Lacey Lock Box Program
The Lacey Township Lock Box Program is a free community program directed to those 55 years or older and those with potentially incapacitating medical conditions. This program is designed to assist first responders in reaching those in need of emergency assistance. Participants have a lock box containing keys to the house installed in a predetermined location. Only the Lacey Township Police Department has access to the lock box. The lock box is used in emergency situations where the door is locked and first responders must gain entry to the house. Use of the lock box can prevent costly property damage from forced entry, and reduce delays in caring for the resident. The lock box may also be used in the event of a well-check. The program, however, is not a lock out service, as residents will not have access to the lock box, and it is for emergency use only.
Reverse 9-1-1 Registration
Lacey Township residents now have the ability to sign up for Reverse 9-1-1 notifications through Onsolve CodeRed on their cellular telephones. Click here to be taken to the account access page. The police department utilizes the Reverse 9-1-1 system to send out important telephone messages to residents based on the geographic location of each resident’s home telephone. While land-line, home and business telephones are already in the system’s database, cellular phone numbers are not in the system. This feature allows residents to register additional phone numbers in the Onsolve CodeRed system, so an emergency message related to Lacey Township will be received regardless of the resident’s location at the time. “Keep Kids Alive, Drive 25” Yard Sign Program
The Lacey Township Police Department has signs available that are designed to be prominently displayed in the front yards of Lacey Township residences along roadways identified as having concerns related to speeding. Residents who feel vehicles are consistently speeding and posing a danger to children, may request a sign from the police department.
The program is administered by Sergeant George Resetar. The signs are loaned to residents for 3 weeks at a time and must be returned by each resident to the police department at the end of the 3 week period. The signs may be placed in the resident’s front yard where the sign will be clearly visible for passing motorists to view. An important condition in borrowing a sign is that the resident is asked to only display the sign during the daytime hours and is asked to secure the sign for the overnight period. Likewise, the sign should be brought in during inclement weather.
Any resident interested in picking up a sign to display in his or her front yard is asked to contact Sergeant George Resetar (609)693-6636 x2590 so arrangements can be made to facilitate the request.
This program includes the continuing practice of fulfilling resident requests for radar enforcement on residential streets in Lacey Township. Residents are welcome to call the Lacey Township Police Department (24/7) at 609-693-6636 to request periodic police radar enforcement as well.
Keep Your Business Emergency Contact Information Up-To-Date
To more efficiently and effectively serve the public, the Lacey Township Police Department has instituted an electronic method for township business owners to keep their emergency contact information up-to-date. The police department will use this information for after-hour emergencies at local businesses to contact a designated person should an issue arise. By having accurate and updated information regarding whom to contact in the event of an emergency at a business location, both the police department and the business owner/representative are able to quickly resolve issues. Substance Abuse Resource Information Sheet
This Substance Abuse Resource Information Sheet was produced by the Lacey Township Task Force to help residents who are in search of assistance and resources related to substance abuse. The production of this form came as a result of residents consistently requesting one document which contains the known resources related to alcohol and drug abuse and addiction.

Autism Emergency Information Form
Any resident of Lacey Township who would like to provide the police department with information regarding an Autistic family member, the resident may printout and complete the attached Autism Emergency Information Form. The form, once completed, may be dropped off at the police department dispatch center (24/7), mailed to police headquarters (att: Chief DiBella).
Reporting Street Lights Out or In Need of Repair
The Township of Lacey pays First Energy for all of the street lights throughout the township. In turn, the power company is responsible for the repair and maintenance of all of our street lights. It is important to immediately report any street lights that are out and not working properly so a timely repair can be made. The lights provide visibility for motorists and pedestrians and also serve to enhance crime prevention efforts in the neighborhoods. Firearms Application & Registration System (FARS)
The Lacey Township Police Department is now participating in the Firearms Application & Registration System (FARS). The system allows Lacey Township residents to apply online for a Firearms Purchaser Identification Card and Handgun Purchase Permits.
FARS is a New Jersey State operated system designed to ease the application process and decrease the time to acquire a permit. Each step of the process is completed through an Internet-based design that can be completed in several minutes without traveling to police headquarters to complete paperwork. Applicants are urged to use FARS. Specific instructions and the website link are as follows:
Step 1: Visit this website. You MUST enter the site address as follows:

Step 2: Lacey Township Police Department ORI# is NJ0151200
(You will NOT be able to complete the FARS online application WITHOUT THIS ORI#)
Step 3: Complete the online application. You may complete the application using a smartphone, mobile device, or computer. When completing the application, you will need the information of (2) reputable references. You will need the full name, address, phone number, and email address of each reference.
Step 4: * Once submitted, you will be receiving automated email updates throughout the process.
*Please advise your references that the FARS system will email them a questionnaire. Your references can complete the questions using a smartphone, mobile device, or computer. Please advise them to complete the questions immediately to progress your background investigation.
*Once the process is complete and you have been approved, you will receive a link to download your FID card and/or pistol purchase permit documents. A Lacey Township Police Department representative will contact you regarding the payment of appropriate fees. It will be sent to the email you supplied when completing your application. When picking up your Firearms Identification Card and or Pistol Permits at the Lacey Township Police Department you will be responsible for paying the appropriate fees.
APPLICATION TIPS
The new online application is APPLICANT DRIVEN. If the applicant makes a mistake while applying, they simply can REAPPLY. The applicant should understand that all application fees are non-refundable and non-transferable. All Lacey Township residents who apply MUST utilize ORI# NJ0151200 for the Lacey Township Police Department.
1. FARS is taking the place of the STS 033 form. Applicants can apply for all the same options as the paper application form with the exception of Permits to Carry.
- This system has been mandated by the Governor’s Office to expedite the process and provide accountability for the length of time an application may take to process.
- The applicant MUST enter their “Official Name”. They cannot utilize simplified versions of their names (Joe vs. Joseph).
- Applicants must enter an accurate address, phone numbers and email for themselves and their references.
- After the applicant enters all required information, a REVIEW PAGE appears where the applicant can edit all information entered into the application prior to final submission.
- AN INITIAL APPLICANT MUST PRINT OUT THEIR FINGERPRINT FORM. You will NOT have the opportunity to go back and print it out subsequent to logging off this site.
- The applicant should also print both the confirmation page and application at the end of the application process. This is for quick reference in the event of an issue.
- 8. Initial applicants must schedule an appointment to be fingerprinted at https://nj.ibtfingerprint.com. You must bring the fingerprint form you printed out with you when you go to get fingerprinted.

Firearms Purchaser Identification Card: Cash/check or money order payable to: Township of Lacey in the amount of $5.00.
Handgun Purchase Permit: Cash/check or money order payable to: Township of Lacey in the amount of $2.00 per handgun permit.
There is no fee for a Duplicate Firearms Purchaser Identification Card.

Crime Prevention Tips
At Home
- Secure all entrances at night when leaving, including cellar doors and windows. Consider installing metal gates or rolling shutters over windows and patio doors.
- Store ladders inside. Do not leave them loose outside. If you cannot put them safely inside, lock them securely. Suggest your neighbors follow this rule of ladders too.
- Do not give information to strangers on the telephone. On wrong numbers, do not tell the caller your number. Report continued wrong numbers to the phone company.
- Report broken street lights in your neighborhood. Well-lit areas discourage burglars by taking away hiding places.
- Be alert for unusual activities. If you see an unknown person loitering in or around a neighbor’s yard, don’t be afraid to check his or her identity with your neighbor.
- Remember: people on legitimate business will be glad to show identification.
- Report any suspicious actions, sounds or strangers to the police.
- Start a “buddy system” with your neighbors in order to watch each others homes. Watch for unexpected “movers” and “repair people” at a house where no one is home.
Locks
- Use good safe locks on all doors.
- Use auxiliary dead-bolt locks on all exterior doors. Spring-latch units with the lock in the knob are a poor risk for everyone but the burglar.
- Lock the doors when you go out, even if it is for just a minute.
- Use effective window locks.
Keys
- Do not leave house and car keys together with attendants at parking lots. Your house keys can be quickly duplicated and your address obtained from your license plate.
- Do not hide keys outside the door under mats, in flower pots, over moldings, etc. if you can hide it, a burglar can find it.
Lighting
- Outside of locking your doors, good exterior and interior lighting is the single most cost-effective deterrent to burglars. If a burglar can’t be seen, he won’t be caught.
- When leaving for an evening, leave at least one light on in the house.
Vacations
- Cancel all of your deliveries of newspapers, milk, etc.
- Have the Post Office hold your mail or have someone pick up deliveries each day.
- Notify the Lacey Township Police Department of the time you are leaving and the time you expect to return.
- Put a light or lights on a timer for automatic turn-on at night. Do not draw shades or curtains.
- Check all doors and windows to make sure they are locked.
- Have a neighbor check your home occasionally. Be sure to let the neighbor know where you will be.
On The Road
A car is stolen every 33 seconds in the United States. In many cases, car theft would have been avoided if the proper precautions had been taken.
- Be cautious. Don’t think you can be careless about your car just because it is old or not running properly. Car thieves often make more money be dismantling a car and selling the parts than by trying to sell it in one piece.
Lock Up
- An unlocked car is an open invitation to a car thief. Lock up whenever you leave your car and take the keys with you. Lock the trunk and/or tailgate and close all windows. Professional thieves have tools that help unlock cars through a minimum of open space.
- A gift-wrapped package or a camera lying on the seat of your car is a temptation to steal. Lock all valuables in your trunk or take them with you.
At The Wheel
- While driving, watch out at intersections and stop lights. These are favorite spots for troublemakers. Keep your car in gear. If you feel threatened, blow the horn and drive away.
- Keep doors locked at all times.
- Keep windows rolled up.
- Keep valuables out of sight.
- Park in areas that are well-lit when you return.
- When you return to your car make sure no one is hiding in the car or nearby.
Walking
- Walk confidently. Know where you’re going. If you don’t know where you are at or where you are going , stop at a store or business and ask directions.
- Walk with someone. If you have some company you are much safer.
- Well-lit areas are safest. Avoid shortcuts through parks, alleys, etc. They could mean trouble.
- Do not accept rides from strangers. It is better to walk.
- Protect valuables. Hold purses and briefcases close to your body. Do not set them down anywhere. Carry wallets safe, inside pockets. Avoid carrying large amounts of cash.
- If someone is following you on foot, cross the street, vary your pace, change direction. If the person persists, go to a lighted store and call police.
- Be suspicious. Keep looking back. It lets the person following you know that you cannot be taken by surprise.
Self Protection
- This means knowing how to avoid being a victim of an attack or robbery.
- Keep alert for the unexpected.
- Do not take unnecessary chances.
Pedestrian and Bicycle Safety
Walking Along Roadways
- Residents walking along roadways must stay away from the traveled portion of the roadway and assume that motoring traffic may not see them.
- A special concern exists as vehicles pass others on the right when a vehicle is making a left turn. This action causes a special concern as the passing vehicle may not see the pedestrian walking on the shoulder of the roadway. Residents walking should maintain a heightened awareness when walking by “T” intersections as well as standard intersections.
- When walking at night, it is essential to wear bright (ideally, reflectorized) clothing as well as a light when possible.
- All efforts should be made to walk safely off of the paved portion of a roadway, and it is mandatory that sidewalks are utilized when available.
Riding Bicycles Along Roadways
- Residents riding bicycles on roadways must stay furthest to the right and travel with the flow of traffic.
- Clear hand signals must be provided when making turns in traffic, so passing motorists are aware of the intended actions of the bicyclist.
- Turns and other movements in traffic shall only be made when safe to do so.
- When riding a bicycle at night, it is essential to wear bright (ideally, reflectorized) clothing as well as a light when possible. The bicycle must be properly equipped with reflectors and a functional light is highly recommended.
