Weekly Police Blotter – Lacey Township Police Department – August 4th through August 10th, 2017
- Fire with Injuries – On Thursday, August 10, 2017, at 11:12 p.m., Officers Michael Baldasari, Christopher Meyler and Scott Keefe responded to a residence located on the 700 block of Joseph Avenue in Lanoka Harbor for three adult males suffering from extensive burns. Investigation at the scene revealed that the adult males attempted to ignite a back yard fire pit using gasoline. Flames flashed back to the gas can causing an out of control flash fire. The three men suffered from burns, resulting in two of them, a 33-year-old male from Lanoka Harbor, and a 30-year-old male from Lanoka Harbor, being flown to Temple University Hospital (Burn Center) in Philadelphia, PA. Their condition was listed as stable. The third victim, a 36-year-old male from Lanoka Harbor, was transported to Community Medical Center in Toms River by ambulance. The Ocean County Prosecutor’s Office, Ocean County Fire Marshal and Lacey Township Police Detective Adam Ewart are investigating the incident.
- DUI with Motor Vehicle Crash (Arrest) – On Thursday, August 10, 2017, at 9:25 p.m., Officer Julie Barcalow responded to the area of Sylvania Place and Cypress Street in Forked River, for a motor vehicle crash. The caller reported that the suspect vehicle struck a pole and fled the scene. The vehicle was located on the 1200 block of Cypress Street in Forked River. Investigation at the scene led to the arrest of the driver, identified as 50-year-old Anthony W. Repstien of Cypress Street in Forked River for DUI. He was transported to police headquarters and processed. Anthony W. Repstien was released after receiving traffic summonses for DUI, Reckless Driving, Failure to Maintain Lane, Leaving the scene of a Motor Vehicle Crash, Failure to Report a Motor Vehicle Crash, Consuming Alcohol in a Motor Vehicle, Failure to Exhibit Registration, Failure to Exhibit Insurance Card, Failure to Change Address and Using a Cell phone while Driving. The vehicle he was driving was impounded pursuant to John’s Law.
- Shoplifting– On Thursday, August 10, 2017, at 1:55 p.m., Officer Daniel Ricciardella responded to Kohl’s, located at 304 Route 9 North in Forked River, for a shoplifter. Investigation at the scene led to the arrest of 18-year-old Anya G. Schuster of Station Road in Bayville, NJ, for shoplifting merchandise valued at $329. She was transported to police headquarters and processed. Anya G. Schuster was released after receiving a criminal summons for shoplifting.
- Drug Arrest – On Thursday, August 10, 2017, at 12:38 a.m., Officer Jesse Dalziel conducted a traffic stop at the intersection of Deerhead Lake Drive and Sweetwood Drive in Forked River. Officer Andrew Slota arrived to assist. Investigation at the scene led to the arrest of the driver, identified as 19-year-old Biago D. Schiano, of Oak Lane in Manahawkin, NJ, for Possession of CDS. In addition, the passenger, identified as 20-year-old Austin A. Friedman of Sweetwood Drive in Forked River, was arrested for possession of drug paraphernalia. They were both transported to police headquarters and processed. Austin A. Friedman was released after receiving a criminal summons for Possession of Drug Paraphernalia. Biago D. Schiano was released after receiving a criminal summons for Possession of Marijuana 50 Grams or Less and Possession of Drug Paraphernalia. In addition, Biago D. Schiano received traffic summonses for Failure to Signal and Possession of CDS in a Motor Vehicle.
- Burglary and Theft (Auto) – On Wednesday, August 9, 2017, at 3:04 p.m., Officer John Cernek responded to police headquarters for a theft report. The victim reported that between 10:00 p.m. on Monday, August 7, 2017 and 5:30 a.m. on Tuesday, August 8, 2017, an unknown person or persons entered her vehicle that was parked on the 1400 block of Foch Avenue in Forked River, and stole property within. The stolen property included $33 in currency, documents, sunglasses, prescriptions, a leather clutch bag, and an unknown quantity of sharps used for blood withdrawal. The total theft is estimated at $333. There was no sign of forced entry.
- Drug and Warrant Arrest (Multiple) – On Wednesday, August 9, 2017, at 12:56 a.m., Officer Michael Baldasari observed two subjects in the parking lot of Applebee’s Restaurant, located at 404 Route 9 South in Forked River. Officer Baldasari was aware of outstanding warrants for their arrests. Investigation at the scene led to the arrest of 24-year-old Jacob N. Barney, of Lake Avenue in Island Heights, NJ, on two (2) outstanding warrants. Warrant number (1) was issued by the Lacey Township Municipal Court in the bail amount of $500 and warrant number (2) was issued by the South Toms River Municipal Court in the bail amount of $500. In addition Jacob N. Barney was in Possession of CDS (Heroin), Drug Paraphernalia, and a Hypodermic Syringe. The second subject, identified as 24-year-old Krysta D. Badgett of Lake Avenue in Island Heights, NJ, was arrested on an outstanding Lacey Township Municipal Court warrant in the bail amount of $500. They were both transported to police headquarters and processed. Jacob Barney was charged with the above drug offenses and lodged in the Ocean County Correctional Facility. Krysta D. Badgett was also lodged in the Ocean County Correctional Facility in default of bail
- DUI Arrest – On Tuesday, August 8, 2017, at 9:05 p.m., Officer Elton Copes conducted a traffic stop on Bay Way and Maple Road in Lanoka Harbor. Investigation at the scene led to the arrest of the driver, identified as 34-year-old Kenneth J. Steiner, Jr., of Oxgoose Drive in Lanoka Harbor, for DUI. He was transported to police headquarters and processed. Kenneth J. Steiner was released after receiving traffic summonses for DUI, Reckless Driving and Speeding. The vehicle he was operating was impounded pursuant to John’s Law.
- Warrant Arrest – On Tuesday, August 8, 2017, at 7:12 p.m. Officers Michael Baldasari and Jason Lee responded to the 1900 block of Pineview Road in Forked River, to serve two (2) outstanding warrants. Upon arrival, they met with of 20-year-old Robert R. Chechel of Pineview Road and placed him under arrest on the warrants. Warrant number (1) was issued by the Lacey Township Municipal Court in the bail amount of $1,000 and warrant number (2) was also issued by the Lacey Township Municipal Court in the bail amount of $500. Robert Chechel was transported to police headquarters and processed. He was lodged in the Ocean County Correctional Facility in default of bail.
- Motor Vehicle Crash (ATV) – On Sunday, August 6, 2017, at 4:13 p.m., Officer Andrew Slota responded to Jones Road (a dirt road located in the Bamber Lake section of Lacey Township) for a report of an accident involving an ATV and a UTV (side-by-side). The driver and passenger of ATV#1 were ejected. The driver of ATV #1, identified as a 20-year-old male from Whiting, NJ, sustained a head injury, and the passenger of ATV #1, identified as a 19-year-old female from Toms River, NJ, sustained an arm injury. They were both flown to Jersey Shore Medical Center in Neptune, NJ. The driver of the UTV was not injured. Both drivers received traffic summonses for Operating Unregistered and Uninsured Vehicles. The ATV and UTV were impounded and the accident remains under investigation.
- Structure Fire – On Sunday, August 6, 2017, at 3:13 p.m., Officer Charles May responded to the 700 block of Tappan Street in Forked River, for a report of a shed on fire, fully engulfed in flames. Upon arrival, the neighbors were extinguishing the fire with garden hoses. The Forked River Fire Department arrived on scene and ensured the fire was completely extinguished. The Ocean County Fire Marshal also responded.
- Burglary and Theft (Residence) – On Sunday, August 6, 2017, at 8:17 a.m., Officer Frederick Anderson responded to the 100 block of Clairmore Avenue in Lanoka Harbor, for a theft report. The homeowner reported that between 8:00 a.m. and 8:15 a.m. on August 6, 2017, an unknown person or persons entered his unlocked detached garage and stole a 9mm handgun he was preparing to clean. The weapon was left unattended for that time frame in the unsecured garage. The weapon is valued at $300. Lacey Police Detective Alan Abrecht and an Ocean County Sheriff’s K-9 Officer responded to the scene to investigate. The incident remains under investigation.
- Criminal Trespass – On Sunday, August 6, 2017, at 12:11 a.m., Officers Michael Baldasari and Anthony Sarno responded the 1100 block of Laurel Boulevard in Lanoka Harbor, for a report of a suspicious vehicle. Investigation at the scene led to a Special Form of Complaint and Summons for Criminal Trespass being issued to 24-year-old Danielle M. Laniewski, of Lake Barnegat Drive North in Lanoka Harbor, for trespassing on private property (two homes recently demolished). She was released at the scene pending a court appearance.
- Loud Music Complaint – On Saturday, August 5, 2017, at 11:05 p.m., Sergeant Robert Surtees, along with Officers Christopher Meyler and Scott Keefe, responded to the 200 block of Randolph Place in Forked River, for a report of loud music. The music was coming from a parked vehicle near the residence. The owner of the vehicle, 28-year-old Kenneth R. Richmond, of Station Drive in Forked River, was issued a Special Form of Complaint and Summons for violating the Municipal Noise ordinance. He was released at the scene.
- Underage Consumption of Alcohol – On Saturday, August 5, 2017, at 4:04 a.m., Officer Anthony Sarno made contact with a 17-year old male from Forked River at the 7-11 store, located on Route 9 North and First Street in Lanoka Harbor. The juvenile was under the influence of alcohol. The juvenile was transported back to his residence and released to the custody of his mother. A juvenile complaint was issued for Underage Consumption of Alcohol on Private Property.
- DUI Arrest – On Saturday, August 5, 2017, at 3:14 a.m., Officers Scott Keefe and Anthony Sarno responded to the 7-11 store, located on Route 9 North and First Street in Lanoka Harbor, for a report of an intoxicated driver. Investigation at the scene led to the arrest of the driver, identified as 19-year-old Nicholas B. Maggio, of Nautilus Boulevard in Forked River, for DUI. He was transported to police headquarters and processed. Nicholas B. Maggio was released after receiving traffic summonses for DUI and Reckless Driving. The vehicle he was operating was impounded pursuant to John’s Law.
- Drug Arrest – On Friday, August 4, 2017, at 11:43 p.m., Sergeant Robert Surtees, along with Officers Christopher Meyler and Anthony Sarno, responded to the Wawa, located at 701 Route 9 North in Lanoka Harbor, for a report of an intoxicated driver. The vehicle left the Wawa parking lot and was stopped by Sergeant Surtees in the area of Laurel Boulevard and Route 9 North in Forked River. Investigation at the scene led to the arrest of the driver, identified as 42-year-old John Digiovanni, 3rd, of Bridle Path in Bayville, NJ, for Possession of CDS. The passenger in the vehicle, identified as 26-year-old Chelsie A. Mulvihill of Maple Street in Lakehurst, NJ, was arrested on two (2) outstanding warrants. Warrant number (1) was issued by Toms River Township Municipal Court in the bail amount of $350.00, and Warrant number (2) was issued by Stafford Township Municipal Court in the bail amount of $211.50. They were both transported to police headquarters and processed. John Digiovanni, 3rd, was charged on a criminal warrant with Possession of CDS, Possession of Drug Paraphernalia, and Possession of a Hypodermic Syringe. In addition, he received traffic summonses for Driving with a Suspended License, CDS in a Motor Vehicle, Delaying Traffic, Failure to Use Turn Signal, and Improper Turn. John Digiovanni, 3rd, was transported to the Ocean County Correctional Facility to await a bail hearing. Chelsie A. Mulvihill was released on her own recognizance.
Weekly Police Blotter – Lacey Township Police Department – July 28th through August 3rd, 2017
- DUI Arrest with Motor Vehicle Crash – On Thursday, August 3, 2017, at 3:31 p.m., Officers Noah Schaffer and Darrell Nick responded to Route 9 North and Bay Way in Lanoka Harbor, for a report of a two vehicle motor vehicle crash involving a hit and run. The vehicle that left the scene was located a short distance away. Investigation at the scene led to the arrest of one of the drivers, identified as 34-year-old Thomas S. Meade of Cranmer Road in Bayville, NJ, for DUI. He was transported to police headquarters and processed. Thomas S. Meade was released after receiving traffic summonses for DUI, Reckless Driving, Careless Driving, Failure to Yield, Leaving the Scene of a Motor Vehicle Crash, and Failure to Report a Motor Vehicle Crash. The vehicle he was operating was impounded pursuant to John’s Law.
- Structure Fire (Residence) – On Thursday, August 3, 2017, at 1:44 a.m., Officer Michael Baldasari responded to the 400 block of Predmore Avenue in Lanoka Harbor, for a report of a residential structure fire. Prior to his arrival a neighbor had extinguished the fire. The Lanoka Harbor Fire Department responded and ensured the fire was extinguished. As a result of the fire, the outside cedar-shake siding and vinyl soffit were damaged. The Ocean County Fire Marshal responded and investigated.
- Warrant Arrest (Multiple) – On Wednesday, August 2, 2017, at 6:40 p.m., Sergeant Robert Surtees, along with Officers Michael Baldasari and Jason Lee, responded to the 200 block of Lawrence Drive in Lanoka Harbor, to serve three (3) outstanding warrants. Upon arrival they met with 23-year-old Erik C. Moore of Lawrence Drive and placed him under arrest for the warrants. Warrant number (1) was issued by the Lacey Township Municipal Court in the bail amount of $750 and warrant number (2) was issued by the Manchester Township Municipal Court in the bail amount of $501. Warrant number (3) was a no-bail warrant issued by the Ocean County Sheriff’s Department. Erik C. Moore was transported to police headquarters and processed. He was later lodged in the Ocean County Correctional Facility.
- Warrant Arrest (Multiple) – On Wednesday, August 2, 2017 at 4:20 p.m., Officer Jason Lee conducted a traffic stop on Route 9 South and Station Drive in Forked River. Investigation at the scene led to the arrest of the driver, identified as 33-year-old Roseann Lugo of Elm Street in Newark, NJ, on two (2) outstanding warrants. Warrant number one (1) was issued by the Cranford Municipal Court in the bail amount of $843, and warrant number two (2) was issued by the Rahway Municipal Court in the bail amount of $150. Roseann Lugo was transported to police headquarters and processed. She was released after posting bail on both warrants.
- Underage Consumption of Alcohol – On Tuesday, August 1, 2017, at 11:12 p.m., Special Officer Robert Campolei was patrolling the Forked River Beach Park, located at 5001 Beach Boulevard in Forked River, when he observed two suspicious juveniles inside the gazebo. Officer Andrew Slota arrived on scene to assist. Investigation at the scene led to the arrest of both juveniles, identified as a 16-year-old male from Forked River, and a 17-year-old male from Forked River, for Underage Possession/Consumption of Alcohol. The parents of both juveniles were contacted, responded and took custody of them. Both juveniles were charged on juvenile complaints with Underage Consumption/Possession of Alcohol.
- Drug Arrest – On Tuesday, August 1, 2017, at 8:43 p.m., Officer Jesse Dalziel responded to the 1400 block of Sweetwood Drive in Forked River, for a report of someone yelling. Investigation at the scene led to the arrest of 22-year-old Cody N. Collins, of Mt. Idenburg Lane in Toms River, NJ, for possession of CDS. He was transported to police headquarters and processed. Cody N. Collins was released after receiving a criminal summons for Possession of Marijuana 50 grams or less.
- Burglary, Aggravated Assault and Criminal Mischief – On Tuesday, August 1, 2017, at 6:59 p.m., Officer Elton Copes responded to the 100 block of Bay Avenue in Forked River, for a burglary and assault. Lacey Police Detective Alan Abrecht also responded. An investigation at the scene led to a criminal warrant being issued against the accused, 33-year-old Patrick McMahon of Seaman Avenue in Beachwood, NJ, for Burglary, by entering the residence on Bay Avenue in Forked River and then assaulting the adult male resident. On Wednesday, August 2, 2017, at 4:05 p.m., Officer Brian Holt met with Patrick McMahon at police headquarters. Patrick McMahon was arrested on the above warrant and processed. He was lodged in the Ocean County Correctional Facility to await a bail hearing
- Structure Fire (Residence) – On Monday, July 31, 2017, at 3:39 p.m., Officer Charles May responded to Canterbury Drive in Forked River, for a residential structure fire. Smoke was observed coming from the soffits and exterior wall of the garage. The Forked River Fire Department arrived on scene and extinguished the fire. The house was not occupied at the time of the fire. Lacey Township Police Detective Keith Pearce and with the Ocean County Fire Marshal responded to the scene. The fire remains under investigation.
- DUI Arrest– On Monday, July 31, 2017, at 12:44 a.m., Officer Jesse Dalziel conducted a traffic stop at the intersection of Route 9 North and Sunrise Boulevard in Forked River. Investigation at the scene led to the arrest of the driver, identified as 26-year-old Rogelio Velazquez, of Adolphus Street in Forked River, for DUI. He was transported to police headquarters and processed. Rogelio Velazquez was released after receiving traffic summonses for DUI, Reckless Driving, and Failure to Observe Signal. The vehicle he was operating was impounded pursuant to John’s Law.
- Drug Arrest– On Sunday, July 30, 2017, at 9:30 p.m., Officer Jesse Dalziel conducted a traffic stop on Route 9 South near Taylor Lane in Forked River. Investigation at the scene led to the arrest of the passenger, identified as 20-year-old Catlin E. Gortatowski, of Compass Lane in Barnegat, NJ, for possession of CDS. She was transported to police headquarters and processed. Catlin E. Gortatowski was released after receiving a criminal summons for Possession of Marijuana 50 grams or Less.
- Drug Arrest – On Saturday, July 29, 2017, at 11:33 p.m., Officer Jesse Dalziel conducted a traffic stop near the intersection of East Basin Road and Pine Street in Lanoka Harbor. Investigation at the scene led to the arrest of the driver, identified as a 17-year-old male from Lanoka Harbor, for possession of CDS. He was later released to the custody of his parent after receiving traffic summons for speeding and possession of CDS in a motor vehicle. In addition, he was charged on a juvenile complaint with Possession of Marijuana 50 grams or Less.
- Shoplifting – On Friday, July 28, 2017, at 9:38 p.m., Officer Christopher Meyler responded to Kohl’s, located at 304 Route 9 North in Forked River, for a shoplifter. Investigation at the scene led to the arrest of 65-year-old Dominic J. Stuto of Elwood Street in Forked River, for shoplifting merchandise (under-ringing) valued at $1134.76. He was transported to police headquarters and processed. Dominic J. Stuto was released after receiving a criminal summons for shoplifting. The incident remains under investigation
- Theft – On Friday, July 28, 2017, at 7:37 p.m., Officer Scott Keefe responded to police headquarters for a theft report. The victim reported that between Saturday, July 15, 2017 and Monday, July 17, 2017, an unknown person or persons stole a Huffy bicycle from a residence located on the 1400 block of Earie Way in Forked River. The estimated cost of the bicycle is $120.
- DUI Arrest – On Friday, July 28, 2017, at 3:48 a.m., Officer Anthony Sarno conducted a traffic stop on Lake Barnegat Drive North and Steuben Avenue in Forked River. Investigation at the scene led to the arrest of the driver, identified as 49-year-old Kenneth L. Blair, of South Shore Drive in Toms River, NJ, for DUI. He was transported to police headquarters and processed. Kenneth L. Blair was released after receiving traffic summonses for DUI, Reckless Driving, Careless Driving, Failure to Maintain Lane, Failure to Signal, and Delaying Traffic. The vehicle he was operating was impounded pursuant to John’s Law.

- Drug Arrest – On Thursday, July 27, 2017, at 11:23 p.m., Officer Anthony Sarno conducted a traffic stop on East Haines Street near Bayberry Drive in Lanoka Harbor. Investigation at the scene led to the arrest of a passenger, identified as a 15-year-old male from Lanoka Harbor, for possession of CDS. The male was arrested and released to the custody of his guardian. He was charged on a juvenile complaint with Possession of Marijuana 50 Grams or Less.
- Warrant Arrest – On Thursday, July 27, 2017, at 7:37 p.m., Officer Scott Keefe conducted a traffic stop in the parking lot of Wendy’s, located at 301 Route 9 North in Forked River. Investigation at the scene led to the arrest of the driver, identified as 57-year-old Teresa Poli of Newark Avenue in Forked River, on an outstanding Lacey Township Municipal Court warrant in the bail amount of $429. She was transported to police headquarters and processed. Teresa Poli was released ROR.
- Theft, Possession of CDS, Hindering Apprehension and Warrant Arrest– On Wednesday, July 26, 2017 at 4:41 p.m., Officer Jason Lee responded to the 900 block of Clubhouse Drive in Forked River, for a report of a stolen bicycle. The owner stated he left his bicycle in the area of Oakwood Drive and Pasadena Drive in Forked River, and when he returned to the location approximately fifteen minutes later the bicycle was missing. Investigation at the scene led officers to a residence on Pensacola Road in Forked River, where the bicycle was located. The investigation at the residence led to the arrest of 27-year-old Rafael Lewis-Gonzalez, of Ryan Road in Barnegat, NJ, for the theft of the bicycle and hindering his own apprehension by providing a false name. In addition, he was also found to be in possession of CDS. Rafael Lewis- Gonzalez was transported to police headquarters and processed. He was released after receiving a criminal summons for Theft, Hindering Apprehension, Possession of Marijuana 50 Grams or Less and Possession of Drug Paraphernalia.
- Warrant Arrest – On Wednesday, July 26, 2017, at approximately 6:27 p.m., Officer Julie Barcalow was assisting with a stolen bicycle investigation from the 900 block of Clubhouse Drive in Forked River. During the course of this investigation, Officer Barcalow arrested 36-year-old James Shilling of Pensacola Road in Forked River, on an outstanding Lacey Township Municipal Court warrant in the bail amount of $1000. He was transported to police headquarters and processed. James Shilling was later lodged in the Ocean County Correctional Facility in default of bail.
- Shoplifting – On Wednesday, July 26, 2017, at 1:08 p.m., Officer Daniel Ricciradella responded to the Walmart, located at 580 Route 9 North in Lanoka Harbor, for a shoplifter. Investigation at the scene led to the arrest of 27-year-old Anthony Capio of Carolyn Court in Lanoka Harbor, for shoplifting merchandise valued at $34.93. He was transported to police headquarters and processed. Anthony Capio was released after receiving a criminal summons for shoplifting.
- Shoplifting – On Tuesday, July 25, 2017, at 12:47 p.m., Officers Darrell Nick and Brian Holt responded to the Walmart, located at 580 Route 9 North in Lanoka Harbor, for a shoplifter. Investigation at the scene led to the arrest of a 17-year-old Lacey Township female for shoplifting merchandise valued at $33.05. She was transported to police headquarters and processed. She was released to the custody of a parent after being charged on a juvenile complaint with shoplifting.
- Criminal Mischief (Business) – On Monday, July 24, 2017, at 11:56 a.m., Officer George Resetar responded to the Goddard School, located at 214 Lacey Road in Forked River, for a report of criminal mischief. The employee reported that between Friday evening, July 21st, 2017, and 6:30 a.m. on July 24, 2017, an unknown person or persons through a glass mug against the north side of the building ultimately shattering the mug into pieces. As a result, a building window screen valued at $20 was damaged.
- Drug Arrest – On Sunday, July 23, 2017, at 6:33 p.m., Officer Jesse Dalziel responded to Kohl’s, located at 304 Route 9 North in Forked River, for a theft. Upon his arrival, he was approached by an individual who observed drug activity in the parking lot. Investigation at the scene led to the arrest of 32-year-old Zachary S. Bednarek, of Michigan Avenue in Waretown, NJ and 30-year-old Courtney R. Fitterer, of Deer Run Drive North in Barnegat, NJ for the possession of CDS. They were both transported to police headquarters and processed. Zachary S. Bednarek was charged on a criminal warrant with Possession of Heroin and Possession of Drug Paraphernalia. He was lodged in the Ocean County Correctional Facility to await a bail hearing. Courtney R. Fitterer was released after receiving a criminal summons for Possession of Heroin and Possession of a Hypodermic Syringe. In addition, Courtney R. Fitterer received a traffic summons for Possession of CDS in a Motor Vehicle.
- DUI Arrest – On Saturday, July 22, 2017, at 10:51 p.m., Officer Jesse Dalziel conducted a traffic stop on Lacey Road and Lane Place in Forked River. Detective Dimitri Tsarnas responded to assist. Investigation at the scene led to the arrest of the driver, identified as 53-year-old Kathleen L. Caneal, of Hillside Place in Forked River, for DUI. She was transported to police headquarters and processed. Kathleen L. Caneal was released after receiving traffic summonses for DUI, Reckless Driving, Failure to Observe Traffic Signal and Failure to Maintain Lane. The vehicle she was operating was impounded pursuant to John’s Law.
- DUI Arrest – On Saturday, July 22, 2017, at 9:07 p.m., Officer Jesse Dalziel conducted a traffic stop on Steuben Avenue near Lake Barnegat Drive in Forked River. Detective Dimitri Tsarnas responded to assist. Investigation at the scene led to the arrest of the driver, identified as 30-year-old Alex L. Widney, of Sands Point Road in Waretown, NJ, for DUI. He was transported to police headquarters and processed. Alex L. Widney was released after receiving traffic summonses for DUI, Reckless Driving and Speeding. The vehicle he was operating was impounded pursuant to John’s Law.
- Brush Fire – On Saturday, July 22, 2017, at 2:03 p.m., Officer Brian Holt responded to Argo’s Farm, located at 1250 West Lacey Road in Forked River, for a report of a brush fire. Upon arrival, officers observed approximately one-quarter acre on the northeast side of the property on fire. The Forked River Fire Department and the NJ Forest Fire Service responded and extinguished the fire. It was determined that the fire was caused by an improperly extinguished camp fire.
- Burglary and Theft (Auto) – On Friday, July 21, 2017, at 4:07 a.m., Officer Jason Lee responded to police headquarters for a theft report. The victim reported that between 10:00 p.m. on July 19, 2017, and 9:00 a.m. on July 20, 2017, an unknown person or persons entered her mother’s unlocked vehicle located on Parker Street in Forked River, and stole her Coach purse, prescription medication, documents and $ 3.00 in cash. The total theft is estimated at $115.
- Underage Consumption of Alcohol, Obstructing the Administration of Law and Warrant Arrest – On Friday, July 21, 2017, at 1:13 a.m., Officer Scott Keefe was on patrol when he observed a group of individuals walking in the area of Middle Branch Drive and Palm Beach Drive in Forked River. Officer Keefe made contact with the individuals and began an investigation. At this point, 22-year-old Brian N. Bailey, of Princeton Avenue in Bayville, NJ, fled on foot. Commands for him to stop were ignored. Officers Anthony Sarno and Jason Lee arrived on scene and after a brief foot chase they were able to apprehend Brian N. Bailey. He was arrested and transported to police headquarters. Brian Bailey was processed and charged on a criminal warrant with Obstructing the Administration of Law, Resisting Arrest by Flight and Defiant Trespassing. He was later lodged in the Ocean County Correctional Facility to await a bail hearing. The investigation resulted in additional charges being issued. 20-year-old Chad E. Andresen 2nd, of Applewood Drive in Freehold, NJ, was issued a Special Form of Complaint and Summons for Underage Consumption of Alcohol on Private Property and released at the scene. Furthermore, 21-year-old Dashon A. Nieves, of Middle Branch Drive in Forked River, was arrested on an outstanding Bass River warrant in the bail amount of $295. He was transported to police headquarters and processed. Dashon A. Nieves was released on his own recognizance.
- Warrant Arrest – On Thursday, July 20, 2017, at 8:49 p.m., Officers Scott Keefe and Anthony Sarno responded to the 700 block of Stephanie Court in Forked River, for a well-being check. Investigation at the scene led to the arrest of 50-year-old Kathleen M. Cafiero on an outstanding Berkeley Township Municipal Court warrant in the bail amount of $500.00. She was transported to police headquarters and processed. Kathleen M. Cafiero was released on her own recognizance by the Berkeley Township Municipal Court.

- Burglary and Theft (Construction Equipment) – On Thursday, July 20, 2017, at 8:55 a.m., Officer Michael Hein responded to police headquarters for a theft report. The victim reported that between July 7, 2017 and July 18, 2017, an unknown person or persons stole several batteries from his Terex backhoe while it was parked on the 400 block of Route 9 South in Forked River. The theft is estimated at $300.
- Burglary and Theft (Auto) – On Thursday, July 20, 2017, at 7:51 a.m., Officer Noah Schaffer responded to Ambermist Way in Forked River, for a theft report. The complainant, who is the on-site supervisor for a construction company, reported that between 4:30 p.m. on July 19, 2017 and 7:51 a.m. on July 20, 2017, an unknown person or persons smashed out a window on a company van and stole two framing nail-guns valued at $800. The Lacey Township Police Detective Bureau responded and is investigating.
- Criminal Mischief (Auto) – On Wednesday, July 19, 2017, at 5:34 p.m., Officer Michael Hein took a report of damage to a vehicle. The victim reported that between 1:30 p.m. on July 17, 2017, and 5:00 p.m. on July 18, 2017, an unknown person or persons damaged her vehicle while it was parked at her residence on the 1300 block of Wood Avenue in Forked River. The damage consisted of three separate tool marks that appear to have been caused by a pry bar, to the frame surrounding the front driver’s side door of the vehicle. It appears that an unknown person or persons attempted to force entry into the vehicle. Entry was not gained and the damage is estimated at $500.
- Burglary (Auto) – On Wednesday, July 19, 2017, at 9:14 a.m., Officer Michael Hein responded to the 1400 block of Earie Way in Forked River, for a theft report. The victim reported that between last evening, July 18, 2017, and 8:00 a.m. on July 19, 2017, an unknown person or persons entered his unlocked vehicle and rummaged through it. At the time of the report, the victim was unsure if anything was taken from the vehicle.
- Burglary and Theft (Auto) – On Wednesday, July 19, 2017, at 8:49 a.m., Officer Michael Hein responded to the 1500 block of Dee Road in Forked River for a theft report. The victim reported that between 7:00 p.m. on July 18, 2017 and 8:00 a.m. on July 19, 2017, an unknown person or persons entered her unlocked vehicle and stole $2.00 in change.
- Burglary and Theft (Auto) – On Wednesday, July 19, 2017, at 8:04 a.m., Officer Michael Hein responded to the 1400 block of Foch Avenue in Forked River, for a theft report. The victim reported that between 6:00 p.m. on July 18, 2017 and 8:00 a.m. on July 19, 2017, an unknown person or persons entered her unlocked vehicle that was parked in the driveway and stole $5.00 in change.
- DUI Arrest with Accident – On Wednesday, July 19, 2017, at 1:01 a.m., Officer Jason Lee responded to the area of Daytona Road and Beach Boulevard for a report of a vehicle that struck a fire hydrant and left the scene. An investigation led to the arrest of the driver, identified as 36-year-old Randall H. Murphy, of Daytona Road in Forked River for DUI. He was transported to Police Headquarters and processed. Randall H. Murphy was released after receiving traffic summonses for DUI, Refusal to Provide Breath Samples, Leaving the Scene of an Accident, Failure to Report an Accident, Failure to Maintain Lane, and Failure to Stop or Yield. The vehicle he was operating was impounded pursuant to John’s Law.
- Drug Arrest – On Tuesday, July 18, 2017, at 11:41 p.m., Officer Christopher Meyler conducted a traffic stop on Route 9 North and Laurel Boulevard in Lanoka Harbor. Investigation at the scene led to the arrest of the driver, identified as 25-year-old Neil A. Larsen, of Hemlock Drive in Lanoka Harbor, for Possession of CDS. He was transported to Police Headquarters and processed. Neil A. Larsen was released after receiving a criminal summons for Possession of Marijuana 50 Grams or Less and Possession of Drug Paraphernalia. In addition, he received traffic summonses for Driving While Suspended and CDS in a Motor Vehicle.
- Criminal Mischief (Residence) – On Tuesday, July 18, 2017, at 10:24 p.m., Officer Scott Keefe responded to the area of Maple Lane in Forked River, for a report of criminal mischief. The victim reported that an unknown person or persons threw a rock through the family room window shattering one half of the window. The damage is estimated at $300.
- Shoplifting Arrest – On Tuesday, July 18, 2017, at 5:00 p.m., Officer Daniel Ricciardella responded to the Walmart, located at 580 Route 9 North in Lanoka Harbor for a shoplifter. Investigation at the scene led to the arrest of 18-year-old Alyssa N. Eddy of Williams Avenue in Forked River for shoplifting merchandise valued at $61.52. She was transported to police headquarters and processed. Alyssa Eddy was released after receiving a criminal summons for shoplifting.
- Criminal Mischief (Auto) – On Tuesday, July 18, 2017, at 8:27 a.m., Officer Michael Hein responded to the 600 block of Challenger Way in Forked River for a report of criminal mischief to a vehicle. During the overnight hours the victim’s parked vehicle’s tire was slashed with two razor blades. The tire is estimated at $175.
- Drug and Warrant Arrest – On Tuesday, July 18, 2017, at 5:29 a.m., Officer Scott Keefe responded to Lakeside Drive South and Parker Avenue in Forked River, for a report of two suspicious males. Investigation at the scene led to the arrest of 27-year-old Joseph J. Caputo 4th of Barnacle Road in Forked River for an outstanding Ocean County Sheriff’s Department warrant in the bail amount of $8194. He was also found to be in possession of a hypodermic syringe. In addition, 29-year-old Alan Hill of Taylor Lane in Forked River, was arrested on an outstanding Galloway Township Municipal Court warrant in the bail amount of $750. They were both transported to police headquarters and processed. Alan Hill was released ROR on the warrant by the Galloway Township Police Department. Joseph Caputo 4th was charged on a criminal warrant with Possession of a Hypodermic Syringe. He was lodged in the Ocean County Correctional Facility to await a bail hearing.
- DUI Arrest – On Tuesday, July 18, 2017, at 12:35 a.m., Officer Jason Lee was on patrol near the Wawa, located at 444 Route 9 South in Forked River, when he observed what appeared to be a verbal altercation occurring in the parking lot. Investigation at the scene led to the arrest of the driver, identified as 46-year-old Lisa L. Aguayo, of Brighton Road in Barnegat, NJ, for DUI. She was transported to Police Headquarters and processed. Lisa Aguayo was released after receiving traffic summonses for DUI, Reckless Driving, and having an Open Container of Alcoholic in a Motor Vehicle.
- Warrant Arrest (Multiple) – On Monday, July 17, 2017, at 10:53 p.m., Officers Anthony Sarno and Michael Baldasari responded to the Walmart, located at 580 Route 9 North in Lanoka Harbor, in an attempt to serve several warrants. Upon arrival Officers met with and arrested the accused, identified as 26-year-old William Dickson of Bayville, NJ, on several outstanding warrants. Warrant number one (1) was issued by the Lacey Township Municipal Court and was a no-bail warrant for the charge of Child Endangerment. Warrant number two (2) was issued by the Montville Municipal Court in the bail amount of $800, and warrant number three (3) was issued by the Saddle Brook Municipal Court in the bail amount of $240. Warrant number four (4) was issued by the Seaside Heights Municipal Court in the bail amount of $301 and warrant number five (5) was issued by the Garwood Municipal Court in the bail amount of $540. William Dickson was lodged in the Ocean County Correctional Facility.
- Theft – On Monday, July 17, 2017, at 3:42 p.m., Officer Michael Hein responded to the 100 block of Station Drive in Forked River for a theft report. The victim reported that between July 10, 2017, and July 17, 2017, an unknown person or persons stole his 9 foot long “Frenzy” kayak valued at $600 from the backyard of his residence.
- Shoplifting Arrest – On Monday, July 17, 2017, at 12:26 p.m., Officers Brian Holt and Darrell Nick responded to Kohl’s, located at 304 Route 9 North in Forked River, for a report of a shoplifter. Investigation at the scene led to the arrest of 52-year-old Debra A. Kaczmarek, of Nautilus Boulevard in Forked River, for shoplifting merchandise valued at $295. Debra Kaczmarek was transported to Police Headquarters and processed. She was released after receiving a criminal summons for shoplifting.
- Criminal Mischief (School Property) – On Monday, July 17, 2017, at 8:40 a.m., Officer Brian Holt responded to the Mill Pond Elementary School, located on Western Boulevard in Lanoka Harbor, for a report of criminal mischief. After meeting with the school principal, it was determined that between 6:00 p.m. on Thursday, July 13, 2017, and 8:00 a.m. on Monday, July 17, 2017, unknown person or persons damaged playground equipment on school property. The equipment consisted of two plastic picnic tables and a plastic sandbox located between the school building and the classroom trailer on the west side of the school. The damage is estimated at $200.
- Theft (Residence) – On Sunday, July 16, 2017, at 12:14 p.m., Officer Andrew Slota responded to Police Headquarters to take a report of theft that occurred on in a Forked River area home. The victim reported she kept $30,000 in a fire safe and the money was removed from it. The Lacey Township Police Detective Bureau is investigating.
- Drug Arrest – On Saturday, July 15, 2017, at 11:16 p.m., Officer Jason Lee conducted a traffic stop on Lakeside Drive East and Route 9 South, in Forked River. Investigation at the scene led to the arrest of 23-year-old Bryan J. Berner, of West Street, in Braintree, MA, for Possession of CDS. Bryan Berner was transported to police headquarters and processed. He was charged on a criminal summons with Possession of CDS. In addition, he received traffic summonses for CDS in a motor vehicle and impeding the flow of traffic.
- Theft – On Saturday, July 15, 2017, at 3:06 p.m., Officer Andrew Slota responded to police headquarters to take a theft report. The victim reported that between July 13, 2017 and July 15, 2017, one of two central air conditioning units was removed from the side of her residence on Hoyt Street in Forked River. The approximate value of the unit is $2500.

- Shoplifting Arrest – On Thursday, July 13, 2017, at approximately 6:17 p.m., Officers John McKee, Patrick Watkins and Sergeant Robert Flynn responded to a the Staples parking lot in reference to a shoplifter that fled the store with the items. The Shoplifter 46-year-old Ronald R. Fariss Jr, of 45 Locker Street, Beachwood, NJ fled the scene on a bicycle and refused officers commands to stop. He was pursued into Berkeley Township where he was taken into custody by Officer Patrick Watkins after resisting arrest. He was charged with multiple charges consisting of; Resisting Arrest, Eluding, Hindering Apprehension, Obstructing, Aggravated Assault, Shoplifting, Criminal Mischief, and Possession of an Anti-Shoplifting device.
- Criminal Mischief – On Thursday, July 13, 2017, at approximately 12:45 a.m., Officer Jason Lee responded to a residence on Barnacle Road in Forked River for a report of criminal mischief. The victim reported that while they were in the garage of the residence, unknown person(s) had just thrown large rocks through three front windows of the residence. The rocks damaged three windows, three sets of blinds, two, coffee tables, a mirror, and a 52 inch Toshiba television. The damage is estimated at $3000.
- Criminal Mischief – On Wednesday, July 12, 2017, at approximately 10:34 p.m., Officer Christopher Meyler responded to Walmart, 580 Route 9 North in Lanoka Harbor, for a report of criminal mischief. The manager reported that a former employee, 29-year-old Ryan Stillwagon, of East Hickory Drive in Lanoka Harbor damaged an Apple I pad Procell and two scented candle warmers with a total value of $918. Ryan Stillwagon was placed under arrest and transported to Lacey Township Police Headquarters where he was processed and charged with criminal mischief.
- Theft – On Wednesday, July 12, 2017, at approximately 4:06 p.m., Officer Michael Baldasari responded to Lacey Police Headquarters for a report of theft. The victim reported that between June 28, 2017 and June 30, 2017 unknown person(s) entered her Forked River home and stole her diamond engagement ring, a men’s Rolex watch, and a men’s wristwatch. The value of the jewelry is approximately $29,300.
- Mulch Fire – On Tuesday, July 11, 2017, at approximately 2:43 p.m., Officer Scott Keefe responded to J. Lorton and Company, 421 Route 9 in Forked River, for a report of a mulch fire. The mulch was located in front of the business along the sidewalk and the fire appeared to have been the result of numerous discarded cigarettes. No property damage was sustained as a result. The Forked River Fire Department responded to the scene and extinguished the fire.
- Drug Arrest – On Monday, July 10, 2017, at approximately 9:30 p.m., Officer Jason Lee observed a suspicious vehicle parked in the lot of the former TD Bank, located at Route 9 and Beach Boulevard in Forked River. Upon speaking with the driver of the vehicle, Officer Lee discovered that he had a suspended driver’s license. Further investigation at the scene led to the arrest of the driver, 44-year-old Dale R. Dexter of River Drive in Toms River, NJ for possession of a hypodermic syringe and possession of drug paraphernalia. 28-year-old Deanna F. Batelli of Grantwood Drive in Toms River, NJ was also arrested at the scene for possession of Heroin, Possession of a Hypodermic Syringe, and Possession of Drug Paraphernalia. Both suspects were transported to Lacey Township Police Headquarters for processing and charging. Dale Dexter was charged with Possession of Drug Paraphernalia, Possession of a Hypodermic Syringe, and Driving While Suspended. Dale Dexter was transported to the Ocean County Correctional Facility to await a bail hearing. Deanna Batelli was charged with Possession of CDS, Possession of a Hypodermic Syringe, Possession of Drug Paraphernalia and released on a criminal summons.
- Power Outage – On Sunday, July 9, 2017, at approximately 5:30 p.m., Lacey Township experienced a power outage throughout most of the township. Ocean Township (Waretown) and Barnegat Township also experienced the outage. Approximately 25,000 combined residents were without power for 2 ½ hours. During this event all traffic lights were out, with the exception of the lights north of Lacey Road and Route 9. All lights had to be maintained by police during the outage. The outage occurred due to a transformer fire located off-site on Oyster Creek Nuclear Generating Station (Exelon), 800 Route 9 South in Forked River. The fire was extinguished by the Forked River Fire Department along with the New Jersey State Forest Fire services. All of the power was restored by 8 p.m.
- Drug Arrest – On Sunday, July 9, 2017, at approximately 12:26 a.m., Officer Jesse Dalziel and Officer Scott Keefe responded to the end of Holmes Avenue North in Forked River for a report of a suspicious vehicle. The caller reported that four occupants exited the vehicle and entered the nearby woods. Upon arrival the officers had met with the driver, 23-year-old Frank A. Deven of Wallace Avenue in Forked River, who had returned to the vehicle alone. Upon speaking with Frank Deven at his vehicle, the officers detected the odor of marijuana emanating from inside the vehicle. Investigation at the scene led to the arrest of Frank Deven for possession of marijuana and possession of drug paraphernalia. Frank Deven was transported to Lacey Police Headquarters where he was processed and charged with Possession of Marijuana 50 Grams or Less and Possession of Drug Paraphernalia. He was also issued a traffic summons for possession of CDS in a motor vehicle.
- Criminal Mischief – On Sunday, July 9, 2017, at 11:21 a.m., Special Officer Edgar Lenkauskas responded to the 232 Route 9 North in Forked River for a report of graffiti. Unknown person(s) spray painted white paint on the windows of the vacant building. The owner of the building was notified to remove the graffiti. The damage was valued at approximately $200.
- Drug Arrest – On Saturday, July 8, 2017, at 12:04 a.m., Officer Jesse Dalziel conducted a motor vehicle stop near the intersection of Route 9 and Oak Street in Forked River for a vehicle with a headlight out. While speaking with the driver, Officer Dalziel detected the odor of Marijuana emanating from inside the vehicle. The driver was identified as 20-year-old Davon D. Carrasquillo of Lucy Lane in Toms River, NJ. Investigation at the scene led to the arrest of Davon Carrasquillo for possession of CDS in a motor vehicle. Davon Carrasquillo was transported to Lacey Police Headquarters where he was processed and charged with Possession of Marijuana 50 Grams or Less, Underage Possession of Alcohol in a Motor Vehicle, Maintenance of Lamps, Driving with a Suspended License, and Possession of CDS in a Motor Vehicle. Davon Carrasquillo was transported and lodged in the Ocean County Correctional Facility to await a bail hearing.
- Theft – On Friday, July 7, 2017, at 2:12 p.m., Officer Evan Androcy was dispatched to the 1700 Block of Lakeside Drive South in Forked River for a report of theft. The victim reported that, between 1:30 p.m. and 2:30 p.m. on July 7, 2017, unknown person(s) stole a 30 foot 50 amp ship to shore electrical cord that was plugged into a trailer that was in the driveway of his residence. The cord is valued at $300.
