township (Waretown) in addition to the charges out of Lacey Township and Berkeley Township.

Burglary & Theft – On Tuesday, February 9, 2016, at 7:53 a.m., Officer John Simonson responded to Shore Metric, 700 Challenger Way in the Lacey Township Business Park in reference to a report of a burglary and theft. The owner reported that between 6:30 p.m. on Monday, February 8, 2016 and 7:45 a.m. on Tuesday, February 9, 2016, an unknown person or persons entered his business by prying open an exterior window to the building. The suspect or suspects attempted to pry open a safe but were unsuccessful. A jar containing approximately $300 in loose change was reportedly stolen. The damage to the window is estimated at $350 and the damage to the safe is estimated at $250. On Tuesday, February 9, 2016, at 9:45 a.m., Officer Brian Holt responded to Play-Day-Place, 695 Challenger Way in the Lacey Township Business Park, in reference to a report of burglary and theft. The owners reported that at approximately 1:30 a.m., an unknown person or persons entered their business and pried open a cash register. Approximately $38 in cash and change was reported stolen. The suspect made entry into the business by prying the back door. The damage to the cash register is estimated $150. The Lacey Township Detective Bureau responded to continue the investigation. The Ocean County Sheriff’s Department Crime Scene Investigations Unit assisted at the scene.
